Centre sanctions Rs 97.35 crore for development of tourism infrastructure

CHANDIGARH, SEPT 29
The Central Government has sanctioned a financial assistance of about Rs 97.35 crore and has released its first installment of about Rs 19.47 crore to Haryana Government for implementation of the ambitious project of ‘Development of Tourism Infrastructure at places related to Mahabharata in Kurukshetra’ under the Krishna Circuit Swadesh Darshan Scheme.
          This was stated by Haryana Chief Minister, Mr Manohar Lal here today. He said that the Government has decided to constitute a State Level Project Monitoring Committee and a District Level Implementation Committee to ensure timely completion of the project. He said that the State Level Project Monitoring Committee has been constituted under the Chairmanship of Managing Director, Tourism and has seven other members including a nominee of Finance Department, Director General, Urban Local Bodies, Chief Engineer, Haryana Tourism Corporation (HTC), General Manager, HTC, Chief Accounts Officer, HTC, representative of Ministry of Tourism not below the rank of Director and Joint Director, Tourism Department as Member Secretary.
          The Committee will monitor the physical and financial progress of the project and submit the progress report to the Union Ministry of Tourism on quarterly basis. The Managing Director, Tourism will maintain regular contact with Deputy Commissioner, Kurukshetra.
          The District Level Implementation Committee will be headed by Deputy Commissioner, Kurukshetra and have eight other members including Additional Deputy Commissioner, Kurukshetra, Chief Executive Officer, Kurukshetra Development Board, Architect of HTC, Executive Officer, Municipal Council, Kurukshetra, XENs of HTC at headquarter, Public Works (Building and Roads) Department, Kurukshetra and Public Health Engineering Department, Kurukshetra. The Drawing and Disbursing Officer of HTC, Parakeet, Pipli would be the Member Secretary.
          The Deputy Commissioner, Kurukshetra will be the Controlling Officer for the project in the district for the physical and financial monitoring as well as implementation.
          While giving details of the project, the Haryana Tourism Minister, Mr Ram Bilas Sharma said that the Haryana Tourism Corporation would be implementing agency and would put into place the mandatory facilities for barrier free access by the physically disabled persons. The project would be completed and commissioned within 24 months. Strict control over quality of construction at each stage of work will be ensured by the executing agency.
          Mr Sharma said that the components of the project included development of Braham Sarovar, Jyotisar, Narkatari, Sanhit Sarovar and city infrastructure. He said that while developing the city infrastructure, CCTV cameras, Wi-fi and security system would be added.
          He said that these places of religious significance would be given a massive facelift and more facilities would be added to facilitate the pilgrims and tourists visiting Kurukshetra. Such facilities would include multi-purpose tourist information centre, multimedia laser show with musical fountain at Braham Sarovar, War Formation at Abhimanyu Ghat, in addition to other new facilities. He said that at all these places, there would be more parking space and adequate number of benches, flood lights, dustbins, water coolers, LED facade flood lights, well laid pathways, tree up lighters and public toilets.
          He said that the State Government would make land for the project available free of cost and render all possible assistance for completion of project on time. No portion of the project would be executed on land or property owned by any private individual or trust.

Haryana CM's plea to varsities to adopt villages under Swachhta Abhiyaan

CHANDIGARH, SEPT 29
 Haryana Chief Minister Manohar Lal today urged all the State and Private Universities to initially adopt at least five villages    for achieving the goal of Swachhta Abhiyaan   and thereafter,  set a target to adopt all villages in a block for the same purposes. The government would give special reward to such universities, he added.
        The Chief Minister was presiding over a meeting of all Vice Chancellors of the State and Private Universities to review the calendar of programmes  to be undertaken by them during the Swarna Jayanti celebrations in the state, here today.
        He also urged the technical universities to adopt five villages each and make proposals for drainage of polluted water and solid waste management. After achieving this, these universities should also make efforts   to manage the same in all villages in a block. The expenditure on these projects would be borne by the government.
        He said that the government wants to make Haryana a leading State in the country in Swachh Bharat Abhiyaan. The Government is committed to develop all its villages with the help of educational and social institutions. He also urged them to explore possibilities for getting maximum contribution from industry and corporate sector in infrastructure development in the universities.
        He also appreciated the valuable suggestions given by the Vice Chancellors for Swarna Jayanti programmes to be undertaken by them in their respective institutes and sought their suggestion for adding new progammes in the celebrations. He said that the role of Universities is of utmost importance as the mental and intellectual development of students  depends on our educational institutions. Issues like holding of different sports events, cultural activities, youth summit, international seminar and exhibition were discussed   in the meeting. The issue to ensure participation of University students in different activities was also discussed.
        He said that Prime Minister has accepted the invitation to be the Chief Guest in the grand opening of Swarna Jayanti Samaroh  at Gurgaon on November 1, 2016. The celebrations would continue upto October 31, 2017. The programmes would be organized in all districts in the state in which involvement of all people would be ensured.
He said that Gita Jayanti Mahotsav would be organized at international level in Kurukshetra in December next. Apart from a National Youth Festival, a seminar of Non Residents of Haryana from all over the world would also be organized in the month of January  next year. In addition, ‘Khel Mahakumbh’ would  be organized  as concluding event of celebrations in which players from all over the country would participate.
        The Chief Minister also suggested that Vice Chancellors should also organize a mega event to mark the anniversaries of those prominent personalities whose chairs have been set up in their institutions for research purposes.
        Chief Secretary Mr D.S. Dhesi briefed about the Swarna Jayanti Celebrations on this occasion.
        Others present  in the meeting included Additional Chief Secretary Sports Dr K.K. Khandelwal, Principal Secretary Higher Education Dr Mahavir Singh, Convenor of Swaran Jayanti Celebrations Committee Mr Rajiv Sharma, Vice Chancellors of State and Private Universities and other senior officers of the State government.

