Fortnight-long crack-down on crimes in Haryana

CHANDIGARH, APRIL 30
The Haryana Police plan to launch a fortnight-long crack-down, beginning May 1, 2017, on illicit liquor, narcotics and weapons, crimes against women, drunken driving and over-speeding. All possible entry points would be plugged to stop the gangsters from sneaking into Haryana from UP, and focus would be laid on redress of complaints of people during the campaign.
          Disclosing this at a press conference here today, the Director General of Police (DGP), Mr. B.S. Sandhu, said he had interacted with senior police officers in all districts of the state through video- conferencing and apprised them of his vision and objectives and issued directions on how to achieve them. Efforts would be made to develop friendly relations with people and the press.
       Referring to the supply of drugs in the state, he said an eye would be kept on the educational institutions and the suppliers and distributors would be nabbed.
    Replying to a question regarding Operation Durga aimed at checking eve-teasing in the state, the DGP said the operation would be carried out at such places as schools, colleges, bus-stands and railway stations. It would be a continuous movement. But he clarified that the anti-romeo operation would not be an act of moral policing and the innocents would  not be humiliated in the name of the operation.
    Directions have been issued to keep a check on the entry of gangsters in Haryana from Uttar Pradesh. The water level in Yamuna river goes down in April, May and June and gangsters could use this to sneak into the state Directions have been issued to keep a check on pucca roads as well as on other routes used by the gangsters to enter the state.
       Answering a question regarding the proposed agitation by INLD leader, Mr. Abhay Singh Chautala, from July 10Mr Sandhu said in a democracy, every political party had the right to present its viewpoint, but if it took the law in its own hands, action would be initiated.
He disclosed that order had been placed with HARTRON for providing online e-challaning machines to effectively implement the e-challan system in all districts of the state. Presently, more than 100 e-challaning machines are available in the state.
Asked about women police stations, Mr Sandhu said  working of women police stations would be reviewed and the shortcomings removed. Replying to another question, he said there was shortage of 14,000 police personnel, but recruitment process of 5,000 constables including 1,000 women and 1,000 ex-servicemen was under process.
        Referring to cyber crime, he said, "It is sensitive matter and a cyber cell is operational to deal with such cases. Soon a Cyber Police Station would be set up at Moginand in Panchkula district which would deal with cyber related cases." Budgetary allocation has already been made for this police station and staff with particular set of qualifications, would be recruited through outsourcing. Police rules would be reviewed for further improving efficiency of the Department.
        Mr Sandhu said action would be initiated against such police officers and officials in police lines as were using electricity connections in an unauthorised manner and their house allotment would be cancelled. "Iinitially, such officers and officials would be warned, but if they persisted with it, their allotment would be cancelled", he added.
  Replying to a question regarding zero tolerance policy, he said the registration of cases of crimes against women had increased.
Violation of 'Gau Sanrakshan Avam Gau Samwardhan' law would not be allowed and if anyone took the law in his hands, action would be initiated against him. There has been reduction in the number of cases of cow smuggling after the law came into force. He was answering a question regarding cow smuggling.
Asked about illegal mining in the state, Mr Sandhu said departments like Transport, Police, Mining and district administrations would work together to ensure implementation of the Act to stop this menace. Effective checking is being done and instructions have been issued for night checking. Complete check has been put on illegal mining, he added.

HSSC declares written exam results of Shift Attendant

CHANDIGARH, APRIL 30
Haryana Staff Selection Commission has today declared the result of written examination for the post of Shift Attendant against advertisement number 3/2016 category no. 01 of UHBVNL, HVPNL and DHBVNL and decided that the scrutiny of documents of the candidates will be held in the commission office from May 5 to 11, 2017 as per schedule to be notified shortly on commission’s website.
        The candidates were advised to report at 9a.m. in the Commission office, bays no. 67-70, Sector-2, Panchkula. They are also directed to bring all original documents, downloaded application form, alongwith one set of self-attested copies of all documents mentioned in the their application form and one ID proof. The roll numbers of the candidates are available on the Commission’s website www.hssc.gov.in.
        In case a candidate does not appear for scrutiny of documents, he or she will not be considered for viva-voce or interview and no further opportunity will be given thereafter. It is important to note that after the scrutiny of documents, if a candidate is found eligible it will not confer any right of interview and candidates only falling within twice the number of vacancies would be called for interview.

