CHANDIGARH, May 14
The Haryana Health Department is geared up to effectively implement Vector Borne Disease Control Programme and eliminate Malaria at the earliest by implementing Action Plan in each district.
The Haryana Director General Health Services, Dr Kamla Singh, who reviewed implementation of Vector Borne Disease (VBD) Control Programme with Civil Surgeons through a video conference here today, also took feedback on action taken on implementation of decisions taken in the meeting of State Level Malaria Working Committee (SLMWC) held last month under the Chairmanship of Health Minister Mr Anil Vij. She also discussed the issues concerning non-communicable diseases.
All the Civil Surgeons were asked to keep a constant watch on the disease situation in their respective districts in view of the ensuing transmission season of Vector Borne Diseases like Dengue and, Malaria. They were asked to intensify all the preventive and control measures like Indoor Residual Spray (IRS, an insecticidal spray) in highly affected villages and take weekly anti-larval measures under which Temephos larvicide is applied on stagnant water wherever mosquito breeding is found, strengthening of hospitals for better case management of VBDs. They were also advised to involve the officers from the Department of AYUSH and ESI for supervision and monitoring.
Dr Kamla Singh also emphasized on District Mewat where cases of malaria have started reporting this year. The Civil Surgeon informed that he is personally visiting the affected areas, especially village Hathangaon, the highest affected village recently. Radical Treatment (RT) to malaria cases is being provided free of cost. He has personally verified that RT was given to about 10 malaria cases of this village and it was found satisfactory. He said that the Medical officers and staff like 20 Male Multi-purpose Health Workers (MPHW), Lab Technician, four Multi-purpose Health Supervisors (MPHS), four Lab Technicians,deputed from State headquarters and other districts have been assigned duties and they are working efficiently in the district. On request of Civil Surgeon Mewat, Dr Kamla Singh assured him of deputation of 20 more MPHWs to Mewat on Monday. All areas will be covered very soon to curb the spread of malaria. She also asked all the Civil Surgeons to ensure prompt RT to malaria cases and advised them to take not more than 24 hours after the first contact of the patient with health services.
It was informed that all private labs have been instructed not to charge more than Rs. 600 for a dengue test that is ELISA based IgM and NS 1 prescribed by Central Government and also display a notice board prominently for this outside their lab as was done last year. It was informed collection of blood samples for dengue tests at institutions of Primary Health Centre level and above has started. Blood Samples will be collected in all such institutions and would be got tested at nearby Lab. All Civil Surgeons also informed that the month of May is being observed as Cleanliness Month in their respective areas by Department of Urban Local Bodies and Development and Panchayat. Civil Surgeons also informed that awareness is being generated among public to observe Sunday as Drying Day that is to scrub dry the desert coolers and empty all the open containers so that water may not get stagnated for more than a week and in-house mosquito breeding may be preventedd.
As the Central Government has launched the National Framework for Malaria Elimination (NFME) in India during 2016-2030, on February 11, 2016, Dr Kamla Singh directed all the district units to finalize their District Action Plan to eliminate Malaria, at the earliest. She also directed all the Civil Surgeons to activate the Rapid Response Team (RRT) of their respective district for early identification of impending outbreak of any disease so that early action may be initiated to counter the situation.
While discussing Non-Communicable Diseases, all Civil Surgeons informed that Senior Citizen Corner have been established in all Civil Hospitals to facilitate Senior Citizens. Dy. Director, NCD further informed that a workshop on Non-Communicable Diseases will be organized soon, in which all Civil Surgeons have to participate.