Naqvi announces setting up of Sadbhavna Mandap’ in Mewat

 Union Minister of State for Minority Affairs Mukhtar Abbas Naqvi has announced to set up ‘Sadbhavna Mandap’ in all blocks of district Mewat where programmes on communal harmony, skill development, education and sports would be organised.
          Mr Naqvi, who was addressing the third progress panchayat in village Bichhaur, district Mewat, said that he has spoken to the concerned officers of the state government and the Ministers regarding the setting up of these Sadbhavna Mandaps. He called upon the people of Mewat that  one might have negative agenda, but “we would bring to you only   the issues  of development and growth, which would only ensure your welfare”.
          He said that a driving school of international level would be set up in Mewat in which his Ministry would also give assistance. During the last two-and-a-half years of Prime Minister Mr Narendra Modi led Central government,  the country has witnessed an atmosphere of development in which the employment avenues have been increased by manifold. He assured that these opportunities would be further increased in the days to come. He said that it was  for the first time  that the government has come to  the people of Mewat with a programme of development through progress panchayats.
          The Union Minister said that Mr Modi is of the view that we should go to the people with the development policies and programmes of the government. To realize this, Government has come up with the agenda of development in progress panchayats. Stressing the need to fight a war against poverty, Mr Naqvi said that for this, education is must to eliminate poverty from the country. We intend to improve the standard of education in Mewat so that the people could feel the sense of equality, said Mr Naqvi, adding that various programmes of skill development would be started in Mewat so as to make the youth employable.
          While referring to the terrorist attack in Uri recently, Mr Naqvi said that there are some forces which have become the enemy of 125 crore people of the country and wanted to disrupt the peace in the world. He questioned that whether these forces should get befitting reply or not. On this, the people raised their hands in affirmation. Mr Naqvi said that we got your reply and such forces would be given appropriate reply.
          Later while interacting with the media persons, Mr Naqvi assured that he would make efforts along with Union Minister Rao Inderjit Singh to get rail service started in Mewat. In reply to another question, he said that we should be united for the security and honour of the country. When asked whether this programme has been organized keeping in view the upcoming assembly elections in some States, he replied that neither he asked the people to join our party nor talked about elections. He said that he has come here to establish faith among the people of Mewat towards development.
          Speaking on the occasion, Union Minister of State  for Planning, Urban Development and Housing and Poverty Alleviation, Rao Inderjit Singh said that the main aim of the progress panchayat is to apprise the people belonging to Minority Communities about the achievements and welfare policies of the government. He described the people of Mewat as brave.
          Haryana Public Works (Building and Roads) Minister, Rao Narbir Singh said that it is a matter of concern that despite  its proximity to National Capital, Delhi, Mewat remained backward. He said that the state government is ensuring the development of Mewat by following   the slogan of ‘Sabka Saath Sabka Vikas’ given by Prime Minister Mr Narendra Modi.

Panchkula to have a 50-bedded Ayush hospital

CHANDIGARH, SEPT 28
A 50 bedded Ayush hospital would be set up at Panchkula over an area of 12 acres at an estimated cost of Rs 10 crore.
         While stating this today, Health Minister, Mr Anil Vij said that Chief Minister Mr Manohar Lal has approved a proposal to this effect.
          Mr Vij said that the Central Government has sanctioned Rs nine crore for this hospital which would be set up with the assistance of National Ayush Mission. The hospital would immensely benefit the residents of Panchkula and adjoining areas. The construction of the hospital building would soon commence and it would have all wings of AYUSH including Panchkarma, vasti, vaman, virechan, shirodhara and nasya. In addition, OPDs of Unani, Yoga, Sidha and Homeopathy systems of medicines would also be started.
          Mr Vij said that AYUSH department is already operating a 100 bedded hospital at Sri Krishna Ayurvedic College, Kurukshetra and a 25 bedded hospital is functional in Bhiwani. Also, two such hospitals of 10 beds each and six Primary Health Centres were functioning in the state.
          He said that with a view to promote Ayush in a big way, the Government was also setting up Sri Krishna Ayush University at Kurukshetra which would be first of its kind university, he added.
BAN ON USE OF LANTERNS: The Haryana Civil Aviation Department has imposed a complete ban on the use of lantern or wish kites within a radius of two kilometers from Civil Aerodrome, Pinjore.
          While giving this information here today, a spokesman of the Civil Aviation Department said  that during the festival season, the  airport operators face many problems due to the use of lantern or wish kites, especially during landing and take off of the aircrafts. Therefore, the ban has been imposed on the directions of the Union Ministry of Civil Aviation.
STATUTORY COMMITTEE: The Haryana Government has constituted a Statutory Committee headed by Chief Minister, Mr. Manohar Lal, to recommend the name for appointment of Commissioner for the Haryana Right to Service Commission.
          The Committee would include as Members Mr. Abhay Singh Chautala, Leader of Opposition in the Legislative Assembly and Transport Minister, Mr. Krishan Lal Panwar. The Chief Secretary would assist the Committee as its Secretary.
          Lt. Gen (Retd.) V.S. Tonk, Commissioner, Haryana Right to Service Commission will retire with effect from October 4, 2016 on attaining the age of 65 years.