The Haryana Government has issued transfers and posting orders of six IPS officers and one HPS officer with immediate effect.

Haryana to purchase 150 ambulances and 22 Medical Mobile Units

CHANDIGARH, APRIL 27
The Haryana Government would soon purchase 150 ambulances (Basic Life Support) and 22 Medical Mobile Units (MMUs) to provide immediate health and medical services to people. The MMUs would comprise a doctor, a staff nurse, a pharmacist and a lab technician.
          This was informed by Chief Secretary, Mr. D.S. Dhesi while presiding over the meeting of governing body of State Health Society, National Health Mission, here today.
          The Chief Secretary directed the officers concerned to strengthen First Referral Unit (FRU) in coordination with Director General, Health Services so that round-the-clock medical services could be provided to people. It was informed that the unit comprises a paediatrician, a gynaecologist and anaesthetist. The Chief Secretary directed the officers concerned to strengthen the unit by deputing all three types of doctors.
          It was informed that Haryana has improved significantly in the field of healthcare, reflected in improvement in various healthcare indicators in 2015 as compared to 2005. As per the health indicators, the under-five mortality rate (U5MR), which was 78 deaths per 1,000 live births in 2005, decreased to 43 deaths per 1,000 live births in 2015. Similarly, Infant Mortality Rate (IMR), which was 60 deaths per 1,000 live births in 2005, decreased to 36 in 2015, Neonatal Mortality Rate (NMR), which was 35 deaths per 1,000 live births in 2005, decreased to 24 in 2015, and Maternal Mortality Rate (MMR), which was 186 per 1,00,000 live births in 2005, decreased to 127 as per Sample Registration System 2011-13.
          It was also informed that Haryana has improved considerably in terms of institutional deliveries. The Institutional Delivery Rate was 43.3 per cent in 2005, has increased to 92.1 per cent till December, 2016, whereas, Total Fertility Rate (TFR), which was 2.8 in 2005, decreased to 2.2 in 2015. Mr. Dhesi directed the officers to achieve the target of 100 per cent Aadhaar registration of newborns, which is presently 94 per cent.
          The Chief Secretary gave approval to empanel private ultrasound centres under the ‘Janani Shishu Suraksha Karyakram’ to facilitate pregnant women. It was informed that specialists would be appointed in cities such as Nuh, Palwal and Narnaul where there was less availability of doctors. In the meeting, extension was also given to 110 staff nurses posted in newborn stabilisation units.
          Principal Secretary, Health, Mr. Amit Jha said that all sub-centres in Haryana were being developed as wellness centres. He said that special programmes would be started in district Nuh for spreading awareness and promotion of medical and health services. Recently in the NITI Ayog meeting, Haryana Government was praised for its commendable work under National Health Mission, he added.

Haryana VB registers 281 fresh inquiries against 4 IAS, 6 HCS and other officials

CHANDIGARH, APRIL 25
Tightening the noose around the corrupt, the Haryana State Vigilance Bureau registered 281 fresh inquiries against different persons during the 29-month tenure of the present government. 
          Those involved in the inquiries included four IAS and three HCS officers, six chief engineers, four superintending engineers, 39 executive engineers, four tehsildars, three naib tehsildars and 40 sub-divisional engineers and municipal engineers of different departments.
          Stating this here today, a spokesman of the Bureau said the complaints against them related to corruption, misappropriation of government funds and owning disproportionate assets. As many as 162 inquires were finalised by the Bureau during this period, and, on the basis of these inquires, it recommended registration of 30 criminal cases against 30 gazetted officers, 29 non-gazetted officers and 25 others.
          Departmental action was recommended in 53 inquiries against delinquent officials. In addition, registration of criminal cases and departmental action was recommended in six inquiries.
       He said 391 criminal cases were registered against various officials during this period. The Bureau conducted 323 raids in which 32 gazetted officers, 314 non-gazetted officers and 43 others were caught red-handed while accepting illegal gratification.
          Similarly, 226 assessments were carried out by the technical wing of the Bureau. On the basis of the checking, it recommended action against 323 officers or officials along with recovery of over Rs 7.21 crore.
In all, 97 cases were decided by various courts in which 103 officers or officials and 38 other individuals were convicted under various sections of the Prevention of Corruption Act in the cases filed by the State Vigilance Bureau. The highest number of conviction belongs to the Revenue, Police and Education Departments followed by Cooperation Departments, the spokesman added.

