Haryana Cabinet approves Kundli-Manesar section of Kundli-Manesar-Palwal expressway

CHANDIGARH,  SEPT 25  
The Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal of the Industries and Commerce Department regarding the collection of toll on 6-lane Kundli-Manesar section of Kundli-Manesar-Palwal expressway project being executed by Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).
            The work on the Kundli-Manesar section is likely to be completed by October 31,2018 and the toll on this section is to be levied immediately after actual completion of the work. The HSIIDC itself or through an agency will commence levying and collecting toll fee from the users. The toll points on which the toll fee will be levied initially included toll plaza at village Abbaspur and village Pipli in Sonipat district, at village Mandhoti and village Badli in district Jhajjar and at villages namely Sultanpur, Patli-Hazipur and Mokalwas/Fazliwas in district Gurugram.
            The toll fee to be recovered from the users on Kundli-Manesar section for the year 2018-19 has been worked out on the basis of National Highways Fee (Determination of Rates and Collection) Rules, 2008 and its subsequent amendments to date issued by Ministry of Road Transport and Highways for various vehicles on Kundli-Manesar section.
            The toll fee for the financial year 2018-19 are as under:

            The toll fee will be applicable with effect from April 1,2018 to March 31,2019 and would be linked with WPI and will be changed with effect from April 1,2019 onwards every year on the basis of National Highways Fee (Determination of Rates and Collection) Rules, 2008 and its subsequent amendments issued by Ministry of Road Transport and Highways.
            The executing agency that is HSIIDC itself or through an agency will upon request provide a pass for multiple journeys to cross a toll plaza within the specified period and rates. A driver, owner or person incharge of a mechanical vehicle who makes use of a section of expressway, permanent bridge, bypass or tunnel, may opt for such pass and he or she will have to pay the fee in accordance with the following rates :

            Those who will be exempted from the payment of toll over said toll points included winners of Gallantry awards such as Param Vir Chakra, Ashok Chakra, Maha Vir Chakra, Kirti Chakra and Shaurya Chakra. Similarly, the mechanical vehicles which would be exempted from the payment of toll included vehicles having VIP symbols or officially belonging to President of India, Vice President of India, Governor of a State and Lieutenant Governor of a Union Territory, a foreign dignitary on State visit to India and a foreign diplomat stationed in India using cars with CD/CC number plates, Chairman of Rajya Sabha or Speaker of Lok Sabha or Chairman of a State Legislative Council or Speaker of a State Legislative Assembly or a Minister for the Union or State of Leader of Opposition in Lok Sabha or Rajya Sabha or State Legislatures having the Status of Cabinet Minister if he is sitting in the vehicle or Members of Parliament in the entire country or a Member of Legislative Assembly of a State or a Member of Legislative Council of a State, in the respective State; defence vehicles, including vehicles being used by defence personal, police vehicles, fire fighting vehicles, ambulances, funeral vans, post and telegraph department’s vehicles, Central and state government vehicles on duty and Judges of Supreme Court of India and of High Court having jurisdiction.