Haryana Govt sanctions 1724 posts for 21 women police stations

CHANDIGARH, SEPT 28
The Haryana Government has sanctioned 1,724 posts of different categories for all the 21 women police stations in the State so as to further strengthen these police stations.
          While stating this here today, Finance Minister Capt. Abhimanyu said that the Chief Minister Mr Manohar Lal is very much concerned about the safety of the people, especially the women.
          Mr Abhimanyu said that each of the 21 districts have one women police station. Referring to the total posts sanctioned for these police stations, he said that these included 20 posts of Lady Inspector, 129 posts of Lady Sub Inspector, 250 posts of Lady Assistant Sub Inspector, 396 posts of Lady Head Constables, 786 posts of Lady Constables and 143 posts of Class-IV including cook, water carrier, sweeper and mali.
          He said that while one post of Lady Inspector has been sanctioned for each of the 21 women police stations. The number of Lady Sub Inspectors in these police stations would vary between five and ten. Similarly, there would be a minimum of eight and maximum of 16 posts of Lady Assistant Sub Inspectors and the number of Lady Head Constables would be between twelve and 24. Also, there would be a minimum of 18 and maximum of 48 posts of Lady Constable that have been approved for these police stations.
          The Finance Minister said that the present State Government has taken effective steps to further strengthen the infrastructure in women police stations. Fifty PCRs and 100 scooties have already been announced for these police stations. Apart from this, women police volunteers would be appointed in every village in the districts of Karnal and Mahendergarh in the first phase. These volunteers would assist the police in maintaining proper coordination with the people, he added.
          He said that with a view to boost the morale of women police personnel, it has been decided to celebrate Mahila Police Diwas every year on the occasion of Raksha Bandhan. He said that this year, the State level function of Mahila Police Diwas was organized at Panchkula on August 17, where the Chief Minister Mr Manohar Lal announced a number of incentives for the welfare of police personnel. These included increasing the amount of ex-gratia being given to police personnel, who lay down their lives in the line of duty, from Rs 10 lakh to Rs 30 lakh, and for those seriously injured from Rs 5 lakh to Rs 15 lakh. Apart from this, the Chief Minister also honoured four women police personnel by presenting them with medals for their outstanding performance in tackling crime against women in the last one year. The present government has adopted a transparent procedure for recruitment in Police Department under which only five marks have been kept for the interview, he added.

'Vision 2030 Document’ released on occasion of Swaran Jayanti

The Haryana Government plans to release ‘Vision 2030 Document’ on the occasion of Swaran Jayanti of the State on November 1, 2016.
          This was revealed in a meeting on Implementation of Sustainable Development Goals (SDGs) in Haryana: 2030 held under the Chairmanship of Chief Secretary, Mr D.S.Dhesi here today.
          Mr. D. S. Dhesi directed all Working Groups to prepare workbook of Vision 2030 Document by October 7, 2016.He also asked them to ensure that the goals of sustainable development are achieved in an effective manner. Mr. Dhesi also reviewed the progress so far made by the working groups for preparation of draft of the Vision Document.
          It was informed in the meeting that  initial document ‘Haryana Vision 2030’ which outlines the broad principles has already been sent to NITI Aayog on August 16,2016. The vision document would be prepared keeping in view the social goals   and proposed   SDGs for about 15 years, for the period up to 2030.
          Those present in meeting included Additional Chief Secretary(ACS), Health, Mr Rajan Gupta, ACS, Development  and Panchayats, Mrs. Navraj Sandhu, ACS, Finance and Planning, Mr P. SWAPING POSTINGS: Haryana Government has ordered that Pradeep Godara, Additional Director (Admn.), Medical College, Nahar in District Mewat  and Mukesh Kumar, Sub Divisional Officer (Civil)-cum-Additional Collector, Nuh will swap their respective places of posting with immediate effect.
 GURGAON BECOMES GURUGRAM: The Central Government has accorded its approval to change the name of Gurgaon as Gurugram.
          This was stated by Haryana Chief Minister, Mr Manoghar Lal while interacting with media persons shortly after presiding over the first meeting of the State Level Swarna Jayanti Celebrations Committee   at Panchkula, near here today.
          He said that now both the city as well as the District of Gurgaon would be known as Gurugram.

Felling of trees banned for 5 years in Haryana

CHANDIGARH, SEPT 27
 Felling of trees will be banned in Haryana for five years so as to increase the forest cover. However, those trees that have withered or are required to be removed because of a development project would be allowed only after seeking approval of the concerned authorities.
        This was stated by Haryana Additional Chief Secretary, Forests, Mr. R.R. Jowel who was presiding over a review meeting of the Department here today.
          It was informed in the meeting that as a part of the Swarna Jayanti projects, a City Forest would be developed at Murthal over an area of 116 acres and a workshop of antique furniture items would be set up at the plots of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) in Bawal.
          Mr Jowel directed that trees should be planted along all National and State Highways, District and village roads without any further delay. He asked the Principal Chief Conservator of Forests (PCCF), Dr. Amrinder Kaur to identify and purchase land under the Compensatory Afforestation Management and Planning Authority (CAMPA) head to increase green cover in the state. 
          Mr. Jowel directed that all the pending cases under Forest Conservation Act, 1980 should be taken up on priority basis and same should be settled without any further delay. He said that the already constituted State Level Committee should immediately assess the availability of wood and accordingly submit the report to take decision on issuance of more licenses to wood based industries. He emphasized the need to develop dense linear forest patches which were envisaged in the Swarna Jayanti celebrations of the state.
          The Additional Chief Secretary directed to maintain transparency and make payments to the labourers by adopting Direct Benefit Transfers scheme. He warned all the forest officers that defying or non compliance of these orders would be viewed seriously and such officers would be charge sheeted.
               In the meeting, Managing Director, Haryana Forest Development Corporation, Mr. Gulshan Ahuja and other senior officers of the department made power point presentation of the works being carried out by them.

