Exchange of shamilat land in Jhajjar approved

CHANDIGARH, MARCH 5
Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval for the exchange of shamilat land measuring 30 kanal 19.5 marla of Gram Panchayat Kukdola, block Badli, district Jhajjar with the land measuring 30 kanal 19.5 marla of the Model Economic Township Limited.
          The Cabinet also gave approval for the exchange of shamilat land measuring 21 kanal 14.5 marla of Gram Panchayat Munimpur, block Badli, district Jhajjar with the land measuring 21 kanal 14.5 marla of the Model Economic Township Limited.
          The Cabinet also gave approval for the exchange of shamilat land measuring 49 kanal 19 marla of Gram Panchayat Dadri Toe, block and district Jhajjar with the land measuring 49 kanal 19 marla of the Model Economic Township Limited.
          The Cabinet also gave approval for the exchange of shamilat land measuring 13 kanal 8 marla of Gram Panchayat Soundhi, block Badli, district Jhajjar with the land measuring 13 kanal 8 marla of the Model Economic Township Limited.
          The Cabinet also gave approval for the exchange of shamilat land measuring 13 kanal 6 marla of Gram Panchayat Bamnola, block Badli, district Jhajjar with the land measuring 13 kanal 6 marla of the Model Economic Township Limited.
LEASE APPROVED:The Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved leasing out 600 square yards land of Municipal Committee, Mahendragarh to Dhanak Samaj Uthan Sangthan, Mahendragarh for construction of Dharamshala.
        SPECIAL PROVISIONS FOR PRISONERS:  The land will be leased out for a period of 99 years.
The Cabinet approved amendment in Haryana Good Conduct Prisoners (Temporary Release) Act, 1988 for making special provisions for prisoners other than hardcore prisoners.
          Under the Amendment, a convict other than a hardcore prisoner will be released on temporary basis or on furlough to attend marriage of his grand child or sibling, or death of his grandparent, parent, grandparent-in-law, sibling, spouse, child or grandchild under an Armed Police Escort for a period of 48 hours to be decided by the concerned Superintendent of Jail.
          Further, a convict other than a hardcore prisoner may be released on temporary basis to attend the marriage of his daughter for 96 hours and for the marriage of his son for 72 hours under an Armed Police Escort, to be decided by the concerned Superintendent of Jail. He will intimate with 24 hours the concerned District Magistrate and Superintendent of Police in this regard with full particulars of the hardcore prisoners being so released.
          Earlier, such a provision was not available to the convicted prisoners other than the hardcore prisoners in sub section 5A in the Act. However, now the Act has been amended to insert sub section 5B so as to remove this anomaly.
NEW TOLL PLAZA:  The Haryana Cabinet  approved the installation of new Toll Plaza on Punhana to Lakarpur, Sri Singalheri, Thenkri, Jamalgarh, Ranota-Manota to Dondal Road upto Rajasthan Border in Nuh district.
          Since the time period for all ongoing Toll Points was extended from its earlier expiry period of March 31,2017 to March 31,2022, the time period for this new Toll Plaza was also approved upto March 31,2022.
The Cabinet also approved the de-notification of Toll Plaza-12 (Yamunanagar-Radaur-Ladwa-Thanesar Road) as per the announcement of the Chief Minister, Mr Manohar Lal, during his visit to village Damla, district Yamunanagar on October 28,2018.
          The Toll Plaza since then have been closed with effect from November 1,2018. The Cabinet today gave ex-post-facto approval for the closure of this Toll Plaza.
POLICY ON PURCHASE OF LAND VOLUNTARILY: Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has given approval for ‘Policy on Purchase of Land Voluntarily offered to Government for Developmental Projects’ (Second Amendment), 2019.
          Under the Policy, the quorum of the ‘Committee of Secretaries’ and ‘High Powered Land Purchase Committee’ will be at least 50 per cent of the members including Chairperson.
          The Committee of Secretaries headed by Chief Secretary can take decision in purchasing land upto 20 per cent over and above the fair value (collector) rates and such cases need not go to High Powered Land Purchase Committee.
          The Minister-in-charge of the concerned department will also be a member of the High Powered Land Purchase Committee.
PUNJAB JAIL SERVICE RULES AMENDED: The Cabinet  approved the amendment in Punjab Jail Service (Class II) Rules, 1963.
          Under the Amendment, 25 per cent of the post of Deputy Superintendent Jail will be filled by direct recruitment and 75 per cent by promotion from amongst Assistant Superintendent Jail having at least seven years experience as such or by transfer or deputation of an officer already in the service of any State Government or the Government of India.
          The quota of 12.5 per cent to the Ministerial cadre has been dropped in view of the fact that the Superintendents are enjoying higher grade pay than Deputy Superintendents and as such were not willing for the promotion under reference resulting into permanent vacancies under this quota.
