Haryana CM announces enhancement of nine allowances

CHANDIGARH, APRIL 21
Providing a major bonanza to state government employees on Civil Services Day, Haryana Chief Minister, Mr Manohar Lal announced enhancement of nine allowances on the pattern of 7th pay commission, introduction of one new special allowance for child care to female government employees with disability as also enhancement of many Haryana specific allowances of health and police departments that are not in vogue in Government of India by 1.8 times. The increase in all these allowances would be effective from May 1, 2018.
    The new allowance announced by the Chief Minister is special allowance for child care to female government employees with disability would be given at the rate of Rs 1500 per month per child.
          He also announced to constitute a committee to revise the House Rent Allowance (HRA) admissible to the state government employees on the pattern of Central Government. The Committee would work under the guidance of Finance Minister, Capt Abhimanyu and make its recommendation both on quantum of increase and the date from which it would be applicable and committee  would submit its report at the earliest.  The Chief Minister said that the State Government has already given the benefit of 7th pay commission to its employees with effect from January 1, 2016.
          Among the nine allowances increased on the pattern of seventh pay commission are fixed medical allowance (increased from Rs 500 to Rs 1000), children education allowance (from Rs 750 to Rs 1125 per month), uniform and washing allowance for Group D (from Rs 240 to Rs 440 per month), Non Practice Allowance (NPA) for doctors at the rate of 20 per cent of revised basic pay from 25 per cent pre-revised basic pay,  cycle allowance (from Rs 100 to Rs 200 per month) convenience allowance for handicapped at the rate of eight per cent of basic pay and maximum Rs 4000, special allowance for safai karamcharis (from Rs 325 to Rs 625 per month), travelling allowance and hill compensatory allowance of 2.5 per cent of basic pay subject to minimum of Rs 200 and maximum Rs 400 has been increased to minimum Rs 350 and Maximum Rs 700. The financial implication on account of increased allowances would be Rs 840 crore .
           Mr Manohar Lal made these announcements while addressing the senior IAS, IFS and IPS officers at the state level function of 12th Civil Services Day in Panchkula near here today. He said that the allowances have been increased in consultation with various employees unions.
              
1.       Travelling Allowances and Daily Allowances (TA/DA)

a)    The rates of Daily Allowance has been increased as under:-

b)    The rate of traveling by Taxi/Own Car/Auto Rickshaw/Scooter has been increased from Rs. 10/- per KM. to Rs. 16/- Per KM for grade I, II & III officers and from Rs. 6/- per KM. to Rs. 9/- Per KM for grade IV & V officers/officials.

c)    Composite Transfer Grant on transfer from one destination to other within India has also been increases to 125% as per details attached at Annexure ‘A’.
These have been increased in the same ratio as in GOI.

2.       Conveyance Allowance to Physically handicapped Government Employees, clinical post and Personal Assistant’/ ‘Private Secretary’/ ‘Secretary’/ ‘Senior Secretary’, etc, attached to the Chief Minister/ Cabinet Minister/ Minister of State, etc. The admissibility to draw this allowance shall be as given in the table below:

3.       Children Education Allowance: CEA has been increased from Rs. 750/- p.m. to Rs. 1125/- p.m. limited to first two children.


4.       Special Allowance for Child Care to female Government Employees with disabilities: at the rate of Rs. 1,500/- per eligible child per month.  This allowance is restricted to a maximum of two eldest surviving children upto the time such child attains an age of two years.

5.       Fixed Medical Allowance : FMA has been increased from Rs. 500/- p.m. to Rs. 1000/- p.m.
6.       Hill Compensatory Allowance admissible to the Government Employees posted in Morni Hill areas: this allowance shall be 2.5% of the basic pay. The limit of minimum Rs. 200/- and maximum Rs. 400/- has been increased to a minimum entitlement at Rs. 350/- per month and maximum entitlement at 700/- per month.

7.       Cycle Allowance: This allowance is admissible to Group D employees and has been increased from Rs. 100/- p.m. to Rs. 200/- p.m.

8.       Special Allowance to Certain category of Government Employee belonging to Group D carrying dual or more than two nomenclatures: This allowance has been increased from Rs.  60/- p.m. to Rs. 120/- p.m.

09.     Special Allowance for Safai Karmcharis : This allowance has been increased from Rs. 350/- p.m. to Rs. 625/- p.m.

10.     Uniform and Washing Allowance for Group D Employees: This allowance has been increased from Rs. 240/- p.m. to Rs. 440/- p.m.

11      Non Practicing Allowance (NPA): This allowance is admissible to the Government Employees recruited as Doctors with a minimum qualification of MBBS/BDS in the Health/Medical Education Department, Veterinary Doctors with a minimum qualification of B.V. Sc. & A.H. in the Department of Animal Husbandry and Dairy Development and Doctors with a minimum qualification of BAMS/BHMS/BUMS in the Ayush Department. The NPA will be given @ 20% of Revised Basic pay and this does not exceed Rs. 2,24,550/-. The existing rate was 25% of unrevised basic pay. In this way the NPA has increased more than 200%.

DEPARTMENT SPECIFIC ALLOWANCES

1.       DEPARTMENT OF HEALTH:   

         Rural Health Allowance: The entitlement to draw this allowance has been increased from Rs. 500/-p.m. to Rs. 900/- per month.

         Uniform and Washing Allowance (to Nursing staff): The entitlement to draw this allowance has been increased from Rs. 700/-p.m. to Rs. 1,250/- per month.       

         Diet Allowance (to Nursing staff): This allowance is admissible to all the Government Employees being Nursing Staff and recruited as such.  The entitlement to draw this allowance has been increased from Rs. 200/-p.m. to Rs. 350/- per month.

         Stipend to the students pursuing Nursing Courses in institutions run by the Health Department: The entitlement to draw this stipend  has been increased from Rs. 500/-p.m. to Rs. 1,000/- per month.

         Fixed Travelling Allowance: This allowance is admissible to Multi Purpose Health Worker (MPHW) both Male and Female, including the supervisors of MPHW. The entitlement to draw this allowance has been increased from Rs. 500/-p.m. to Rs. 900/- per month.


2.       DEPARTMENT OF POLICE:

The admissibility to draw this allowance shall be Rs. 5,000/- per month. This allowance has been kept intact despite of the provision to withdraw on implementation of 7th CPC.
vii)   Risk Allowance (Commando): This allowance is admissible to the police personal as under:

The admissibility to draw this allowance has been increased from Rs. 500/- to Rs. 700/- per month.
