Haryana brings transfer within the ambit of e-Governance

CHANDIGARH, APRIL 12
In a major decision, the Haryana Government has decided to bring the entire process of transfer within the ambit of e-Governance. Transfer orders issued would be implemented within three days.
          While stating this here today, an official spokesman said that each department would appoint one Nodal Officer (Transfer) of the rank of Under Secretary, Deputy Secretary or Joint Secretary at secretariat-level and Deputy Director, Joint Director or Additional Director at directorate level immediately.
          He said that exclusive e-mail IDs for Nodal Officers (Transfer) of the Directorates and secretariat-level and Ministers may be created through NIC. Nodal officer (Transfer) would be directly responsible for getting the transfer orders implemented. They will supply deployment list of all the posts to the Chief Minister Office on last working day of each month, through e-mail only without fail.
          For Class I and II services, in first instance, Chief Minister Office would issue ‘preliminary transfer advisory’ to the Department for transfers based on suggestions from the Department and suggestions received directly in Chief Minister Office on administrative or other valid grounds. If the same is found in order, the transfer orders would be issued within three working days by the Department and copy of order would be provided to Chief Minister Office through e-mail indicating the reference number of Chief Minister Office. If any objection is found by the Department on policy or legal grounds regarding one or more transfers, the whole order would be sent back to Chief Minister Office within two days through e-mail citing the reasons for the same. Departments would not send objections on administrative grounds only. After considering the same, the ‘final transfer advisory’ would be sent by Chief Minister Office within two days through e-mail which would be implemented by the Department immediately by issuing orders without fail.
          For Class III and IV services, the same procedure would be followed. However, if any objection is found by the Department on policy or legal grounds regarding one or more transfers, only that part of advisory would be sent back to Chief Minister Office within two days through e-mail citing the reasons for the same. Regarding rest of the part of the advisory, the order would be issued by the Department.
          He said that after issuance of transfer orders from the government level, officer or official concerned would be relieved forthwith without any delay. Departments such as Secondary Education having their own online transfer policy would not be included in these cases. The Departments are encouraged to expedite finalisation of their online transfer policies. Till such time it is done, these guidelines would be observed in letter and spirit, he added.
