Haryana CEO ruling in case of death of a candidate during election process

CHANDIGARH, MARCH 26 
 Chief Electoral Officer, Haryana Rajeev Ranjan said that during the election process, if any candidate of the recognized political party dies after 11 a.m. on the last date of filing of nomination papers, but the nomination papers have been filled by the candidate and even during the scrutiny of nomination papers, the nomination papers are found correct and if the nomination is not withdrawn then in that situation the election process will be postponed.
Mr. Ranjan gave this information during the review meeting of the election preparations with all the District Electoral Officers through video conferencing, here today.
In the meeting, Mr. Ranjan said that if the information of the death of any candidate of the recognized political party is received before the voting begins, the process of voting will be postponed. He said that if there is an independent candidate or a candidate of recognized political party from another state, then the process of voting will not be postponed and the process of voting will continue.
He apprised all the District Electoral Officers that for the first time, the Election Commission of India has given the special facility to displaced voters. If any Kashmiri displaced voter comes with his Form-M and Form 12-C, then the District Electoral Officer has to upload all documents on the portal along with his current residential proof, displaced certificate and identity card.
Mr. Ranjan said that the use of the loudspeaker will be prohibited from 10 p.m. to 6 a.m. During this duration, there will be ban on the bulk SMS and door-to-door campaign.
He said that voting for Lok Sabha elections will be held in Haryana on May 12. Therefore, during the election duties, all the Returning Officers and Assistant Returning Officers will ensure to keep their mobile phones active so that the complaints on the           c-Vigil app can be redressed promptly. Apart from this, all the officers will ensure to complete all the preparations related to the elections. Taking the feedback about DSC, Logical Data, he said that all the officers should give special training to the sector officials of their respective districts. He directed all the Deputy Commissioners not to assign double duty of any employee during elections.
Mr Ranjan also informed that at the time of nomination, the candidate of General Category would have to pay nomination fee of Rs 25,000, candidate belonging to Scheduled Castes and Scheduled Tribe have to pay nomination fee of Rs 12,500. Apart from this, all candidates would have to fill up all the columns of Form No. 26 and application would be rejected in case any column is found blank.
         The Chief Electoral Officer also sought information from all deputy commissioners about the removal of posters and hoardings in 72 hours. He also directed that special attention should be paid to distilleries in districts. He also directed the officers to pay special attention on the sale and supply of liquor during the elections. A separate committee should be constituted for monitoring this work, which would time to time inspect the sale and supply of liquor. He directed the officers to get the weapons of all license holders deposited expeditiously.  
          He said that all Assistant Returning Officer (ARO), sector magistrates, supervisors and polling officers of the district should be given training. The polling centers should be inspected and ensured that all the necessary amenities are being provided there.           
          He said that Systematic Voters' Education and Electoral Participation (SVEEP) should be run in those polling stations in the districts where voting percentage was less in the last elections by generating awareness among voters about voting rights.
          He said that the NCC and NSS youth should be made volunteers in the elections so as to take their support in the polling. Similarly, as per the needs of visually impaired and divyangs, a member of his or her family should assist them for casting their vote easily.
          He said that all the booths would be monitored with CCTV cameras. ‘You are under Surveillance’ should be written at each Polling Station. Apart from the officers and employees appointed at the polling station, the activities of other officers visiting there would also be recorded in the camera which would be monitored by the Commission. He said that micro observers should be appointed on every location in all districts and their complete details along with mobile numbers should be uploaded on the Commission's website. He also reviewed the complaints received on cVIGIL and directed the officers to redress them within the prescribed time.
