Shrikant Walgad discusses Model Code of Conduct with political parties

Chief Electoral Officer, Haryana, Mr. Shrikant Walgad today held a meeting with representatives of various political parties  to discuss issues concerning Model Code of Conduct, limit and procedure to incur election expenditure and other related details  to be followed during elections.
           Mr. Walgad apprised the representatives of political parties that the contesting candidates would have to open a separate bank account for elections. All transactions of election expenditure would have to be carried out through cheques using the same account. During elections, the limit in cash dealing with any person, firm or organization is up to Rs 20,000 for the candidates. Apart from this, the candidate would have to maintain a shadow register for each and every transaction. Similarly, the Election Commission would also maintain such register which would be matched with candidate’s register from time to time. Any irregularity found while matching the registers or bank account statements, could become the reason for disqualification of the candidature.
He said that a candidate could carry cash upto only Rs 50,000 and election material amounting upto Rs 10,000. The cash or material exceeding these limits would be confiscated. Apart from candidate, if any other person carries cash or expensive goods related to his business or trade then he should have necessary documents otherwise it would also be confiscated by the Commission, he added.
           He said that Media Certification and Monitoring Committees have been constituted at District level and State Level so as to put a check on paid news. If any news is published or telecast in favour of a candidate, then expenditure of the same would be added in total expenditure limit of contesting candidate. The candidates would have take permission from District Election Officer before getting any advertisement published in electronic media or print media.
He said that the name of publisher should be mentioned on material being used for publicity. In case of any controversy, the publisher would also be held responsible. The publicity material would be placed at prescribed places. The publicity material could not be placed at any public or private property except the prescribed places.
           Speaking about Star Campaigners, Mr. Walgad said that if any prominent personality campaigns as star campaigner for any candidate, then the amount paid to him or her would also be included in the election expenditure of the candidate. If the Star Campaigner campaigns for political party instead of the candidate then the amount paid to him or her would be included in the election expenditure of the Party. He said that the election expenditure of a candidate would be counted from March 15, but if any candidate spends on any election material or campaign before this date then it would also be included in the election expenditure of the candidate.
 On the day of election, camps of contesting candidates could be set up outside100 meters of polling stations in support of candidates. However, no advertisement related to candidates could be displayed in these camps.  Apart from this, the slips being distributed by candidates this time should not contain any appeal for casting vote to him or his party. He said meetings and rallies being organised by the political parties would be videographed during the Lok Sabha Elections.
           He said that if any candidate or his supporter is found guilty of violation of Model Code of Conduct then action would be initiated against him as per law.
