Cabinet approves draft of Haryana Sports Council Bill

Haryana would have Sports Councils at the State, district and local levels as the Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the draft of Haryana Sports Council Bill, 2016. This
Addressing newsmen after the Cabinet meeting Haryana Sports and Youth Affairs Minister Anil Vij said that the Sports Councils aim at securing greater measure of participation of the people in sports, games, yoga and physical fitness and to confer on such sports councils, special powers for carrying out the objects related to sports and physical fitness.
The State Sports Council shall have Chief Minister as its President and Sports and Youth Affairs Minister as Vice President. The other members included Finance Minister, Education Minister, Development and Panchayat Minister, Health Minister, Chief Secretary, Principal Secretary to Chief Minister, Administrative Secretaries of Home, Finance, Higher Education, School Education, Development and Panchayats, Town and Country Planning, Urban Local Bodies, Sports and Youth Affairs, Health and Director General of Police.
It will have nominated members which include Executive Vice President from among persons having sports background, two members from among the Members of Legislative Assembly, two members from among Vice Chancellors of the universities in the State, President or Secretary, Haryana Olympic Association, two Presidents or Secretaries from recognized State Sports Organisations or Associations, two members from NGOs working for promotion of sports in the State, one member from Director, Sports or Physical Education of the university, two members from experts in sports medicine or sports injury management or sports psychology, two members from sports experts or awardees or medal winners in international events and one of them shall be a woman, one member from Sports Journalism, two women members having interest in sports promotion and two members from industry interested in promotion of sports.
Mr Vij said that there would be a Standing Committee for the State Sports Council and its Vice President would be Chairman of the Standing Committee. The Executive Vice President of the State Sports Council would be Vice Chairman of the Standing Committee. The other members of the State Sports Council include Secretary Incharge of Sports Department and Secretary General of State Sports Council; Director, Sports and Youth Affairs Department, Secretary, State Sports Council, if appointed or designated. There would be four members to be nominated by the President of the State Sports Council.
The government shall, by nomination, constitute a District Sports Council in every district in the State. There shall be a President and a Vice President for every District Sports Council. The Vice President shall be nominated by the President, State Sports Council from among the members of the concerned District Sports Council. The District Sports Officer shall be ex-officio Secretary. The District Sports Council will perform such functions of the State Sports Council as may be delegated to it from time to time by the State Sports Council. Every District Sports Council shall have an Executive Committee which shall meet at least twice in a year.
Mr Vij said that with a view to coordinate and implement various activities of sports and games in rural and urban areas, the State Sports Council may, in consultation with District Sports Council and local authorities concerned, constitute a Corporation Sports Council for each Municipal Corporation area, a Municipal Sports Council for each Municipal Council area, a Town Sports Council for each Municipal Committee area and a Block Sports Council for each Block Panchayat Samiti area. These Councils would have Executive Committee with a President, Vice President and Secretary and two members of whom one shall be a woman, out of the nominated members of the Corporation Sports Council. In case of Municipal Sports Council, there would be a President and Vice President and nominated members, but no person shall be nominated as member consecutively for more than two terms. In case of Town Sports Council, there would be a President, Secretary and two members to be nominated by the President and one of them shall be a woman. Similarly, in case of Block Sports Council, there shall be a President, Vice President and Secretary and two members of whom one shall be a woman.
The Corporation Sports Council, Municipal Sports Council and Town Sports Council shall coordinate the activities of the registered sports organisations and clubs within the jurisdiction of the Sports Council. They would organize sports events and perform such other functions entrusted to them by the District Sports Council.
There would also be Civil Services Sports Promotion Board, Sports Promotion Boards of Public Sector Undertakings and Sports Promotion Boards of educational institutions. The Civil Services Sports Promotion Board will be headed by Chief Secretary and have members as Administrative Secretaries of Finance, Home, Sports and Youth Affairs, Director General of Police, Director, Sports and Youth Affairs and two members to be nominated by the Chairman of the Board. The Administrative Secretary, Sports and Youth Affairs will be Vice Chairman. The Board will promote sports among Civil Services.
The State Government shall pay to the State Sports Council by way grants and the State Sports council shall establish a fund to be known as State Sports Council Fund to meet its financial requirements. Similarly, there would be District Sports Council Fund to meet its expenses, he added.