Haryana upgrades functional grade pay

CHANDIGARH, SEPT 27
The Haryana Government has upgraded the functional grade pay and has improved the Assured Career Progression (ACP) pay structure of its employees in different departments. 
        While stating this here today, a spokesman of the Finance Department said that after the revision, APO in Renewable Energy Sources Department, Labour Inspector of Labour Department and Technical Supervisor of Haryana Vidhan Sabha would get grade pay of Rs 4,000 instead of Rs 3,600 in the same pay scale. He said that AYUSH, Ayurvedic, Homoeopathic and Unani Dispenser of Health Department would get grade pay of Rs 3,600 instead of Rs 3,200. Similarly, Auditor in Cooperative Department would get grade pay of Rs 3,600 instead of Rs 3,300. He said that revision in grade pay would be effective with effect from September 1,2014.
        He said that the government has also modified the ACP pay structure of AMO, HMO, UMO, DAO and Assistant Director of AYUSH Department. 
        The entry level pay structure for AMO, HMO and UMO would be pay band 2 - Rs. 9,300-34,800 plus grade pay Rs.4,800 and ACP pay structure after seven years of regular satisfactory service as AMO, HMO and UMO would be pay band 2 - Rs. 9300-34,800 plus grade pay Rs.5,400. The entry level pay structure of DAO would be pay band 2 – Rs 9300-34,800 plus grade pay Rs 5,400. After five years of regular satisfactory service in grade pay of Rs 5,400 (12 years as AMO, HMO, UMO or five years as DAO) limited to 20 per cent of the cadre post of AMO, HMO, UMO and DAO, they would get ACP pay structure in pay band 3 – Rs 15,600-39,100 with grade pay of Rs. 6,000. The entry level pay structure of Assistant Director would be pay band 3 – Rs 15,600-39,100 plus grade pay Rs 5,400.
        After eight years of regular satisfactory service in grade pay of Rs 6,000 (20 years as AMO, HMO, UMO or 13 years as DAO or eight years service as Assistant Director) limited to 20 per cent of the cadre post of AMO, HMO, UMO, DAO and Assistant Director, they would get ACP pay structure in pay band 3 – Rs 15,600-39,100 with grade pay of Rs. 7,600.

Centre starts procurement of paddy on MSP in Haryana mandis

CHANDIGARH  SEPT 27
On the request of Haryana Chief Minister Mr Manohar Lal, Union Minister of Consumer Affairs, Food and Public Distribution Mr Ram Vilas Paswan announced to begin from today the procurement of paddy on Minimum Support Price (MSP) in all the mandis and purchase centres in the State.
            Mr Ram Vilas Paswan was addressing a well attended gathering after he alongwith Mr Manohar Lal launched the e-Kharid System, developed jointly by Haryana Haryana State Agricultural Marketing Board (HSAMB) and Food, Civil Supplies and Consumer Affairs Department at Karnal today.
            He said that the e-Kharif system is a unique system and would benefit farmers, traders and consumers. He said that with the launch of this system, the name of Haryana would be written in letters of gold in the days to come.
             The Union Minister said that Chief Minister Mr Manohar Lal telephonically informed him that as the farmers produce has already started arriving in the mandis, the procurement of paddy should be started at the earliest. He said that though the MSP is usually implemented from October 1 yet considering the request of the Chief Minister and in the larger interest of farmers, he has taken the decision to start the procurement process from today. “I have  asked the Food Corporation of India (FCI) and other agencies to start the procurement process from today”, said Mr Paswan.
             While describing today as a historical day for Haryana, Mr Paswan said that Haryana is considered as a model state in the country whose people are well known for their hard work. He said that he recently visited Brazil and he was surprised to listen from the authorities there that 95 per cent cows in Brazil are from Haryana. Though, Haryana has no advantage of natural resource such as mines, yet it has made its mark in many spheres of its own, he added.
             Mr Paswan also appreciated the State Government for taking various e initiatives in the State. He said that he is thankful to the State Government for linking all the ration cards with Aadhar. He said that this system has helped the State Government in unearthing about one lakh fake ration cards.  He said that the aim of the Government is to ensure computerization and in the same series Point of Sale devises would be set up at all ration depots in the State from November 1, 2016.
            Mr Paswan said that the Central Government has completed just over two years of its tenure, corruption has taken the back seat. Under the able leadership of Prime Minister Mr Narendera Modi, various new welfare schemes have been started. Prominent among these are Pradhan Mantri Jeevan Suraksh Yojna, Pradhan Mantri Jeevan Jyoti Yojna, Pradhan Mantri Fasal Bima Yojna and Pradhan Mantri Jan Dhan Yojna.
            While giving his assurance to the farmers, traders and consumers, he said that the Central Government is soon going to bring a law to safeguard the interest of consumers and to ensure that they get produce as per the specified standards.
            Earlier, while speaking on this occasion, Chief Minister Mr Manohar Lal described the day as an e-yug. He said that it is a matter of pride that Haryana has also taken the lead in implementing e-Kharif System   through e-NAM in the country. He said that this system would be beneficial for farmers, aarhtis, consumers and  Marketing Board. This system would ensure transparency as it would provide complete details about the quantity of produce sold and money received.
            He said that a delegation of Aartiyas recently called on   him at Chandigarh regarding the e-Kharif System. He said that he  assured the delegation that the system would be implemented with the  consent of farmers and arhtiyas.
          While stressing the need of proper financial management for the farmers, he said that a sound financial management is must to run any venture into  profit. Less educated people or those who are dependent on others  could be easily misguided said Mr Manohar Lal adding that the  farmers should be made aware of the financial management.
            The Chief Minister said that the State Government would implement a system as per which the amount of farmers would be deducted on the basis of moisture content   in their  produce. He said that upto moisture content of 17  per cent, no amount would be deducted but if the moisture content is above 17 per cent then amount would be deducted in proportion   to the increased moisture content.
            Union Minister of State for Consumer Affairs, Food and Public Distribution Mr C. R Chaudhary said that usually people were scared of computerization but it is important to bring India in top five countries of the world. He said that e-kharif system would also be beneficial for the traders as they would get SMS alerts on their phone having information about the current rate of produce.
            Haryana Agriculture and Farmers Welfare Minister Mr O.P Dhankar said that with the implementation of e-kharif system, the farmers would be able to sell their produce in any mandi across the country and similarly, the traders could purchase the produce from any mandi in the country. This system would bring transparency.
            Minister of State for Food and Supplies Mr Karan Dev Kamboj said that e-kharid system is a step forward towards realizing the vision of Prime Minister Mr Narendra Mod to ensure transparency and curb corruption.