Haryana cooperative mills producce 32.91 lakh quintals of sugar

CHANDIGARH, APRIL 25
The cooperative sugar mills in Haryana have so far produced over 32.91 lakh quintals of sugar by crushing 334.53 lakh quintals of sugarcane during the current crushing season.
          While stating this here today, a spokesman of Haryana State Federation of Cooperative Sugar Mills said that these sugar mills had produced over 28.92 lakh quintals of sugar by crushing 291.84 lakh quintals of sugarcane during corresponding period last year.
          The Cooperative Sugar Mill, Shahabad has produced a maximum of over 6.43 lakh quintals of sugar by crushing 61.82 lakh quintals of sugarcane. Cooperative Sugar Mill, Rohtak has produced over 4.01 lakh quintals of sugar by crushing 43.11 lakh quintals of sugarcane, followed by Cooperative Sugar Mill, Meham, which has produced over 3.43 lakh quintals of sugar by crushing 36.88 lakh quintals of sugarcane.
          He said that the Cooperative Sugar Mill, Kaithal has produced more than 3.58 lakh quintals of sugar by crushing 35.60 lakh quintals of sugarcane, whereas Cooperative Sugar Mill, Gohana has produced over 3.09 lakh quintals of sugar by crushing 33.21 lakh quintals of sugarcane. Similarly, Cooperative Sugar Mill, Sonipat has produced more than 2.21 lakh quintals of sugar by crushing 22.62 lakh quintals of sugarcane, Cooperative Sugar Mill, Panipat has produced over 2.54 lakh quintals of sugar by crushing 24.89 lakh quintals of sugarcane and Cooperative Sugar Mill, Jind has produced over 2.47 lakh quintals of sugar by crushing 25.34 lakh quintals of sugarcane.
          The Cooperative Sugar Mill, Karnal has produced over 2.92 lakh quintals of sugar by crushing 27.33 lakh quintals of sugarcane and Cooperative Sugar Mill, Palwal has produced over 2.19 lakh quintals of sugar by crushing 23.73 lakh quintals of sugarcane. Apart from this, HAFED Sugar Mill, Assandh has produced over 3.44 lakh quintals of sugar by crushing 33.34 lakh quintals of sugarcane.
          He said that so far, average rate of sugar recovery by the cooperative sugar mills has been registered as 9.99 per cent.

64.14 MT of wheat arrives in Haryana mandis

CHANDIGARH,  APRIL 25
 In Haryana, over 64.14 lakh Metric Tonnes (MT) of wheat has arrived in mandis till yesterday during the ongoing Rabi Season, whereas over 59.31 lakh MT of wheat arrived during the corresponding period last year.
          While giving this information here today, a spokesman of the Food, Civil Supplies and Consumer Affairs Department said that over 64.10 lakh MT have been procured by five government procurement agencies at Minimum Support Price, whereas 4,086 MT of wheat has been procured by traders.
          Giving details of the wheat procured by government agencies, he said that more than 22.55 lakh MT of wheat has been procured by HAFED, whereas Food, Civil Supplies and Consumer Affairs Department has procured more than 15.78 lakh MT of wheat. He said that Food Corporation of India has procured more than 7.75 lakh MT of wheat, Haryana Agro Industries Corporation has procured more than 5.90 lakh MT and more than 12.10 lakh MT of wheat has been procured by Haryana Warehousing Corporation.

          He said that district Sirsa was leading in wheat arrival where more than 8.46 lakh MT of wheat has so far arrived in the mandis followed by district Karnal which has recorded arrival of more than 6.80 lakh MT. Similarly, more than 6.44 lakh MT of wheat has arrived in district Jind, more than 6.23 lakh MT in district Kaithal, more than 5.81 lakh MT in district Fatehabad, more than 4.55 lakh MT in district Kurukshetra, more than 3.95 lakh MT in district Hisar, more than 3.65 lakh MT in district Sonepat, more than 2.83 lakh MT in district Palwal, more than 2.60 lakh MT in district Panipat and more than 2.39 lakh MT in district Ambala.
          He said that similarly, more than 2.23 lakh MT of wheat has arrived in district Rohtak, more than 1.97 lakh MT in district Yamunanagar, more than 1.55 lakh MT in district Bhiwani, more than 1.31 lakh MT in district Jhajjar, 96,314 MT in district Faridabad, 77,842 MT in district Mewat, 61,488 MT in district Gurugram, 33,989 MT in district Rewari, 31,841 MT in district Panchkula and 27,260 MT in Narnaul.

