The Haryana Urban Local Bodies Minister, Mrs Kavita Jain, today ordered suspension of six executive engineers, one audit officer and one accounts officer of Municipal Corporation, Gurgaon, for violation of rules in getting development works worth Rs 23.10 crore executed on quotation basis, giving a go-by to the accepted e-tendering process.
She has directed that these officers be charge-sheeted under rule 7 for not giving reply to the explanation sought by the office of Municipal Commissioner during an inquiry. Stern action would be taken against all corrupt officials, she said.
On getting information about negligence in the allotment of development works by the Municipal Corporation, Gurgaon, in 2015-16, the minister ordered a departmental inquiry. The Municipal Commissioner and other senior officers examined the tendering process adopted for allotting of development works during the year. They were surprised to see that the tendering process had not been adopted while works worth crores of rupees.
When the matter was reported to her, she ordered an inquiry into the case on April 6, 2016. Once the irregularities were confirmed during the investigation, show-cause notices were served on the eight officers but none has so far given a reply. With a view to extending benefit to someone, these officers took the quotation route, ignoring the e-tendering process, which is a clear violation of the rules and regulations.
The Minister said that Executive Engineer Bhopal Singh had carried out development works worth Rs 711 lakh in electrical division through quotation in place of e-tendering in 2015-16. Similar process was adopted by EE Vijay Dhaka while carrying out works worth Rs 566 lakh in Water Service Division. EE Abhinav Verma carried out works of Rs 457 lakh through quotation in Division III, EEs Vishal Bansal and Bhopal Singh has carried out works worth Rs 210 lakh in Division IV, EE Pritam Chand has carried out works worth Rs 310 lakh in Division V and EE Vikas Malik got executed developmental works worth Rs 53 lakh in Division VI on quotation basis in place of the e-tendering process. E-tendering process has been implemented with a view to ensuring transparency in development process, she added.
