Haryana to fill up seven vacancies of HCS (Executive Branch)

CHANDIGARH, APRIL 17
The Haryana Government has decided to fill up seven vacancies of Haryana Civil Services (Executive Branch), from Register A-II of members of Group ‘C’ Service upto the year 2016 in terms of Rule 10 of Haryana Civil Services (Executive Branch) Rules, 2008.
While stating this here today, an official spokesman said that therefore, all Heads of the Departments, except Chief Secretary and Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management Departments have been asked to recommend the name of one member of Group ‘C’ Service working under their control for the aforesaid recruitment to Chief Secretary, Personnel Department, Haryana Civil Secretariat, Chandigarh.
He said that the member of the Group ‘C’ Service whose name is to be recommended should fulfill conditions of eligibility as on November 1, 2016. He said that the member should have completed eight years continuous government service and have not attained the age of 50 years. Also, he should not be facing disciplinary proceedings and no action being contemplated against him. He should be clear from vigilance angle and should not be a confirmed gazetted officer. He should be a graduate from a recognised university.
The spokesman said that the department would follow the instruction of Chief Secretary dated May 10, 2013 and names of the meritorious candidates would be forwarded to the Chief Secretary. He said that while making recommendations, the record or information may also be forwarded. These included five copies each of service profile of the eligible officer, the upto date Annual Confidential Reports (ACRs) in original of the officer concerned, attested copies of summaries of ACRs from the year 2006-07 to 2015-16 and integrity certificate.
He said that it has also been clarified that all the recommending authorities could only make recommendation of such member of Group ‘C’ Service for whom they are employers and has a lien in their departments or lien would be maintained and they could not recommend the name of the member of Group ‘C’ Service who belongs to other departments, but is working temporarily on deputation or transfer basis in their departments. Apart from this, it has also been clarified that they could recommend the name of one candidate only under the relevant rules. Therefore, they have been asked to recommend the name of one member of Group ‘C’ Service from their departments, he added.
He said that no department would make recommendation beyond the prescribed number of recommendation as per rules ibid and in case, any department make the recommendation beyond the prescribed number of recommendations, then all the recommendations of the department would be returned without assigning any reasons. The recommendations should be reached to the Services-II Branch, Haryana Civil Secretariat, Chandigarh within 30 days that is May 11, 2017 positively. In case no recommendation is received till the aforesaid date, it would be presumed that they have no recommendation to make, he further added.