Appointment letters to JBT teachers to be issued with in 24 hours

CHANDIGARH, APRIL 22
 Haryana Chief Minister Manohar Lal, today said that appointment letters would be issued to the selected Junior Basic Training (JBT) teachers within 24 hours of receipt of orders of the Punjab and Haryana High Court vacating its stay on their appointment.
        The Chief Minister was addressing the JBT teachers who had called on him to express gratitude to the Haryana Government for presenting a strong case in their favour in the High Court.
        Expressing his heartfelt wishes for bright future of the selected JBT teachers, he said that the State Government would fulfil its promise and the teachers would join service within 24 hours of receipt of court orders. “The thought that these teachers were selected during the tenure of the previous government and therefore should not be recruited, never crossed my mind,” he added.
        Urging the teachers to serve the society by imparting cultural values along with academic knowledge to children for their all-round development, he said that they now had to engender preference for government schools among the people by fostering a congenial atmosphere in these schools. The Haryana Government, with the assistance of private schools, has prepared a scheme to enhance academic and other activities in government schools in the State, he added.
        State President, Patra Adhyapak Sangh, Mr. Rajender Sharma, Ms. Jyoti Bhaitia and other teachers thanked the Chief Minister and Education Minister, Mr. Ram Bilas Sharma, for the strong case presented by the Haryana Government in their favour and assured that the selected teachers would perform their duties dedicatedly.
Meanwhile, a meeting of  officers of the Haryana Education Department would be held in Chandigarh on April 24, 2017 to complete formalities for joining of the selected Junior Basic Training (JBT) teachers at the earliest.
        This was disclosed by Education Minister, Mr. Ram Bilas Sharma, after a meeting with senior officers of the School Education Department held under his chairmanship here today.
        He said that the Punjab and Haryana had vacated its stay on the appointment of JBT teachers selected during the tenure of the previous State Government.  “Appointment letters will be issued by the Education Department to the selected teachers as per rules next week,” he added.
        Those present in the meeting included Additional Chief Secretary, School Education Department, Mr. P.K. Das, Director, Elementary Education Department, Mrs. Garima Mittal and Additional Director (Admn.), Elementary Education Department, Mr. Virender Kumar Dahiya.
        Chairman, Haryana Housing Board, Mr. Jawahar Yadav, also spoke on the occasion.
1177 TGTs PROMOTED: The Haryana School Education Department has promoted 1,177 Trained Graduate Teachers (TGTs) working in government schools in the State to the post of Post Graduate Teachers (PGTs).
        While stating this here today, Education Minister, Mr. Ram Bilas Sharma, said that all TGTs who were eligible for promotion on January 1, 2017, have been promoted. Cases for promotion of TGTs had been pending for the last eight years.
        He said that the Education Department was going to carry out recruitment of teachers to meet the requirement in government schools, and pending cases of promotion were being disposed of. The Department is endeavouring to ensure that there is no shortage of teachers in government schools in the State, he added.

HUDA to formulate new Group Housing Scheme-2017 (e-auction)

