Haryana Civil Service (Executive Branch) Rules, 2008 amended

CHANDIGARH, JULY 16  
The Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today approved the amendment in the Haryana Civil Service (Executive Branch) Rules, 2008 in order to bring more similarity and uniformity with the pattern being adopted by Union Public Service Commission (UPSC).
          These Rules will be called the Haryana Civil Service (Executive Branch) (Second Amendment) Rules, 2019.
           Now after the amendment, there will be 4 papers (3 compulsory and 1 optional) in the main written examination for the post of HCS (Executive Branch) and Allied Services. However, the list of 23 optional subjects and syllabus for compulsory and optional papers already notified by the State Government will remain unchanged. At present, the main written examination of HCS and Allied Services consist of 5 papers namely one paper for English, one for Hindi, one for General Studies and one paper each for two optional subjects to be chosen from the list of 23 optional subjects.
           After this amendment, the main written examination comprising 4 papers will carry total 600 marks. While Paper I of  English (including English essay) and  Paper II Hindi (including Hindi Essay) (in Devnagri Script) will be of 100 marks each, Paper III of General Studies and Paper IV in one subject to be selected from the list of 23 optional subjects will carry 200 marks each respectively.
           The question papers for the examination will be of conventional (essay) type and each paper will be of three hour’s duration. Candidates will have the option to answer all the question papers, except the language or literature papers, in English or Hindi.
HLL DEPARTMENT SERVICE RULES: The Cabinet  approved the draft of Haryana Law and Legislative Department (Group A) Service Rules, 2019.
          As per the Rules, no person will be appointed to any post in the service by direct recruitment who is less than 21 years or more than 42 years of age on the last date of submission of application to the Commission.
          Recruitment to the service will be made in the case of Deputy Legal Remembrancer and Deputy Secretary by promotion from amongst Assistant Legal Remembrancer or by transfer or deputation of an officer already in the service of any state government or the Government of India.
          Similarly, recruitment to the service will be made in the case of Legislative Officer (Hindi) and Deputy Secretary by promotion from amongst Deputy Legislative Officer (Hindi) or by transfer or deputation of an officer already in the service of any state government or the Government of India.
          In case of Under Secretary (General), recruitment to the service will be made by promotion from amongst Superintendent (General)/Private Secretary or by transfer or deputation of an officer already in the service of any state government or the Government of India.
          In case of Deputy Legislative Officer (Hindi), recruitment to the service will be made by promotion from amongst Codification and Publication Officer (Hindi) or Assistant Legislative Officer (Hindi) or by direct recruitment or by transfer or deputation of an officer already in the service of any state government or the Government of India.
          In the case of Assistant Legal Remembrancer, recruitment to the service will be made by promotion from amongst Codification and Publication Officer (English) or Superintendent (Legal) or by direct recruitment or by transfer or deputation of an officer already in the service of any state government or the Government of India.
