Haryana to set up Disputes Redressal Forum

CHANDIGARH, MAY 10
 Haryana Chief Minister  Manohar Lal said that it has been decided to set up a Disputes Redressal Forum to reduce litigations and public grievances concerning Haryana Urban Development Authority (HUDA).
          The Chief Minister, who is also Chairman of HUDA, said that the decision to set up such a forum has been taken following receipt of a large number of grievances of allottees concerning various issues.
          A spokesman of HUDA  said that   the forum would have five zones of Faridabad, Gurgaon, Hisar, Panchkula and Rohtak where the camps would be organized to redress grievances.He said that 
 this forum would be headed by Zonal Administrators who would organize special camps to reduce litigations and redress public grievances of allottees of HUDA viz-a-viz Estate Offices. All concerned officers would sit together in the camps and sort out pending issues and complaints of the citizens.
        He  said that the forum would consist of Superintending Engineer, District Town Planner, DDA, ADA office of Adm. and C.A.O or Sr. A.O as its Members and Estate Officer as its Member Secretary.

He said that issues relating to individual allottee include delay in issuance of allotment letters, delay in depositing 15 per cent amount and installment due to non-delivery of allotment letters to the allottees and issues relating to offer of possession, physical possession, variation in dimensions or sizes of plots, non-availability of approved zoning plan and non-completion of development works. He said that other issues to individual allottee include delay in approval of building plans, delay in grant of completion certificate or occupation certificate, delay in grant of transfer permissions, mortgage permissions, execution of conveyance deed, no dues certificate, correction in the PPM database and extension in time limit for construction. Similarly, the issues relating to public at large include maintenance and repair of roads, sanitation, quality and quantity of water supply, maintenance of parks and green area, encroachment over HUDA land and vacant plots and maintenance of community facilities.
        He said that the forum would issue public notice and pamphlets intimating the date, time and venue of the camp. The forum would receive the request or representation of the allottees and Resident Welfare Associations (RWAs) up to the cut-off date, would examine the same keeping in view the existing HUDA policies and convey the final decision to the applicant on the day of camp. In case final decision is not taken by the forum till the date of camp, tentative time period by which the grievance of the applicant would be redressed, would be communicated to the applicant after hearing the applicant.
        He said that the schedule of the camps  to be organized shall be informed to the public  by notice or pamphlets giving 20 days  period for submission of representation would be issue. The last date for submission of representation or request by the allottees or RWAs would be May 30, 2016
        He said that camps would be organized in urban estates of Faridabad and Gurgaon (EO-I) on June 4, 11 and 18 and in rest of urban estates under Faridabad Zone on June 25 and July 2, 2016 and in Gurgaon (EO-II) on June 25, July 2 and 9, 2016. The rest of urban estates under Gurgaon Zone (to be held at Rewari) would be held on July 16 and 23, 2016. He said that the camps in urban estates of Hisar (including Fatehabad and Hansi) and Panchkula (including Pinjore) would be held on June 4 and 11, 2016 whereas camps would be held in urban estates of Bhiwani and Ambala on June 18, in Jind and Kurukshetra on June 25, in Sirsa and Karnal on July 2, in Kaithal on July 9 and in Jagadhri (including Yamunanagar) on July 16, 2016.
He said that the camps would be held in urban estates of Rohtak (including Jhajjar) on June 4 and 11, in Panipat on June 18, in Sonipat on June 25 and in Bahadurgarh on July 2 and 9, 2016.
