CHANDIGARH, DEC 13
While the State Government Gross Enrolment Ratio (GER) in higher education in Haryana has been recorded as about 18 per cent  which is much higher than the national average, the State Government has decided not to allow the State Universities to open their study centers within or outside the State soas to check commercialization of education.
Stating this here today, a spokesman of Haryana Education Department said that the Acts of the State Universities namely Kurukshetra University, Mahrishi Dayanand University, Rohtak, Ch Devi Lal University, Sirsa and Bhagat Phool Singh Women University, Khanpur Kalan have been amended vide notification dated  October 10, 2012 to decid that the Universities shall not operate or open any off campus centre and study centre either by itself or through any franchise or agency.
However, he made it clear that the amendment in the Acts of the State Universities did not affect distance education in any way as distance education is an integral part of higher education setup.
He said that providing quality education to all citizens has always been a top priority of Haryana Government. During the regime of the present Government the higher education system in the State has registered a fairly decent growth. The State has developed a sound institutional network with 30 Universities, about 700 colleges including Government, Government aided and self-financing colleges and two Post Graduate Regional Centres.
The State Government has been making efforts to provide higher education to all segments of society. Due to the various schemes and awareness efforts of the State Government Gross Enrolment Ratio (GER) in higher education in Haryana has been recorded as about 18 per cent  which is much higher than the national average.  Distance education has emerged as an extremely viable medium of imparting higher education and is suitable for students who due to constraints of time and distance cannot pursue higher education. Distance education is a process to create and provide access to learning when the source of information and the learners are separated by time and distance. Education through distance mode is as good as attending regular classes. The State Universities namely Kurukshetra University,Kurukshetra, Mahrishi Dayanand University, Rohtak and Ch Devi Lal University, Sirsa are offering education through distance mode.
