Haryana to fill 20 HCS posts through special drive

The Haryana Government after consultation with the Haryana Public Service Commission has notified that 20 posts of Haryana Civil Service (Executive Branch) will be filled up through special recruitment from members of Group 'B' and 'C' Services.
          While stating this here today, an official spokesman said that members of Group 'B' and Group 'C' Services of all the departments in Haryana excluding Doctors, Engineers, Police Officers and Technical Staff would be considered for the special recruitment. He said that members of Group 'B' and Group 'C' Services in the grade pay of Rs. 3600 and above on the last date of submission of recommendations to the Chief Secretary would only be considered.
          He said that the candidate should have completed 10 year's continuous Government Service either in Group 'B' or Group 'C' or taken together, should not have attained the age of forty eight years, should not be charge-sheeted in a criminal proceeding or disciplinary proceeding for major penalty and should be clear from vigilance angle. Similarly, he should be a  graduate from a recognized University, should have at least seven ACRs of 'very good' category and three ACRs of not less than 'good' category during the last ten years.
          He said that the Chief Secretary to the Haryana Government would invite the recommendations from the various departments with service profile of the candidates in. The candidate would be assessed by the departments on the basis of scrutiny of their service record, relevant experience, academic achievements and other achievements. The department would distribute the marks between the service records, experience, academic achievements and other professional achievements. He said that out of maximum 100 marks, 70 percent weightage would be given to service records with particular reference to ACRs for the last 10 years and 10 per cent each to relevant experience, academic achievement and other professional experiences respectively.
          He said that the department would assign 7 marks for "Outstanding", 5.5 marks for "very Good" and 4 marks for "Good" grading in each ACR.
          He said that the Chief Secretary of Haryana government would forward all the recommendations to the Haryana Public Service Commission. The Commission would examine all the recommendations received from the Chief Secretary to the Government, Haryana and would determine the suitability of candidates and would forward a list of selected candidates, in order of merit and equal to the number of vacancies, to the Government.
          He said that total of 199 recommendations have been allotted  to 77 departments.
