Haryana Chief Electoral Officer Shrikant Walgad said that the state has got 60 companies of central para-military forces besides six additional companies for conducting General Elections-2014 peacefully on ten Parliamentary Constituencies of the state on April 10, 2014 elections.
Mr. Walgad said that as many as 50,000 personnel of security forces would be deputed on about 17,000 polling stations in the State. The Chief Electoral Officer said that as many as 47,829 licensed arms have so far been deposited in the State. He said that 461 Nakas have been laid at borders of Haryana alongwith various other places in the state. So far, 10038 bottles of liquor have been seized in the State, he added.
While referring to the election expenditure, Mr. Walgad said that adequate arrangements have been made to keep a watch on the election expenditure by the candidates and the political parties. The Income Tax Department has set up a control room for Haryana having toll free number 1800-180-2252 for this purpose. He said that during the elections in the State, any type of information regarding election expenditure could be given on this toll free number. A toll free number 1800-180-2047 has also been set up by the office of Haryana Chief Electoral Officer, he further added.
He said that to ensure fair and transparent conduct of elections, duty magistrate, sector magistrate and supervisors would also be appointed besides the district Police. Each one of them would supervise the work of eight to ten polling centres during the elections. He said that micro observer would be appointed to ensure security during the elections. Apart from this, videography and webcasting of elections would also be conducted, he added.
Mr. Walgad said that 343 highly sensitive and 300 sensitive polling centres have been identified in the State. He said that these centres have been identified on the basis of each district and each Lok Sabha Constituency. Previous polling held in these areas has been kept into consideration for identifying highly sensitive and sensitive polling centres.
He said that to ensure peaceful polling on these centres, Superintendent of Police and Deputy Commissioner have been asked to maintain coordination. He said that the political parties would have to furnish the details of the accounts opened at social media to the district level Media Certification Committee. Apart from this, pre certification is needed by the political parties before publishing any advertisement on social media.
He said that after filling the nomination by the contesting candidates, they are given a booklet to maintain details of their election expenditure. The Shadow Observation Register of the candidates for Lok Sabha constituency will be maintained at the headquarters. Besides, they are also directed to open a new bank account to make transactions of their election expenditure. They would be required to make the payment only through cheque and RTGS from this account. The limit in cash dealing with any person, firm or organization is upto Rs 20,000 for the candidates. All these expenditure would have to be shown by the candidate to the election observers, he further added.
The Chief Electoral Officer said that various rallies and meeting organized by the political parties during the elections would be monitored by the Election Department through flying squad and videography team. This team would also keep a vigil on the expenditure by the candidate.
Mr. Walgad said that besides Police, officers of Excise and Taxation department have been appointed to keep a vigil on the sale of liquor. Apart from this, check post at various places have also been set up by the police. He said that coordination with the Excise and Taxation Department of the States adjoining Haryana has also been maintained for this purpose.
