Haryana Govt appoints panel for slaughter houses

The Haryana Government has constituted a State Committee for Slaughter Houses headed by Principal Secretary, Urban Local Bodies. It has also constituted District Committee for Slaughter Houses under the chairmanship of Deputy Commissioner in all districts.
          The other members of the State Committee included Principal Secretary, Development and Panchayats Department; Principal secretary, Health Department or his representative, not below the rank of Joint Secretary, Director General of Police or his representative, not below the rank of Inspector General of Police; Director, Rural Development and Panchayat, Labour Commissioner, Director General, Animal Husbandry, Food Safety Commissioner representing Central Food Safety and Standard Authority of India, Member Secretary, Haryana State Pollution Control Board, Managing Director, Livestock Development Board and two individuals namely Mr Naresh Kadian of Delhi and Dr Sonia Bharti, Advocate of Kaithal. The Director, Urban Local Bodies would be Member Secretary.
          The State Committee would identify and prepare a list of all slaughter houses located within the local self government that is Municipal Corporations and Panchayats, call for reports from District Magistrate or Deputy Commissioner and District Food Safety Inspector, as the case may be on the functioning of the slaughter houses and on compliance of relevant applicable laws. The Committee would recommend modernization of old slaughter houses and relocate those which are located within or in-close proximity to a residential area.
          The Committee would send bi-annual reports on the state of slaughter houses to the Central Committee and refer issues that may require recommendations of Central Committee or Central Government’s assistance. It would accord final approval for licensing of slaughter houses to local self government.
          While the District Committee would be headed by Deputy Commissioner, Joint Commissioner or Executive Officer or Secretary of Municipal Corporation or Municipal Council or Municipal Committee would be the Member Secretary. Other members of the Committee included Superintendent of Police, Civil Surgeon or Deputy Civil Surgeon, Deputy Director, Animal Husbandry, Regional Officer, Haryana State Pollution Control Board, District Development and Panchayats Officer, Estate Officer, Haryana Urban Development Authority, Executive Engineer, Public Health Engineering Department, District Town Planner and Labour Welfare Officer.
         The District Committee would also identify and prepare a list of all slaughter houses located within the area of their district that is Municipal Corporations/Municipal Councils, Municipal Committees, Haryana Urban Development Authority, Haryana State Industrial and Infrastructure Development Corporation and Panchayats. It would send reports from the district to the State Committee on functioning of slaughter houses and also on compliance of relevant applicable laws. It would recommend modernization of old slaughter houses and the relocation of those which are located in close proximity to residential area. It would send bi-annual reports on the district slaughter houses to the State Committee and refer issues that may require Central Committee’s recommendations or Central Government’s assistance.
          Both the State and District Level Committees would recommend appropriate measures to deal with solid waste, water and air pollution and for preventing cruelty to the animals meant for slaughter. These would also carry out surprise and random inspections of slaughter houses regularly and issue directions for compliance of recommendations that may be made by it. These Committees will also identify on an ongoing basis, the unlicensed slaughter houses in the region and other unlicensed, unlawful establishment where animals are being slaughtered on howsoever a small scale it may be. These Committees would take help of District Magistrate and other law enforcement agencies to crack down on the same and would also check child labour.