CHANDIGARH, APRIL 19
 Haryana Urban Development Authority (HUDA) has formulated its new Group Housing Scheme-2017 (e-auction) for allotment of group housing plots available in various urban estates in the State.
          While stating this here today, a spokesman of the Authority said that the available group housing plots at Ambala, Bahadurgarh, Dadri, Faridabad, Gurugram, Hisar, Jagadhri, Jind, Kaithal, Karnal, Kurukshetra, Panchkula/Pinjore, Panipat, Palwal, Rewari, Rohtak, Sirsa and Sonipat were likely to be allotted in near future through e-auction to the eligible registered Cooperative Group Housing Societies or Welfare Housing Organisations. He said that e-auction of group housing sites by HUDA was likely to commence from June 15 onwards. Interested persons and organisations may form Cooperative Group Housing Societies or Welfare Housing Organisations and register them with Registrar, Cooperative Societies or Registrar, Firms and Societies for becoming eligible to participate in the forthcoming e-auction scheme.
          He said that only Co-operative Group Housing Societies and Welfare Housing Organizations registered with Registrar, Co-operative Societies, and Registrar, Firm and Societies, Haryana under Group Housing Scheme (e-auction) of HUDA consisting of members who are Indian Nationals and resident of India are eligible to apply. Minors are not allowed to be member of Group Housing Society/Welfare Housing Organization. Any person can become a member of maximum five Co-operative Societies but he or she can retain membership of only one successful society in the auction. Also, a member can have only one flat/share in a society. A member should not  own any house, flat, plot in his/her name or in the name of his or her  spouse or dependent children in the same Urban Estate of HUDA in which he or she is applying for membership of a Co-operative Group Housing Society or Welfare Housing Organization. Co-operative Group Housing Society/Welfare Housing Organization shall have at least 20 members and should be registered with Registrar, Co-operative Societies, Haryana or Registrar, Firms and Societies, Haryana.
          He said that Group Housing plots would be allotted on free hold basis through e-auction. The reserve price would be fixed as collector rates or 80 per cent of market rates, whichever is higher.
          The bidder Society or Organization shall be required to follow the conditions of e-auction as prescribed on the portal https://huda.haryanaeprocurement.gov.in. Intending bidder Co-operative Group Housing Society or Welfare Housing Organization will be required to sign-up and obtain user ID and password on the portal https://huda.haryanaeprocurement.gov.in and thereafter earnest Money Deposited (EMD)/Security and Rs 10,000 towards non-refundable E-service fee for participation in the e-auction.  The intending bidders shall be required to deposit the EMD/ Security amount online through RTGS/NEFT/OTC and e-service fee online through debit card/net-banking.
          The successful Co-operative Group Housing Society or Welfare Housing Organization in e-auction will be required to deposit 10 per cent of his quoted bid amount by 5 p.m. of the day succeeding to final bid closing day by way of generating “General Purpose Challan” from www.huda.org.in in Earnest Money Head and deposit that Challan in HUDA authorized Bank. In case the successful or highest bidder fails to deposit the said amount as specified above, his bid shall stand rejected and the EMD deposited by him for participation in the e-auction shall stand forfeited in favor of HUDA.
          In  addition to the above, the successful or highest bidder will be required to furnish self-certified copy of PAN card and passport sized photo of authorized signatory, Certified copies of Resolution of the Co-operative Group Housing Society or Welfare Housing Organization or Authorization in favor of the person making the bid along with the certified copy of bye-laws of the Co-operative Group Housing Society or Welfare Housing Organization and that the bidder has the authority to bid and enter into an agreement of sale of its behalf.
          These documents would be required to be sent by the successful bidder Co-operative Group Housing Society or Welfare Housing Organization to the concerned Estate Office, HUDA within a period of seven days of close of e-auction alongwith original challan and bank payment receipt.
          A  letter  of intent (LOI)  will  be  issued  by the concerned  Estate  Officer, HUDA requiring the successful Co-operative Group Housing Society  or Welfare  Housing Organization to deposit another 15 per cent of the quoted bid amount within 45 days of the date of auction (to complete 25 per cent of the total cost of Group Housing plot). In case of failure to deposit the said amount within the specified period, the letter of intent shall be cancelled and initial amount deposited for participating in the auction and 10 per cent of the earnest money paid against the highest bid of plot shall stand forfeited to the Authority against which successful bidder Co-operative Group Housing Society or Welfare Housing Organization shall have no claim for damages.
          After the receipt of the documents as required by  the letter of intent and 15 per cent amount, the allotment  would be  confirmed  and  a  final  allotment letter will be issued to the Co-operative Group Housing Society or Welfare Housing Organization. Thereafter, remaining 75 per cent amount of the Group Housing plot shall be paid in lump-sum within a period of 180 days from the date of auction, failing which this allotment shall stand cancelled without any notice and money deposited by Co-operative Group Housing Society or Welfare Housing Organization (equal to 25 per cent of highest bid), shall stand forfeited to the Authority and Co-operative Group Housing Society or Welfare Housing Organization shall have no claim for the damages. The payments shall be made either through online payment on HUDA Website or off line mode through authorized Banks by generating challan from PPM on the HUDA website.