HSAMB to integrate its 54 mandis with e-NAM

CHANDIGARH, SEPT 26
Haryana State Agricultural Marketing Board (HSAMB) has decided to integrate its 54 mandis with electronic National Agriculture Market (e-NAM) in the first phase of this ambitious project. While four mandis of Ellenabad, Karnal, Ambala City and Shahbad have already been connected under E-NAM as a pilot project, 27 mandis will be covered under online platform by the end of this month.
        While stating this here today, a spokesman of HSAMB said that the remaining 23 mandis would be connected by March 31,2017. This will ensure transparent sale transactions .
         He said that the Board has spent   Rs 823.66 crore   on various development works including upgradation of grain markets, construction of new link roads and special repair of existing roads so far during the tenure of the present government. Out of these,   Rs 342.84 crore have been spent on development of new grain markets and upgradation of facilities in the existing markets. In addition, works to the tune of Rs 272.29 crore for  providing similar facilities in existing markets are in progress.
         He said that the Board has constructed 247 new link roads having a total length of 755 kilometers at a cost  of Rs 190.70 crore. The work on 106 link roads having length of 380 kilometers is in progress at an estimated cost of Rs 215.51 crore. He said that the Board has completed special repair of 711 link roads at a cost of Rs 290 crore. Apart from this, similar work  on 179 link roads is in progress at a cost of 91.27 crore, he added.
         Referring to the schemes to be launched during the Swarna Jayanti year, the spokesman said that 31 mandis would be connected with e-NAM between November 1, 2016 and October 31, 2017. Besides this, Kisan Bazar would set up in mandis at Panchkula and Rohtak. The Board will also complete automation facilities in 10 mandis of Hisar, Uklana, Barwala, Pipli, Cheeka, Kunjpura, Indri, Barara, Babain and Asandh. Apart from this, Plot and Property Management System (PPMS) would also be implemented in 108 mandis in the state, he added.

Haryana Tourism offers 10% discount on food and accommodation

With a view to mark World Tourism Day falling on September 27, the Haryana Tourism has decided to offer ten per cent discount on food and accommodation to the guests visiting its tourist complexes across the State from September 27 to  29, 2016.
            While stating this here today, Principal Secretary, Tourism Department Dr. Abhilaksh Likhi said that a series of food festivals would also be organized during these days  at Karna Lake, Karnal, Magpie, Faridabad and Ethnic India, Rai in District Sonipat. A variety of cuisines including South Indian, Chinese, Rajasthani, Mughlai, Hyderabadi and Awadhi would be served during these   food festivals. e-auctioning of hotel sites by HUDA

Haryana Urban Development Authority (HUDA) has announced e-Auction of three or five Star Hotel site in sector 2-commercial area, in Kurukshetra  on October 7, 2016.
          While giving this information here today, an official spokesman said that the site measured 2.78 acres or 11,332 sq.mtr. It is under Hadbast No. 360 of village Pipli, beyond the limits of Municipal Council, Thanesar.
Its reserve price is Rs 5200.27 lakh. The earnest money deposit   or security amount would be   Rs 104.01 lakh.
He said that the brochure containing detailed terms and conditions of e-Auction including eligibility conditions and earnest money deposit   of the site are also available on the portal www.huda.org.in and https://haryanaeprocurement.gov.in. The intending bidders could contact Estate Officer HUDA, Kurukshetra for further information, he added.
312 CHEATING CASES REGISTERED: In a crackdown on use of unfair means in examinations, special flying squads constituted by the Board of School Education Haryana (BSEH) have registered 312 cases of cheating during the first and second semester of secondary and senior secondary examinations of the Board.
          While stating this today, a spokesman of the Board said that the students were caught using unfair means during the examination of second semester of Secondary (Re-appear) in Science, and examinations of first and second semester of Senior Secondary (Re-appear) in History and Chemistry. 
          He said that while 31 students were caught by flying squads in districts Fatehabad, Faridabad, Gurgaon, Hisar, Jind, Mahendragarh, Mewat and Sonepat, 26 were caught in Hathin and Hodal, Palwal, Ferozepur Jhirka, Nuh and Narnaul. Rapid action force and other flying squads registered 99 and 156 cases, respectively, he added.
 VEHICLE DUMPING DERBIS SEIZED: A team of Municipal Corporation Gurgaon today seized a vehicle being used in dumping debris   along Faridabad road, and the person involved  was fined  Rs 5,000 for violating the orders of the National Green Tribunal. 
        While giving this information today, a spokesman of the Municipal Corporation  said that as the Senior Sanitary Inspector was inspecting zone-3 area for sanitation, he saw a person dumping construction debris at an unauthorized place and he took action promptly.
          He said that different locations have been fixed for dumping such debris. In case someone is caught committing such an offence  for the second time, he would have to pay 20 per cent more in addition to a fine of Rs 5,000. For seeking construction debris disposal services, any resident could call on the toll free number of Municipal Corporation 1800-180-1817, he added.
E-PRODUREMENT: In yet another IT initiative of the  Haryana Government, Union Minister for Food and Public Distribution Mr Ram Vilas Paswan will launch e-procurement at Karnal on September 27, 2016. The function will be presided over by Haryana Chief Minister, Mr Manohar Lal.
         While stating this here today, an official spokesman said that   Haryana Agriculture Minister, Mr O.P. Dhankar, Minister of State for Food, Civil Supplies and Consumer Affairs Mr Karan Dev Kamboj and Chairperson, Haryana State Agricultural Marketing Board would also grace the occasion.
        The spokesman said that e-procurement portal had been developed jointly by Haryana State Agricultural Marketing Board and Food, Civil Supplies and Consumer Affairs Department.

