Governor lauds State Government for efficiently tackling COVID-19 Pandemic

 


Chandigarh, March 5

Haryana Governor Satyadeo Narain Arya while lauding the efforts of State Government for efficiently tackling COVID-19 Pandemic said that like every other State in the Country Haryana Vidhan Sabha  is also meeting in the shadow of a global Pandemic that has changed the world in myriad ways. The Government has taken various initiatives to effectively control the spread of this Pandemic.

            Sh. Satyadeo Narain Arya was delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today.

            Divulging details regarding the steps taken by the State Government during COVID-19, Sh. Satyadeo Narain Arya said that because of the decisive strategy adopted by the State Government, the positivity rate of the COVID samples has been drastically reduced to 4.8 percent, the State’s mortality rate is 1.1 percent whereas recovery rate is 98.4 percent. So as to ameliorate the distress caused during the COVID-19 pandemic, the State Government distributed essential commodities free of cost in the PDS basket from April to June, 2020.

 

Additional Wheat and Sabut Channa distributed under PMGKY

           

            The Governor shared that Additional Wheat and Sabut Channa distributed under Pradhan Mantri Garib Kalyan Yojana (PMGKY) was distributed free of cost to Antyodaya Anna Yojana (AAY), Below Poverty Line (BPL) and Other Priority Household (OPH) beneficiaries.

 

Haryana is the First State to implement Atam Nirbhar Bharat/ Distress Ration Token Scheme

 

            The Governor said that Haryana is the First State to implement Atam Nirbhar Bharat/ Distress Ration Token Scheme targeted to help those persons who were economically distressed because of the COVID-19 pandemic and were not covered under the umbrella of any of the schemes of the Public Distribution System (PDS). Persons, who had no Ration Cards, were provided 5 kg Wheat per person and 1 Kg Daal per family per month during the months of May and June, 2020.

            Besides this, the State Government also provided an amount of Rs. 131.85 crore to the Departments of Medical Education and Research, Urban Local Bodies, Home and Health and Family Welfare from the State Disaster Response Fund for containment of COVID-19 pandemic. In addition to this, an amount of Rs. 9.10 crore was sanctioned to the Deputy Commissioners of the State for the same, said the Governor. 

Financial assistance amounting to Rs. 730 crore provided to more than 17 lakh families

 

            The Governor shared that during COVID-19 the Government has provided financial assistance amounting to Rs. 730 crore to more than 17 lakh families at the rate of Rs. 3,000 to Rs. 5,000 per family. Under Mukhya Mantri Parivar Samridhi Yojana 8,76,103 families were disbursed an amount of approximately Rs. 270 crore.  As many as 4,67,604 BPL families and 3,50,621 registered building and other construction workers were released an amount of approximately Rs. 250 crore and Rs. 175 crore respectively.  More than 70,000 workers of un-organized sector were disbursed an amount of Rs. 35 crore as financial assistance.

 

As many as 4,44,422 migrant  workers sent to their home states

 

            Sh. Satyadeo Narain Arya  shared that  the Government under operation Samvedna has sent 4,44,422 migrant  workers to their home states through 100 Special Shramik trains and 6629 buses incurring an expenditure of Rs. 8.21 crore.

 

State Corona Warriors did commendable work to combat COVID-19

 

            The Governor also applauded State Corona Warriors who have led the fight against this deadly virus. He also acknowledged the selfless efforts of countless doctors, health workers, policemen, sanitation workers, revenue officials, Government servants, non-government organizations (NGOs), social workers, volunteers and many others who worked tirelessly and selflessly without fear to combat the Pandemic. Sh. Satyadeo Narain Arya also prayed for the people who had succumbed to COVID-19 illness and said that may their souls rest in peace. 

 

Year 2021 has arrived with hope and expectations

           

            The Governor said that the year 2021 has arrived with hope and expectations. Humankind has never in the past come together and acted as one to find a vaccine to protect us. Under the leadership of Prime Minister, Sh. Narendra Modi, India has been at the forefront of the development and manufacturing of the vaccine for the people of the world. Following the eternal principle of “Vasudhaiva Kutumbakam”, India has emerged as leader of soft diplomacy by sharing its vaccine with the people of South Asia and many other countries of the world. 

