Haryana IAS officers required to file Performance Appraisal Reports online

 The IAS officers of Haryana will now be required to file Performance Appraisal Reports (PAR) online for 2013-14.
     Stating this here today, an official spokesman said that online filing of PAR on Smart Performance Appraisal Report Recording Online Window (SPARROW) was being introduced from the assessment year
2013-14 for all IAS officers and PAR of IAS officers would have to be recorded online  at  http://sparrow.eoffice.gov.in. by December 31, 2014. A notification to this effect has been issued by the Haryana
Government.
          Stating this here today, an official spokesman said that online filing of PAR on Smart Performance Appraisal Report Recording Online Window (SPARROW) was being introduced from the assessment year
2013-14 for all IAS officers and PAR of IAS officers would have to be recorded online at  
http://sparrow.eoffice.gov.in. by December 31, 2014.
        The NIC E-mail ID by name is mandatory for logging on to the SPARROW and to get registered by IAS officers for filling e-PAR with the help of "Digital Signature Certificate" issued by the Personnel
Department after registering the same at
http://sparrow.eoffice.gov.in. This can be done by clicking the DSC
button displayed on the window of the website and click Register after pressing Enroll button.
The spokesman said that E-Mail Id would be the username by which the IAS officer would access the online software after entering the provided password. The E-Mail ID would be name-based and not based on
designation. The PAR form would come into inbox of the SPARROW (inbox My PAR) and could be accessed after entering the application through NIC email ID.
      The All India Service (Performance Appraisal Report) Rules, 2007 provide a schedule for completion of PARs 6 of IAS officers as follows:

          The spokesman said that the PARs of all IAS officers for 2013-14 would be finalized by the given dates and all IAS officers would submit their PAR forms at  http://sparrow.eoffice.gov.in by logging as per E-mail ID and password provided by National Informatics Centre, Haryana (NIC, Haryana).
After filling their self-appraisal online on or before the due date, the officer would send it electronically to the concerned reporting/ reviewing/ accepting authority. The software would also have an in-built system of generating auto-alerts on E-mail provided by NIC as well as SMS (Short Message Service) on mobile number provided by the IAS officer while submitting the Digital Signature Certificate Request Form.
The form would go to the concerned officer with whom PARs are pending or submitted for recording of remarks. The IAS officer would have to digitally sign the report before forwarding it to the next authority.
The system would not allow any remarks to be added after the deadline set by the Union Government as per time schedule.
         He said that the reporting or reviewing authority would send the PAR directly to the next authority, after recording his or her remarks as per the time schedule online through software http://sparrow.eoffice.gov.in. The medical report and appreciation letters could be uploaded by the officer at the beginning of the year
while e-filing self-appraisal for which a tab has been provided on the same page.
 It is on this page that the officer would be recording self-appraisal by scanning all the documents which are to be uploaded in a single PDF file and press the button "Reference Document Upload" given at the bottom of the Section II by selecting the scanned PDF file from his/her computer to upload, he added.
          The spokesman said that the information of IAS officer regarding change of mobile number, E-mail ID, joining or relinquish the charge of post, proceeding on training or leave would be intimated to parmanager-hry@nic.in and emdmanager@nic.in to update the same for alerts generated by the software.
Any difficulty regarding DSC or SPARROW could be reported through e-mail at support-sparrow 
nic.in with a copy to parmanager@nic.in so that matter could be taken up with NIC, Haryana and New Delhi to
resolve the same at the earliest, he added.