Guidelines to grant minority status to Educational Institutions

The Haryana Government has revised guidelines for grant of minority status to Minority Educational Institutional in the State. These guidelines are effective with immediate effect.
        While stating this here today, a spokesman of the Education Department said that Principal Secretary, Higher Education Department, would be the competent authority to grant recognition to minority educational institutions in Haryana. The  minority status would be accorded to the applicant society by the State Government if a minimum of two-third of the members of the Society or Trust belong to the same minority community and a certificate for each member is submitted, which is issued by the Sub Divisional Officer (Civil) along with photograph and verified signatures of the members.
        He said that at the time of submission of application, the sponsoring body should be in possession of two acres of land either by way of ownership or on a perpetual irrevocable lease of at least 33 years in case when the proposed land falls in Municipal limits and five acres in case the land falls in rural area. He said that the CLU might also be deposited as the case may be. On the proposed land, the Society or Trust would give an undertaking that the land is meant only for the proposed institution and no other institution would be formed or raised on this land. For setting up of a degree college, it would be mandatory to start at least two streams of instructions.
        The spokesman said that the aims and objectives of the educational agency incorporated in its bylaws should clearly specify that it is meant to primarily serve the interests of the minority community to which it belongs. At least two-third members of Trust, Society or Company should belong to the minority community. The minority educational institution would not compel any of its students or employees to take part in any of its religious activities. The minority educational institution would observe general laws of the land relating to educational institutions, he added.
        He said that the minority educational institution would do nothing which might come in the way of communal and social harmony. In case of aided minority institution, the admission of students from the community should be to a reasonable extent, say up to 50 per cent. All admissions would be made on the basis of merit. The competent authority can withdraw the approval or recognition of any minority educational institution in case the instructions, rules and regulations issued from time to time by the affiliating universities or State Government are not abide by the institution. The institution would adhere to all the instructions, rules and regulations issued from time to time by the affiliating universities or State government. The institution would charge only such fee and funds from the students as prescribed by the affiliating university or State Government as amended from time to time, he added.
        The spokesman said that if there is any change in the address of the institution or Society or in any member of the Society or Trust the same must be intimated to the competent authority within 15 days in writing. The institution would submit its audit reports every second year and the annual return of teachers and students every year to the competent authority, he added.

Haryana Govt clinches 558 MoU with total invest of Rs 6.41 lakh crore

 The present Haryana Government has clinched 558 Memorandum of Understanding (MoU) with a total potential investment of Rs 6.41 lakh crore, as a follow up of the Happening Haryana Global Investors’ Summit  held  in March 2016.
          While stating this today, Managing Director of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), Mr Sudhir Rajpal said that   out of these , 359 MoUs with the potential investment of Rs 5.84 lakh crore were signed during Happening Haryana Global Investor Summit, 2016. Continuous efforts are being made for grounding of the MoUs in the State.
          He said that with E-Biz Portal, about 140   of the investors have successfully filled their applications and now the approvals are being given under this procedure in a time bound manner.The state has been divided into four categories of development blocks that is A, B, C and D,  for incentive support. Efforts are being made for grounding the investment in Block C and D in the State, which included Districts of Hisar, Ambala, Yamunanagar, Rewari, Jind and Mohindergarh.
He said that the progress of 23 projects was  reviewed. These have a scope  of total Investment of Rs 41,800 crore and a total employment potential of 51000. A few proposed investors in C Block are M/s Forum Agro Foods with proposed investment of Rs. 100 crore with proposed employment of 1000, M/s Ambience Health Care and Sports Club with proposed investment of Rs. three crore and proposed employment of 50, OM Shanti Educational Trust with proposed investment of Rs four crore and in D Block M/s Dhanda Exporters and Company with proposed investment of Rs. 1.25 crore with proposed employment potential of 45. These projects  are at  advanced stage of clearance and within next few days they will be getting approvals from the concerned departments. There are more than 200 MoU where location has not been specified. Efforts are being made to impress upon them to make their investment in C and D blocks of the State, he added.
SATAT MILAP TOUR:  The nine districts of Haryana that are home to over 2.5 lakh veterans and Army widows, would be covered under ‘Satat Milap Tour’ which was flagged off by 33 Armoured Division at Hisar Military Station today.
The tour aims at connecting with veterans and Army widows residing in the southern districts of Hisar, Sirsa, Fatehabad, Rohtak, Jhajjar, Jind, Rewari, Bhiwani and Mahendragarh. The tour will culminate on October 4, 2016.
 The nine Satat Milap teams of various regiments participating in the tour would establish contact with maximum number of ex-servicemen or their surviving dependents, and register them on Army Veterans’ Grievance Handling Portal to facilitate the veteran fraternity to avail maximum benefits of the schemes entitled tothem.It would also provide an opportunity to the teams to serve the veterans by taking up individual cases of pension and documentation anomalies, and project them at appropriate level so as to expedite redressal of their grievances.
NEED TO TEACH A LESSON TO PAKISTAN: The Union Minister for Social Justice and Empowerment, Mr. Ramdas Athawale today said that it has become necessary to teach, at least once, a lesson to the country like Pakistan, which supports terrorism. The big countries like America, Russia and China should support India on this issue.
The Union Minister, who was interacting with media persons in Rohtak today condemned the Uri terror attack and criticised Pakistan for promoting terrorist activities and exerting its claim over Kashmir, which belongs only to India.