B.Ed. colleges to be affiliated with state universities

CHANDIGARH, APRIL 18
The Haryana Government has decided that all B.Ed. colleges to be affiliated with state universities will be as per the territorial jurisdiction of each university.
            A Bill to this effect for amendment in the Chaudhary Ranbir Singh University, Jind Act, 2014 was approved by the Haryana Cabinet, which met under the chairmanship of the Chief Minister Mr Manohar Lal, here today.
            In addition to the above in the meeting held on March 22,2017 under the Chairmanship of Chief Minister, it was also decided that all types of colleges in the districts of Panchkula, Ambala, Yamunanagar, Kurukshetra, Karnal and Kaithal would be affiliated with Kurukshetra University, Kurukshetra, whereas all colleges in Rohtak, Gurugram, Jhajjar and Nuh districts would be affiliated with Maharishi Dayanand University, Rohtak. 
          Chaudhary Devi Lal University, Sirsa would facilitate affiliation of all types of colleges in Sirsa and Fatehabad districts, and Chaudhary Bansi Lal University, Bhiwani, would affiliate all colleges in Bhiwani and Charkhi Dadri districts.
            All types of colleges in districts Rewari and Mahendergarh would be affiliated with Indira Gandhi University, Meerpur, all types of girls colleges in districts of Sonipat and Panipat will be affiliated with Bhagat Phool Singh Mahila Vishwavidayla, Khanpur. All other co-educational colleges of Sonipat district will be affiliated with MDU, Rohtak, and all other co-educational colleges of Panipat district with Kurukshetra University, Kurukshetra.
            Chaudhary Ranbir Singh University, Jind, would facilitate affiliation of all types of colleges in Jind district whereas Guru Jambheshwar University of Science and Technology, Hisar, would affiliate all types of colleges of Hisar district.
            Only B.Ed and Engineering colleges of Faridabad and Palwal districts would be affiliated with YMCA, Faridabad, and all other colleges of these two districts would be affiliated with MDU, Rohtak. Deenbandhu Chhotu Ram University of Science and Technology, Murthal, Sonipat will facilitate the affiliation of all B.Ed and Engineering colleges only of Panipat and Sonipat districts. 
          All other co-educational colleges of Sonipat district will be affiliated with MDU, Rohtak, and all other co-educational colleges of Panipat district will be affiliated with Kurukshetra University, Kurukshetra.
            The universities will put in place the required infrastructure and manpower for affiliation purposes.
          Necessary amendments in the existing Acts of the concerned universities will be carried by the respective Administrative Department.

Haryana to provide accidental insurance cover to its residents

CHANDIGARH, APRIL 18
In a major policy decision, the Haryana Government has decided to provide accidental insurance cover to all residents of Haryana in the age group of 18 to 70 years under the ‘Pradhan Mantri Suraksha Bima Yojana’ (PMSBY) Scheme. The premium would be reimbursed by the state government.
        A decision to this effect was taken at the Cabinet meeting held under the chairmanship of the Chief Minister, Mr. Manohar Lal, here today.
        The sum insured would be Rs 2 lakh each in case of accidental death, and, in case of total and irrecoverable loss of both eyes or loss of use of both hands or feet or loss of sight of one eye and loss of use of hand or foot due to accident. 
          Similarly, it would be Rs 1 lakh in case of total and irrecoverable loss of sight of one eye and loss of use of one hand or foot due to accident.
        The scheme would be an accident insurance scheme with one year cover, renewable from year to year, offering accidental death and disability cover. The scheme would be offered through banks and administered through public sector general insurance companies and other general insurance companies. 
          All resident of Haryana having Aadhaar seeded saving bank accounts, in the age group of 18 to 70 years, would be entitled to join the scheme. Aadhaar would be the primary KYC for the bank account and insurance coverage.
        The cover would be for one-year period stretching from June 1 to May 31. Consent form to join, pay, auto-debit from the designated savings bank account on the prescribed forms will be required to be given by the beneficiary by May 31 of every year. However, applicants may give an indefinite or longer option for enrolment or auto-debit.
        In the first instance, the premium of Rs 12 per annum will be deducted from the account holder’s savings bank account through ‘auto-debit’ facility in one instalment on or before June 1 of each annual coverage period under the scheme, which, in turn, will be reimbursed by the state by direct credit to the beneficiary account on receipt of information from bank.
        The accident cover for the member would terminate on attaining the age of 70 years or closure of the account with the bank or insufficiency of balance at the time of renewal to keep the insurance in force. 
Similarly, if the insurance cover is ceased due to any technical reasons, the risk cover will be suspended and reinstatement of risk cover will be at the sole discretion of insurance company. Participatory banks will deduct the premium amount in the same month when the auto-debit option is given, preferably in May of every year, and remit the amount due to the insurance company in the month itself.
        With implementation of the PMSBY, the existing ‘Rajiv Gandhi Parivar Bima Yojana’ will have ceased from March 31, 2017. The date of commencement of the scheme will be June 1, 2016 and beneficiaries who have enrolled themselves during the year, that is, June 1, 2016 to May 31, 2017, will be entitled to get the reimbursement of premium. The next annual renewal date would be each successive June 1 in subsequent years.

