Haryana takes steps to tackle pollution problem due to firecrackers

In compliance of directions passed by the Supreme Court of India, Haryana Government has issued several directives to tackle the pollution problem due to firecrackers in the state.
        While giving this information, an official spokesman said that the directives or advisories included the crackers with reduced emission (improved crackers) and green crackers, only would be permitted to be manufactured and sold. As a consequence, production and sale of crackers other than these crackers are banned.
        He said that the manufacture, sale and use of joined firecrackers (series crackers or laris) has been banned as the same causes huge air, noise and solid waste problems. The sale should only be through licensed traders and it should be ensured that these licensed traders are selling those firecrackers which are permitted by this order.
No e-commerce websites, including Flipkart, Amazon and others should accept any online orders and effect online sales. Any such e-commerce companies found selling crackers online would be hauled up for contempt of the Court and the Court may also pass, in that eventuality, orders of a monetary penalty as well, he added.
He said that Barium salts in the fireworks are banned. Even those crackers which have already been produced and they do not fulfill the given conditions the same would not be allowed to be sold in Delhi and NCR.
        On Diwali days or any other festivals such as Gurpurab, when such fireworks generally take place, it would strictly be from 8 pm till 10 pm only. On Christmas and New Year Eve, when such fireworks start around midnight, that is, 12 am, it would be from 11.55 pm till 12.30 am only, he added.
        He said that the community fire cracking only (for Diwali and other given festivals etc.) would be permitted, wherever it can be done. For this purpose, particular area or fields would be pre-identified and pre-designated by the concerned authorities.  The areas designated for the purpose of Diwali should be valid for community fire cracking on other occasions and festivals as well. Even for marriages and other occasions, the sale of improved crackers and green crackers is only permitted.
        All the officers and officials, and particularly the Police, should ensure that fireworks take place only during the designated time and at designated places. They should also ensure that there is no sale of banned firecrackers. In case any violation is found, the Station House Officer (SHO) of the concerned Police Station of the area would be held personally liable for such violation and this would amount to committing contempt of the Court, for which such SHOs would be proceeded against.
All the concerned officers and officials would ensure strict compliance of orders of the Supreme Court in letter and spirit. Any lapse on part of the concerned person would be viewed seriously and action will be taken against the erring officers or officials in accordance with the Rules, he added.
