VB recommends departmental action against 15 gazetted officers

CHANDIGARH,  MAY 23
Haryana State Vigilance Bureau has  recommended departmental action against 15 Gazetted Officers and six Non-gazetted Officers in investigations conducted recently.
          While giving this information here today, a spokesman of the Bureau said that the Bureau has also caught 13 officers and officials red-handed while accepting illegal gratifications ranging from Rs. 2,000 to Rs. 20,000, recently. Cases have been registered against them under Prevention of Corruption Act.
          He said that Constable Chap Singh, Gunman of ACP, Narayan Singh of Pataudi was caught while accepting a bribe of Rs. 20,000 and one blanket on behalf of the ACP. Exemptee Assistant Sub Inspector (EASI) Sant Ram, Police Post Samalkha City, Police Station, Samalkha, Panipat and Suresh Kumar, Peon, posted on deputation from Education Department, Sadar Kanoongo Branch, office of Deputy Commissioner, Panipat were also caught while taking a bribe of Rs 10,000 each in separate cases.
          He said that Dharambir Singh, Lineman, Sub-division and Suresh Kumar, Assistant Lineman, Sub-division, Dakshin Haryana Bijli Vitran Nigam (DHBVN), New Palam Vihar, Gurgaon were caught taking a bribe of Rs 8,000. Dr Vinod Kumar, Medical Officer/Surgeon and Naresh Kumar, Peon, contractual employee, Civil Hospital, Jhajjar were caught taking a bribe of Rs 7,000.
          He said that ASI Hari Parkash, Incharge, Police Post, Education City, Rai, Sonepat and Krishan Kumar, Information Assistant, posted at Primary Health Centre, Daulatpur, Hisar were caught taking bribe of Rs 3,500 each, in separate cases. Ran Singh, Halqa Patwari, village Saunta, Ambala and Ram Pal, Halqa Kanoongo, village Saunta, Ambala were caught taking bribe of Rs 3,000.
          Hari Om, Canal Patwari, office of Executive Engineer, Irrigation, Gohana, Sonepat and Ajit Singh, Head Teacher, Middle School, Garhi Alawalpur, Rewari were caught taking bribe of Rs 2,000 each, in separate cases, he added.
EXAMINATION DUTIES MANDATORY: The Haryana Department of Higher Education has directed that examination duties assigned by the University in under-graduate, post-graduate semester and supplementary examinations would be mandatory for the staff.
          While stating this here today, a spokesman of the Department said that a written communication to this effect has been sent to principals of all Government colleges in the State.
Chandigarh, May 24- Haryana Education Minister, Mr Ram Bilas Sharma said that laptops would be provided to the top 500 students securing 95 per cent or above marks in Matric examinations conducted by Haryana Board of School Education. A provision of Rs two crore has been provided for the purpose in budget of the year 2016-17.
          Mr Sharma said that the State Government is promoting quality education in Haryana. It is a dream of the Prime Minister Mr Narendra Modi that the future generations   get such education which would make them employable and   they also infuse in themselves moral  values.He said that in order to further improve the quality of education in Haryana, an ambitious initiative known as ‘Learning Enhancement Programme (LEP) has been implemented in 3,222 primary schools. Under this programme, 18,000 teachers have been imparted training.   He said that monthly tests programme has been initiated for classes   Class I to Class XII to improve the education level of students and it is also reviewed online.
 SHAKUNTLA NOMINATED: Haryana Vidhan Sabha Speaker, Mr Kanwar Pal has nominated Mrs Shakuntla Khatak, MLA to serve on the Committee on Petitions as a Special Invitee for the remaining period of 2016-17.
RTI APPLICATIONS; The Haryana Government has decided to adopt the prescription of retention period or retention policy of Government of India for weeding out of records pertaining to RTI applications and cases related under RTI.
        While stating this here today, a spokesman of Administrative Reforms Department said that the retention period would be three years for record of RTI cases disposed off without attracting any first appeal. It would also be three years for RTI cases attracting first appeal, since they attract second appeal so require a fair retention period.
        He said that for record of RTI cases attracting second appeal, without any remarkable decision, the retention period would be three years or till the compliance of Commission’s orders, whichever is later. He said that retention period would be five years for RTI cases attracting second appeal involving a remarkable decision. It would be judgement or Commission Ruling ‘B’.
        He said that the retention period would also be three years for record of first appeal cases file as they may attract second appeal. He said that for record of second appeal cases file, the retention period would be three years or till the compliance of the Commission’s orders. It would also be three years for the record file relating to the administrative aspects or RTI Act, 2015 that is implementation, suggestion and guidelines. He said that for record file register of RTI application that is other than file, the retention period would be ‘B’ keep, which means that the file required for permanent preservation for administrative purpose.
        He said that a written communication to this effect has been sent to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, Registrar, Punjab and Haryana High Court, all Deputy Commissioners, Managing Directors and Chief Administrators of the Boards and Corporations and Registrars of Universities in the State have been directed to ensure implementation of these instructions in all the offices under their control.