            “Haryana Government congratulates the scientists and those from the pharmaceutical industry who have made us proud in the midst of this unprecedented crisis. The protection of the people of Haryana through vaccination has commenced and State Government hopes that our people will be shielded from the coronavirus this year and the pandemic will be a memory of the past,” said Sh. Satyadeo Narain Arya.

Haryana State Employment of Local Candidates Act, 2020 enforced

 

Aims to provide 75 percent reservation to the local candidates of Haryana in private employment sector, says Governor

 

Chandigarh, March 5- Haryana Governor, Sh. Satyadeo Narain Arya said that State Government is committed to provide employment opportunities to local youth and to provide 75  percent reservation to the local candidates of Haryana in private employment under various Companies, Societies, Trusts, Limited Liability Partnership Firms etc. situated in Haryana. Therefore the Haryana State Employment of Local Candidates Act, 2020 has come into force. 

            Sh. Satyadeo Narain Arya was delivering his address on the first day of Budget Session of Haryana Vidhan Sabha which commenced here today.

            State Government facilitates unemployed youth in getting jobs by registering them on Employment Department Portal and referring them to employers as per provisions of Compulsory Notification of Vacancies (CNV) Act.

 

New Rozgar Portal, data pertaining to 38,46,601 candidates from Haryana ported on this Portal

 

            The Governor further shared that a new Rozgar Portal has been launched, which aims at linking the youth of Haryana to employment opportunities in Private Sector. To meet the wide spectrum of demand for manpower from Private Sector, data pertaining to 38,46,601 candidates from Haryana has been ported on to the Rozgar Portal. 19,426 job offers have been made by employers and aggregators, against which 14,685 candidates have been placed in various establishments.

 

            Profiling and assessment process of Saksham Yuva initiated

 

            Sh. Satyadeo Narain Arya said that in order to assess the employability of Saksham Yuva, their profiling and assessment process has been initiated. Profiling of more than 55,000 Saksham Yuvas has been completed. Saksham Yuvas are also being approached through newly established Call Centres for information and guidance regarding employment opportunities. Skill Training has been provided to 14,710 Saksham Yuva under the scheme through Haryana Skill Development Mission.  Under the Saksham Yuva Scheme December 31, 2020, by now, Rs. 610.45 crore and Rs. 480.46 crore have been disbursed as unemployment allowance and honorarium respectively, shared Sh. Arya.

 

DST MoUs signed between 64 GITIs and 165 Industries

 

            The Governor said that under the new Dual System of Training (DST) MoUs have been signed between 64 GITIs and 165 Industries for 244 trade units in 40 different trades and around 5148 DST seats have been offered for admission in this session.

He informed that Under the Apprenticeship Act, 1961, 12,946 Government and Private Establishments have been registered and 1,09,474 apprentices have been appointed since the launch of National Apprenticeship Promotion Scheme in 2016. Haryana was ranked on first position in the Country in engaging maximum apprentices per lakh of State population in 2017-18 and has maintained the same position till date.

 

8489 technicians registered on ‘Mistry Haryana App’

            Sh. Arya informed that ‘Mistry Haryana App’ has been implemented from May 1, 2020 for public service. Currently 8489 technicians have been registered on this App. & web i.e. mistryharyana.gov.in. 470 job fairs/ campus placement events have been organized in Government Industrial Training Institutes during the year 2020-21 resulting in placement of 8012 trainees.

 

Shri Vishwakarma Skill University established to promote Skill Development

            The Governor said that Government has established a university dedicated to skill development namely Shri Vishwakarma Skill University which has built strong and effective linkages with various industries. 27 new programmes have been started. To strengthen international linkages, the University has signed an MOU with UK Government’s Department of International Development through “National Open College Network” (NOCN).

Chandigarh, March 5- Haryana Governor, Sh. Satyadeo Narain Arya said that the new Haryana Enterprise and Employment Policy, 2020 seeks to position Haryana as a favoured investment destination, achieve regional development, export diversification and augment livelihood opportunities. The objective is to attract investments of Rs.1 lakh crore and generate 5 lakh jobs in the State.