Compounding fee for offences committed under Motor Vehicles Act, 1988.

The Haryana Cabinet which met under the chairmanship of the Chief Minister, Mr Manohar Lal, here today has decided to revise the compounding fee for offences committed under the Motor Vehicles Act, 1988.
          Under Section 177 of the Act, the fine for not providing smooth passage to an ambulance carrying a patient for first offence, would be Rs 2,000, but a subsequent offence will cost a fine of Rs 5,000. Carrying goods on passenger vehicle for first offence would attract a fine of Rs 2,000. On subsequent offence, the penalty charged would be Rs 5,000. Similarly, running away from the spot would attract a fine of Rs 500 and Rs 1,000 for first and second offences, respectively. 
          The compounding fee fixed for driving a vehicle without high security registration plate would be Rs 500 for first offence and Rs 1,000 for subsequent offence.
            Under Section 180 (allowing unauthorised person to driver vehicle) and 181 (driving vehicle in contravention of Section 3 and 4), the compounding fee for driver using vehicle without holding driving licence has been revised to Rs 1,000 for first offence, and Rs 2,000 for second offence. 
      A driver who is under age would attract a fine of Rs 1,000 for first offence and Rs 2,000 for subsequent offence. A driver using vehicle in contravention of the conditions of learning license would attract compounding fee of Rs 1,000 and Rs 2,000 for first and second offences, respectively.
            Under section 194(I), a vehicle carrying overload of up to 25 per cent of the permissible load capacity would attract minimum fine of Rs 2,000 and an additional amount of Rs 1,000 per tonne of excess load, together with the liability to pay charges for offloading of excess load. 
        Similarly, a vehicle carrying overload above 25 per cent of the permissible load carrying capacity would attract a fine of Rs 5,000 and an additional amount of Rs 2,000 per tonne of excess load, together with the liability to pay charges for offloading of excess load.

New Haryana Police Service Rules 2017 approved

The Haryana Cabinet which met under the chairmanship of the Chief Minister, Mr Manohar Lal, here today has approved new Haryana Police Service Rules 2017 for the posts of non-gazetted and other ranks.
            These rules would govern the service conditions of all ranks, including general cadre of both men and women in all districts and ranges and of Government Railway Police, Haryana Armed Police and Commando Police Force.   
            According to new rules, 100 per cent of the posts of inspectors would be filled through promotion from the rank of sub-inspector. In case of sub-inspector, 50 per cent posts would be filled by promotion among assistant sub-inspector and 50 per cent by direct recruitment, out of which three per cent posts would be filled from among outstanding sports persons. 
          In case of ASIs and head constables, 100 per cent posts would be filled by promotion from amongst head constables and constables, respectively. Total 100 per cent posts of constables would be filled by direct recruitment out of which three per cent posts would be filled from among outstanding sportspersons.
            As far as the age for direct recruitment of sub-inspector is concerned, the candidate should not be less than 21 years of age and not more than 27 years on the date to be specified by the commission or any other recruiting agency. In case of constable, the age should be between 18 and 25 years.

