Ensuring regular inspection and audit of Cooperative Societies

 Principal Secretary to Chief Minister, Haryana Mr. S.S Dhillon directed the Registrar, Cooperative Societies to carry out regular inspection and audit of the Cooperative Societies in the State so as to ensure better and transparent functioning of such societies.
            Mr. Dhillon was presiding over the review meeting of Cooperation Department and Cooperative Societies here today.
         Mr. Dhillon directed to ensure that every co-operative society  should get its accounts audited. The audit includes valuation of assets and liabilities, an examination of balance sheet, profit and loss account and overdue debts. Presently more than 35,000 cooperative societies of various types with a membership of more than 56 lakh were working for the welfare of people in the State.
            He also directed the department to send the requisition of posts lying vacant to the recruitment agencies so as to remove the shortage of staff.
            Mr. Dhillon directed the officers of Haryana State Cooperative Apex Bank Limited (HARCO) to make the branches more viable and vibrant. For this, he directed the Registrar, Cooperative Societies to issue necessary guidelines to all branches of HARCO Bank in the State.
            It was apprised in the meeting that a rebate of 5 per cent would be given in the form of Interest Subvention to the loanee members of District Primary Cooperative Agriculture and Rural Development Bank (DPCARDB) in the State who would repay their dues on or before the due date so that they were encouraged to make it a habit to pay their dues in time. Similarly, in order to reduce the burden of interest on the Scheduled Castes members, it had been proposed to give subsidy in the rate of interest by 7 per cent to non-defaulter members of the societies.
            It was informed that with a view to ensure transparency and to facilitate the people, the Department was in the process of finalizing its website and it would be hoisted by November 30.  The Deputy Registrars were being imparted training in Information Technology (IT) so that they could be trained by the time the website become functional. ‘Harsamadhan’ was also being accessed and monitored by the Head Office and field offices regularly for redressal of complaints. Total 74 complaints had been received in the office till date, out of which 59 had been disposed off and remaining 15 have been pending for necessary action.
            Mr. Dhillon was apprised that Hafed had fixed a target to procure 11 lakh metric tonnes of paddy during the current procurement season, out of which 3.28 lakh metric tonnes had so far been procured. It was informed that Hafed procured 30 per cent of total rice produced in the State and all the outlets of Hafed were running into profit. Mr. Dhillon directed Hafed to fix a target to export atleast 10 per cent of Basmati Rice.  HAFED had been declared as a Nodal Agency by the State Government for construction of approximately 39.17 lakh Metric Tonnes (MTs) godowns in the State out of this a capacity of over 16.73 lakh MTs had been completed and over 12.40 lakh MTs capacity was under construction.
                       It was informed in the meeting that the Dairy Cooperative Societies had procured 501 lakh litres milk utpo September 2013. Mr. Dhillon said that with a view to encourage more Dairy Cooperative societies to come forward, the payment to these societies should be made once in every seven days in a month rather than 10 days.
            Principal Secretary to Chief Minister Dr. K.K Khandelwal, Deputy Principal Secretary Mr. R.S Doon, Registrar, Cooperative Societies Mr. C.R Rana, Managing Director, Dairy Development Co-operative Federation Mrs. Ashima Brar and representatives of Haryana State Cooperative Sugarmill Federation, State Cooperative Apex Bank and HARCOFED were also present in the meeting.
