Haryana Civil Service rules amended

CHANDIGARH, MAY 23
The Haryana Government has amended the Haryana Civil Service (Executive Branch) Rules, 2008 and the new rules would be called as the Haryana Civil Service (Executive Branch) Amendment Rules, 2016.
          While stating this here today, a spokesman of Personnel Department said that a notification to this effect has been issued by the Department.
           He said that the examination hereinafter called the competitive examination for the post of Haryana Civil Service (Executive Branch) and Allied Services shall be held at any place in Haryana each year for the purpose of selection by competition of as many candidates for the Service as the Government may determine.
           While referring to the scheme of examination, he said that the Preliminary Examination would consist of 200 marks (for screening only), The Main Written Examination will be of 600 marks and Personality Test of 75 marks. He said that the Preliminary Examination would comprise two paper (objective type and multiple choice) and would be of total 200 marks. Paper-I General Studies (As per existing and notified syllabus) and Paper-II:  Civil Services Aptitude Test would be of 100 marks each. Civil Services Aptitude Test would include comprehension, interpersonal skills including communication skills, logical reasoning and analytical ability, decision making and problem solving, general mental ability, basic numeracy (numbers and their relations, order of magnitude, etc-Class X level), data interpretation (charts, graphs, tables, date sufficiency etc.- Class X-level).
          He said that both the question papers would be of objective type (multiple choice) questions and both the question papers would be set bilingual that is in English and in Hindi. Each paper would be of two hours duration and for each wrong answer, one fourth (0.25) mark would be deducted. The spokesman said that the Main Written Examination would comprise of five papers of total 600 marks.
Paper I : English (Including English Essay) of 100 marks, Paper II : Hindi (including Hindi Essay) in Devnagri Script of 100 marks, Paper III: General Studies of 100 marks and Paper IV and V: Two subjects to be selected from the list of 23 optional subjects of 150 marks each. He said that the question papers for the examination shall be of conventional (essay) type and each paper would be of three hours' duration. Candidates would have the option to answer all the question papers, except the language or literature papers, in English or Hindi.
          He said that the Personality Test would be of 75 marks. Total number of candidates to be admitted to the Main Written examination would be 12 times the number of advertised vacancies, including bracketed candidates, if any. Similarly, the total number of candidates to be called for personality test would be three times, including bracketed candidates, if any, of the advertised vacancies. Ex-Servicemen and dependents of the Ex-Serviceman would also have to appear in all the papers including optional subjects.
          He said that no candidate would be called for Personality or Viva-voce test unless he attains 45 per cent marks in the aggregate of all the written papers and a score of minimum 33 per cent marks each in English and Hindi Language, compulsory papers. The final selection would be based on the merit list to be prepared on the basis of total marks obtained by the candidate in the Main Written Examination and Personality or Viva-voce Test that is out of 675 marks and keeping in view the preference of services exercised by the candidates. The candidates would write their answers in Hindi or English, except the language or literature papers. The papers of General Knowledge and optional subjects unless otherwise directed, would be answered either in Hindi language or English Language but no candidate would be permitted to answer any one paper partly in Hindi and partly in English. The candidates would not be allowed the option to answer these papers in any other medium but the papers except Hindi Language or literature papers would be set bilingual that is in English and Hindi.
          The spokesman said that the syllabi for Main Written examination which would be of graduate level would be notified by the Government. Thereafter, the Government in consultation with the Commission may change, amend or revise the syllabus for the Preliminary or Main Examination after notifying in Official Gazette. The cost of application form and examination fee would be decided by the Commission in consultation with the Government. Failure to deposit the fees prescribed for the Examination by the last date of receipt of application form would render a candidate ineligible to appear in the examination provided that the Government may for reason to be recorded in writing dispense with the requirement of holding the examination in a particular year.
          He said that the notice of the date fixed for examination would be published in the Haryana Government Gazette.
          If the total marks of Main Written Examination and Personality Test and Viva-Voca obtained by two or more candidates are equal, the candidate securing higher marks in the compulsory papers of Main Written examination would be considered higher in merit. If the total marks of compulsory papers of such candidates are still equal, then the candidate older in age would be considered higher in merit".
          The spokesman said that the seniority of members appointed to the Service would be determined from the date of their appointment provided that the order of merit determined by the Commission or the Selection Committee, as the case may be, in respect of persons appointed from registers prescribed in rule 8 would not be disturbed.
          In  the case where more than one member is appointed to the Service from more than one Register of the Accepted Candidates, on the same date, the seniority of the members would be determined in the following order:—from Register B, from Register A-I, from Register C and from Register A-II.  If the name of a candidate is removed from the register of accepted candidates or the order of appointment is cancelled and such candidate is subsequently appointed to the Service, his seniority would be determined from the date of such subsequent appointment".