Bringing transparency in recruitment of constables and sub inspectors

CHANDIGARH, APRIL 18
The  Haryana Cabinet which met under the chairmanship of Chief Minister Mr Manohar Lal here today approved amendment in Punjab Police Rules, 1934 so as to bring complete transparency in recruitment process of Constables and Sub Inspectors. 
          As per these rules, all vacancies in the rank of Constable and 50 percent of the total (both temporary and permanent) in the rank of Sub Inspector will be filled by direct recruitment through Haryana Staff Selection Commission. Three percent vacancies out of the vacancies to be filled up by direct recruitment will be filled up from outstanding sportspersons.
          The Haryana Staff Selection Commission may co-opt one or more technical experts such as serving or retired police officer (not below the rank of Deputy Superintendent of Police), psychologists, doctors, subject matter experts etc. from time to time, to assist them. These experts shall be persons of repute in their respective fields having minimum 10 years experience. The Commission shall be responsible for maintaining a computer-based Management Information System for managing the entire selection process including, inter alia, receiving the on-line applications, processing, keeping record of progress of each candidate throughout the selection process and preparing the result etc.
          The minimum height for male candidates for recruitment as constables would 170 centimeter for general category and 168 centimeter for eligible reserve categories. The chest should be 83 centimeter (un-expanded) and 87 centimeter (expanded). For female candidates, minimum height should be 158 centimeter for general category and 156 centimeter for eligible reserve categories.
Knowledge Test (80 % weightage) 
          All candidates shall have to undergo a Knowledge Test of 80 marks comprising of objective type, multiple choice questions. The Knowledge Test shall be of the objective type having 100 multiple choice questions of 0.80 marks each and of ninety minutes duration. It shall be held simultaneously for all eligible candidates. The medium of examination shall be Hindi except where the knowledge of English language of the candidates is to be tested.
          The test paper shall include questions on General studies, Agriculture, Animal husbandry, Reasoning, Current affairs, Numerical ability, General science, Aptitude, relevant field / trade etc. There shall be at least ten questions relating to computer basic knowledge. The standard of questions shall be as expected of an educated person having passed 10+2 examination of Board of School Education, Haryana for post of Constable and Graduation from a recognized University for post of Sub- Inspector.
          The question papers shall be prepared and got printed with utmost secrecy. There shall be more than one different series of same set of question paper and no two adjacent candidates in the examination hall shall have the same series of question papers to avoid copying. The answer sheets shall be designed for Optical Mark Recognition (OMR) scanning. Carbonless paper shall be used for duplicate answer sheets. 
          The candidates shall carry the duplicate copy with them after Knowledge Test is over. The process of distribution of sealed quest papers and Optical Mark Recognition sheets to various examination centers shall be decided by the Haryana Staff Selection Commission. The candidate shall also affix his thumb impression on the OMR sheet to avoid impersonation.
          As soon as Knowledge Test is over, the answer sheets collected from each examination centre shall be put in sealed covers. These covers shall be put in boxes and again sealed and carried over to the evaluation centre(s). The answer key shall be made public on the official website of the Haryana Staff Selection Commission after the test expeditiously. At the evaluation centre, the boxes containing answer sheets shall be opened only by a Committee nominated by the Haryana Staff Select Commission. The OMR answer sheets shall be scanned and the result saved in the database.
Physical Measurement Test: 
          Candidates, seven times the number of vacancies in each category shall be declared to have qualified the Knowledge Test. The candidates who qualified the Knowledge Test shall have to undergo Physical Measurement Test. To make the entire process of the Physical Measurement Test tamper proof, fair and impartial, standard digital measurement devices shall used to the extent possible, in a manner that the candidates are able to read their measurements on a digital display monitor. The result Physical Measurement Test shall be prepared by the Commission and display the same on its official website expeditiously.
Physical Screening Test:
          All candidates, who qualified the Physical Measurement Test shall put to a Physical Screening Test, which will be of only qualifying nature to judge their physical fitness and endurance. In case of Male, the candidates will have to cover 2.5 km distance in qualifying time of 11 minutes. The female candidates will have to cover one km in qualifying time of five minutes and ex-serviceman will have to cover one km in four minutes
Scrutiny of documents (8% weightage) 
          All candidates who have qualified the Physical Screening Test shall be called for scrutiny of documents. Candidate with higher education with Graduate degree shall get three marks; while, candidate with Post Graduate degree shall get total five marks. The candidate having NCC certificate of A, B or C, level shall get 01, 02 and 03 markes respectively or candidate having Haryana Cadet Corps Certificate of A or B level shall get 01 and 03 marks respectively.
Interview-cum-Personality Test (I-PT) (12% weightage):-
          Candidates twice the number of vacancies, who qualify the Physical Screening Test, shall be called for Interview-cum-Personality Test. The Interview test shall be of total 12 marks.