Policy focuses on strengthening services sector which contributes over 50 percent to State’s Gross Value Added

 

            The Governor said that the Policy focuses on strengthening the services sector which contributes over 50 percent  to the State’s Gross Value Added, strengthening MSMEs and seeks to boost investment in eight thrust sectors namely Auto, Auto Components and Light Engineering, Agro-based, Food Processing and Allied Industry, Textile and Apparel, Electronics System Design and Manufacturing (ESDM), Defence and Aerospace Manufacturing, Pharmaceutical and Medical Devices, Chemical and Petrochemicals  and Large Scale Energy and Data Storage.

 

Policy offers an array of attractive fiscal incentives

           

            Sh. Satyadeo Narain Arya said that the policy offers an array of attractive fiscal incentives including investment subsidy, interest subsidy, stamp duty refund, electricity duty refund, employment subsidy and technology acquisition support. The Government of Haryana is determined to create an ecosystem in which the Ease of Doing Business in the State matches and even exceeds the best global standards through regulatory reforms in land, labour, power and institutional mechanisms.

            “The State Government is also developing Integrated Multi Modal Logistics Hub (IMMLH) in Narnaul, Mahendragarh, on an area of 886 acres in collaboration with Delhi-Mumbai Industrial Corridor Project (DMIC) at the project cost of USD 700 Million, asserted Sh. Satyadeo Narain Arya.

 

Foreign Co-operation set up to promote Haryana’s interests in foreign nations

 

            Sh. Arya said that the State Government has set up the Foreign Co-operation Department to promote Haryana’s interests in foreign nations in the area of trade & investment and to promote Haryanvi culture as well as ensure welfare and well being of the Haryanvi diaspora. It has undertaken effective liaison and interaction with Indian Missions abroad, Ministry of External Affairs, Government of India on issues pertaining to Haryana’s interests globally, said the Governor.

Haryana is predominantly an agrarian State: Governor

 

State Government has taken several decisive steps towards doubling the farmers’ income, says Governor

 

Chandigarh, March 5- While describing Haryana as predominantly an agrarian state, Haryana Governor, Sh. Satyadeo Narain Arya said that the present State Government is working on a vision to make the agriculture sector profitable. For this, the State Government has taken several decisive steps towards doubling the farmers income including procurement at MSP for 9 crops from State Budget, top up subsidy under Mission for Integrated development of Horticulture, Micro Irrigation, and highest claim to premium ratio (greater than 1) under Pradhan Mantri Fasal Bima Yojana (PMFBY).

Haryana gives highest price of Rs.350 per quintal to its sugarcane farmers

           

            Sh. Satyadeo Narain Arya said that Haryana gives highest price of Rs.350 per quintal to its sugarcane farmers in the country. In 2019-20, we had procured sugarcane amounting to Rs. 1263.74 crore, he said. Further, Government has procured 56.07 lakh metric tonnes of paddy, 7.36 lakh metric tonnes Bajra, 650 metric tonnes peanuts, 1099 metric tonnes Moong and 4016 metric tonnes maize at MSP in Kharif 2020 crop season. An amount of Rs. 17,000 crore has been directly transferred to the bank accounts of 9.5 lakh farmers for this purpose.

 

Mera Pani Meri Virasat Scheme launched for water conservation

 

            Sh. Satyadeo Narain Arya said that  the State Government has implemented  ‘Mera Pani Meri Virasat Yojana' to adopt crop diversification and to save underground water for the future generations. Under this scheme diversification of paddy crop into alternative crops like maize, cotton, bajra, pulses, vegetables and fruits during Kharif 2020. The Government is providing subsidy of Rs. 7000 per acre as an incentive to farmers for diversification of paddy by alternate crops. Under this scheme, in the year 2020-21, 38,000 hectares of land was diverted from paddy to cotton, maize and pulses.

 

Massive campaign launched for Crop Residue Management

           

            Sh. Satyadeo Narain Arya   said that for reducing air pollution due to crop burning, the State Government has launched a massive campaign for Crop Residue Management. 10042 Machines were provided as subsidy to individual farmers and 1345 Custom Hiring Centres were opened. To enable farmers to use the agricultural equipment of other farmers such as tractors, rotavators, combine and Harvester etc., a mobile app was created.  A total number of 1530 farmers used the android app in the Kharif Season 2020.