UK Councils keen to work with Haryana in solid waste management

A number of local councils in the United Kingdom have expressed their interest to work with Haryana in the area of solid waste management.
          This was stated by Haryana Urban Local Bodies Minister, Mrs. Kavita Jain, who has returned from a visit to London. She said that the State would adopt the system followed by local councils in the UK for disposal and recycling of solid waste and a special action plan in this regard would soon be prepared.
          She said that different local councils in that country have expressed keen interest in collaborating with the Haryana Government in this field.
          She said that during the visit, she was invited to Hounslow Civic Center by the Hounslow London Borough Council, where discussions to explore possibilities of mutual cooperation were held with Member of Parliament, Feltham and Heston, Mrs. Seema Malhotra, who belongs to Sonepat, Mayor, Hounslow, Ms. Ajmer Grewal, President of association of Haryanvi Diaspora in the UK, Mr. Kuldeep Ahlawat and other Councillors.
          Giving details of the process adopted by the London Council for disposal and recycling of solid waste, the MP discussed possibilities of the London Council for setting up a recycling plant in Haryana.
          Mrs. Kavita Jain also enquired about functioning of urban areas, taxation system, streetlights and the contributions made by members of the Haryanvi Diaspora in various fields.
CAPT ABHIMANYU HAILS GST DECISION: Haryana Finance Minister, Capt. Abhimanyu, has hailed the decision to fix Rs 20 lakh as the threshold limit for imposition of Goods and Services Tax (GST) as it would benefit 50 per cent of the traders in Haryana, who would not come under the purview of the GST system.
        The Minister was interacting with media persons after a meeting of the Goods and Service Tax (GST) Council   held under the chairmanship of Union Finance Minister, Mr. Arun Jaitley in New Delhi today.
        He said that Prime Minister, Mr. Narendra Modi, was in favour of implementing GST in the entire country from April 1, 2017 onwards and the State was also fully prepared in this regard.
        He said that the fixing of threshold for imposition of GST at Rs 20 lakh would provide relief to small traders and retailers with annual turnover of up to Rs 20 lakh, as this would reduce the pressure on them while ensuring better revenue collection. Small traders would also have to arrange for computers and other resources if they are included in the system. This decision would also pave the way for fixing the upper limit of goods and services.
Earlier while attending the meeting, the Haryana Finance Minister had suggested that the threshold limit for imposition of GST be fixed at Rs 25 lakh, whereas Uttar Pradesh had suggested that the limit be fixed at Rs 10 lakh. However, the Finance Ministers of most States had seconded Capt. Abhimanyu’s suggestion, following which the limit was fixed at Rs 20 lakh. The petroleum products have so far been kept out of the ambit of the GST.
        The next meeting of the Council would be held on September 30, 2016 and special meetings would be conducted from October 17 to 19, 2016.
        Those present in the meeting included Union Minister of State for Finance, Mr. Santosh Kumar Gangwar, Finance Ministers of all States and Haryana Additional Chief Secretary, Excise and Taxation, Mr. Sanjeev Kaushal.

Haryana Govt issues guidelines for Kharif Marketing Season

The Haryana Government has issued guidelines for the Kharif Marketing Season (KMS) 2016 beginning October 1.
        While stating this here today, an official spokesman said that procurement of leviable paddy would begin on  October 1 and continue up to December 15 and the period of procurement of Bajra would be from  October 1 to November  15, 2016.The Central Government has fixed Minimum Support Price (MSP) of paddy as Rs 1470 per quintal  for  common variety and for Grade A variety it is Rs 1510 per quintal.He said that in case of coarse grain,  the MSP for Bajra is Rs 1330 per quintal, Jowar (hybrid) Rs 1625 per quintal and Maize (Maladandi) will be procured at MSP of Rs 1625 per quintal.
          He said that on the basis of reports from Agriculture Department and field, it is estimated that about 42 Lakh Metric Tonnes (LMT) of leviable paddy would arrive in the mandis and purchase centres of Haryana. Procurement agencies’ share of  purchase would be about 41 LMT. The rest about  one LMT is expected to be purchased by millers and dealers. The leviable paddy purchased by the procurement agencies will have to be got milled and the entire Custom Milled Rice (CMR) manufactured from such paddy will have to be delivered to Central Pool by the end of March 2017.
    He said that the State Government is committed to make payments to farmers within 48-72 hours. Sufficient cash credit limit for purchase of Paddy and Bajra is being arranged from Reserve Bank of India. The payment to farmers will be made through Billing-cum-Payment Agents (BCPAs) and Kachha Arhtia or as per the choice of the farmer is direct payment or through Arhtia. The BCPAs will ensure timely payment to the farmers through arhtias, proper weighment of foodgrains, maintenance of proper accounts of foodgrains purchased and lifting the stocks from kacha arhtias.
    The specifications for Kharif Marketing Season 2016-17 have been received from the Central Government and   circulated to all concerned. Damaged, sprouted and weevilled grains should not exceed four per cent.
    In case of paddy, the maximum limit of inorganic as well as organic foreign matter is one per cent. The maximum limit of damaged, discoloured, sprouted and weeviled grains is five per cent. Similarly, the maximum limit of immature, shrunken, shriveled grains is three per cent and that of admixture of lower classes six per cent. The maximum limit of moisture Content is 17 per cent.
          The Food, Civil Supplies and Consumer Affairs Department would make its control rooms functional at the State headquarters as well as District Headquarters well before the commencement of the season. Similarly, other Procurement Agencies will also set up their control rooms at their State Headquarters as well as District Headquarters. The Procurement Agencies will ensure to communicate information about the procurement to the control rooms of Food, Civil Supplies and Consumer Affairs Department on day-to-day basis. The Department, in turn, will communicate the procurement information to the Central Government and other concerned quarters on day-to-day basis.

