1.74 lakh complaints received at CM Window

CHANDIGARH, JULY 18
While taking a serious note of dereliction of duty by two officers and two officials, the Haryana Chief Minister, Mr Manohar Lal ordered  disciplinary action against  both officers  and suspension of both officials.
          The Chief Minister was   reviewing the complaints received at    CM Window in a meeting,  here today. He  ordered  disciplinary action   against Deputy Excise and Taxation Commissioner, Rohtak and District Social Welfare Officer, Palwal for the complaints received against them at the CM Window. He also ordered that Taxation Inspector, Gurgaon be placed under suspension for dereliction of duty in checking evasion of tax. He also ordered suspension of Reader to  Tehsildar, Karnal for dereliction of duty.
              It was informed in the meeting that out of a total of over 1.74 lakh complaints   received at CM Window up to July 11, 2016 since its launch in   December 2014, more than 1.38 lakh complaints  have already been disposed off. On an average, about 800 complaints are being received in a day  at the CM Window, which clearly reflects faith and satisfaction level of complainants towards the initiative of the Government.       
The Chief Minister, who was presiding over a meeting to review the functioning of CM Window, here today directed the concerned officers to fix January 31 as the last date for the Gram Panchayats to submit  their proposal  in case they do not wish any liquor vend to be opened in their jurisdiction. “We are not interested in collecting excise revenue against the wishes of people”, he added.
The Chief Minister said that an enforcement wing of Haryana Police should be created in the 21st century so as to strictly enforce law in routine in the state. He also directed the police officers to closely monitor the complaints received on HARSAMAY portal of Haryana Police and put up its data in the next review meeting.
He directed the concerned officers to include the issuance of duplicate marks sheets by the Universities under the ambit of Right to Service Act. He  also asked them to make a provision of fine for unnecessary delay caused  in issuing duplicate marks sheet to the applicants. He also asked the Additional Chief Secretary (ACS) Higher Education to immediately submit a proposal to the Chief Secretary’s office for the same.
While reviewing the complaints  concerning  Development and Panchayats department, the Chief Minister asked the officers to analyse and verify the nature of grievances received so that their  pendency ,if any, can be cleared in one go by formulating a policy. In case the embezzlement stands proved, strict action should be taken against the guilty, he added.
          He also directed to strengthen the Social Audit System which is being implemented in every gram panchayat to ensure people participation in development of the state. This way, many grievances concerning embezzlement in development grants to panchayats would   automatically decrease  with the active participation of Social Audit Teams in various projects of development right from   preparing estimates to releasing payments. He also directed to develop a compilation and monitoring system in Development and Panchayats Department on the lines of Revenue Department.
            While sharing his mobile number 9416004464 in the meeting, the Director General of Police, Mr K.P. Singh said that any department could ask for police force by speaking to him at this mobile number or by sending SMS.
The  OSD to Chief Minister Mr Bhupeshwar Dayal made a presentation    on this system.
Others present in the meeting included   Chief Secretary, Mr D.S. Dhesi, Principal Secretary to Chief Minister,  Mr Rajesh Khullar, Additional Principal Secretary to Chief Minister Dr. Rakesh Gupta, Additional Chief Secretary Revenue and Disaster Management Mrs Keshni Anand Arora and other senior officers.
