No consent required for deputation

Now there would be no requirement of obtaining the consent from the officers of Haryana Civil Services (HCS) for deputation on posts in the Union Territory of Chandigarh.
The Haryana Cabinet, which met here today under the chairmanship of Chief Minister, Mr Bhupinder Singh Hooda, approved the amendment in Rule 25 (2) (i) of the Haryana Civil Service (Executive Branch) Rules, 2008 by adding the words “or Chandigarh Administration” after the words “State of Haryana” to dispense with the requirement of obtaining the consent from HCS officers proceeding on deputation with Chandigarh Administration.
The Cabinet also gave its approval to the amendment in Rule 8 (2) of the Haryana Excise and Taxation Inspectorate (State Service, Class-III) Rules, 1969. As per amendment, only those officials in category B, who pass the eligibility test to be prescribed by the Department within three years of joining the feeder posts, shall be
eligible for promotion to the post of Taxation Inspector / Excise Inspector so that only efficient officials are given opportunity for promotion.
The Cabinet also approved the amendment in Rule 9 (1) (b), Appendix B and Rule 5 (i) of Haryana Excise and Taxation Department (Group-B)Services Rules, 1988.
As per amendment, no person shall be appointed as Assistant Excise and Taxation Officer by promotion amongst Superintendent / Librarian / Private Secretary / Personal Assistant if he is more than 50 years of age. 33.33 per cent posts of Assistant Excise and Taxation Officer will be filled up by direct recruitment; 50 per cent by promotion from amongst the Taxation Inspectors; 10 per cent by promotion from amongst the Excise Inspectors; five per cent by promotion from amongst the
Superintendents / Librarian and 1.66 per cent by promotion from amongst the Private Secretary, provided that if Private Secretary is not willing for promotion then the senior most Personal Assistant having ten years service as PA will be eligible for promotion to the post of Assistant Excise and Taxation Officer, by transfer or
deputation of an officer / official already in service of any State Government or the Government of India. Provided that the candidates belonging to sub-para (ii) and (iii) only shall be eligible for promotion as Assistant Excise and Taxation Officer subject to the condition that they should have already cleared the departmental
examination with 66 per cent marks or will have to clear the departmental examination with at least 66 per cent marks within three years of the appointment as Assistant Excise and Taxation Officer.
In Appendix-B against serial No.2 in column 4 item at serial No.2 will be substituted as three years experience as Superintendent and ten years service as Librarian and three years experience as Private Secretary if Private Secretary in not willing for promotion then the senior most Personal Assistant having ten years service as PA will be eligible for promotion to the post of Assistant Excise and Taxation Officer.
The Cabinet also gave its ex-post facto approval to the constitution of seven Municipal Corporations, namely Rohtak, Panipat, Karnal, Yamunanagar, Hisar, Ambala and Panchkula.