@ Rice (both Raw and Parboiled/Single Parboiled) can be procured with moisture contents upto a maximum limit of 15 per cent  with the value cut. There will be no value cut upto 14 per cent Between 14per cent to 15% moisture value cut will be applicable at the rate of full value.
    In case of Bajra, it will be the dried and matured grains of Pennisetum typhoides. It shall have uniform size and shape and would be in sound merchantable condition and also conforming to prescribed norms under Food Safety and Standards Act, 2006/Rules prescribed thereunder.
     The foreign matter could be one per cent, other foodgrains three per cent, damaged grains 1.5 per cent, slightly damaged and discoloured grains 4.5 per cent, shriveled and immature grains four per cent, weevilled grains one per cent and moisture 14 per cent.
          In case of foreign matter, not more than 0.25 per cent by weight shall be mineral matter and not more than 0.10 per cent by weight shall be impurities of animal origin.Bajra grains which are dull in appearance having changed the colour due to deteriorative changes are to be considered as decoloured grains and bajra grains having natural luster and sound in condition, even of different colour due to genetic/varietal characteristic may be treated as sound kernels.
    He pointed out that the prices of CMR for the Kharif Marketing Season (KMS) 2016-17 have not yet been received from the Central Government. However, the same would be communicated immediately on their receipt. The prices of CMR fixed by the Central Government for KMS 2015-16 for common variety were, Rs 2,468.06 for raw rice and Rs 2,427.63 for parboiled rice. Similarly, in case of Grade-A variety, the price of raw rice was Rs 2,533.48 and for parboiled rice Rs 2,491.50.
    While referring to the mode of procurement of leviable paddy and Bajra, he said that all the procurement agencies will ensure that their staff enters the Mandis allotted to them on the commencement of KMS 2016. In case the prices of Paddy/Bajra fall below the MSP, the same would be purchased on MSP as per specifications issued by the Central Government.
    He said that while the share of procurement of paddy by Food, Civil Supplies and Consumer Affairs Department and that of HAFED is 33 per cent each, the Food Corporation of India would procure 12 per cent, Haryana Agro Industries Corporation 10 per cent and Haryana Warehousing Corporation 12 per cent. Bajra, however, would be purchased only by state agencies excluding FCI. From the start of the season, the staff of Procurement Agencies will remain present in the mandis on the day allocated to them and affect the purchase of Paddy and Bajra in the event of market price falling below the MSP.
    As per existing instructions of the Chief Administrator Haryana State Agricultural Marketing Board (HSAMB), auction of heaps will be under taken everyday from both sides of mandis at 10 a.m. and 3p.m. simultaneously. The offices of the Market Committees will also remain open on all holidays that is Saturdays and Sundays and gazetted holidays during Kharif Procurement Season. The Deputy Commissioners and all concerned will ensure that auctioning of heaps take place regularly and any violation in this regard will not be allowed to take place.
           For the convenience of the farmers, two boards in Hindi indicating specifications of Paddy and Bajra as laid down by the Central Government and the price payable would be displayed at prominent and conspicuous places in each mandi. In case of big mandis, the number of such boards would be increased according to the need. It would be the responsibility of the Procurement Agencies to ensure that representative samples of Paddy and Bajra are properly drawn everyday in each mandi and analyzed in order to determine its proper quality. While ascertaining the quality of Paddy and Bajra, it would be ensured that the interest of the farmers is fully protected. It is necessary for the Procurement Agencies to exercise strict supervision and control at all stages of operations so as to ensure that there are no malpractices or manipulations in transactions of the procurement.
    He said that complaints are generally received in some cases that the stocks of Paddy/Bajra are rejected by the procurement agencies on the plea that these do not conform to the prescribed specifications and such stocks are purchased by the trade at very low rates and then passed on to the procurement agencies the next day or after a few days at the procurement prices. Therefore, the procuring staffs have to be very vigilant and take all steps to ensure that the farmers are not exploited in any way and that there is no collusion of any kind. Whenever the stocks of paddy and bajra are rejected, it would be personally verified and checked by the staff of procuring agencies whether the stocks were actually not in accordance with the prescribed specifications and were rightly rejected and that these could not be improved by cleaning or otherwise.
    He said that a written communication to this effect has been sent to all Divisional Commissioners, Managing Directors of all procuring agencies, Deputy Commissioners and District Food and Supplies Controllers.
