Counseling to fill up the vacant seats

 Pt. Bhagwat Dayal Sharma University of Health and Medical Sciences, Rohtak will organize counseling to fill up the vacant seats of MD, MS, PG Diploma or MDS Courses in both open and Haryana Civil Medical Services (HCMS) Category at the office of Director on July 9, 2014 from 9 am onwards.
          While giving this information today, a spokesman of the University said that admission would be made purely on merit basis.
          He said that the selected candidate would have to deposit the prescribed admission fee of Rs. 21, 153 on the same day. The entire information of the counseling has been uploaded on the website of University www.uhsr.ac.in or www.pgimsrohtak.nic.in, he added.

PMT and PET of candidates for recruitment of male candidates

CHANDIGARH, JUNE 30
The Haryana Police Recruitment Board has decided to re-start Physical Measurement Test (PMT) and Physical Efficiency Test (PET) of candidates for recruitment of 8275 male constable in Haryana Police from July 7 and the same will continue up to August 14, 2014.
            While stating this here today, a spokesman of Board said that PMT and PET would be conducted at Ch. Devi Lal stadium, Sector-3, Panchkula between July 7 and August 8, 2014. Similarly, these tests would be organized at Rajiv Gandhi Sports Complex, Sector-10, Ambala City from July 14 to August 14, 2014.
            He said that schedule of these test has been uploaded on websitewww.hprbonline.com or www.hprbonline.in. All eligible candidates could get date and time when they are required to appear in the test from these websites.

228 panches and 7 sarpanches declared unopposed

CHANDIGARH, JUNE 30
As many as 228 Panches, 7 Sarpanches and 5 Members of Panchayat Samitis have been declared unopposed after the date of withdrawal of candidature that is June 26, 2014. 
          While giving this information here today, State Election Commissioner Haryana Mr. Dharam Vir said that election programme for conducting the Panchayat Bye-election of 233 Panches, 25 Sarpanches, 5 Members of Panchayat Samitis and 2 Member of Zila Parishad in the State was issued on June 12, 2014.
          He said that now the bye-elections would take place only in 14 districts that is for 5 seats of Panches, 18 Sarpanches and 02 Members of Zila Parishad. He said that the Poll would be held on July 6, 2014 from 8.00 A.M.  to 4.00  P.M.  The counting of votes in respect of Panches and Sarpanches would be held on the same day after the poll is over, whereas in respect of Members Zila Parishad, the counting would take place, on July 7, 2014 at Block Head Quarter and District Head Quarter, respectively, he added.
          Mr. Dharm Vir said that the election of Panches,   Sarpanches and Member Zila Parishad would be conducted by Electronic Voting Machines (EVMs) and all necessary arrangements for the conduct of above elections have been completed.
STAMP DUTY: The Haryana Government has remitted the Stamp Duty in whole chargeable under the Indian Stamp Act, 1899 (Central Act 2 of 1899) on the instruments pertaining to transfer of immovable property within the family by an owner during his lifetime to any blood relations namely parents, children, grand children, brothers, sisters and between spouse.

Industrial estate to be set up on closed CCI factory land

CHANDIGARH, JUNE 29
The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today announced that an industrial estate would be set up on the land of the Cement Corporation of India factory which has been laying closed for many years. The land is being purchased at the rate of Rs 45 lakh per acre, and the state government would get the
possession by February, 2015.
Addressing a largely attended gathering in Abhinandan Samaroh at Charkhi Dadri in Bhiwani District, he said that the estate would provide employment opportunities to local people. "I am emotionally attached with and indebted to Dadri, and I will make earnest efforts to develop the area", he added.
Responding to the demand for upgrading Dadri to the level of a district, Mr Hooda said that since elections were approaching, he could not make any announcement at this stage, but "I promise that if the party wins Dadri and Badra seats, Dadri will be made a district".
He ordered a survey in this connection.
Mr Hooda said that the farmers whose lands had been attached by cooperative banks due to non-payment of loans but still had the possession, could take back their land by clearing the dues. Those farmers who could not avail themselves of the power bill waiver
scheme, could now take the advantage by paying their dues up to December 31.2014. "I will issue instructions to officers in this regard today itself", Mr Hooda said. He announced sum of Rs 6 crore for the development of the villages of Dardri besides Rs 7 crore for the development of Dadri town.
Haryana is the first state in the country to give compensation at the rate of Rs 10,000 per acre to the farmers for the loss of crops due to natural calamites. Mr Hooda said that former Chief Minister Om Prakash Chautala claimed to be farmer-friendly, but had never taken any farmer-friendly decision. The Congress Government waived off electricity bills of farmers arrears of amounting to Rs 1,600 crore, interest of cooperative banks running into Rs 443 crore and crop loans of farmers amounting to Rs 2,100 crore.
Quoting figures, the Chief Minister said that only Rs 84 crore had been spent on developmental works in Dadri Assembly area during the tenure of the INLD-BJP Government whereas the present government has so far spent Rs 1,063 crore. Similarly, only Rs 750 crore was spent on developmental works in Bhiwani district during the tenure of INLD-BJP Government whereas the present government has so far spent Rs 5,435 crore.
Mr Hooda assured the people that he would bring waters from Bhakra for farms of this area through the BML Hansi-Butana Canal. Some people have tried to halt the progress by dragging the matter to court, but he hoped that the Supreme Court would pass judgment in favour of Haryana. The capacity of the Western Yamuna Canal has been
doubled to 3,000 cusecs from 1,500 cusecs so that there is no shortage of water for irrigation purposes in the area.
Noticing the huge crowd at the meeting, Mr Hooda said it showed that people had faith in the development and welfare-oriented policies of the Congress Government. It also shows that the Congress Government will come to power for the third consecutive time in Haryana. He urged the people to continue giving support to the Cooperation Minister, Mr
Satpal Sangwan.
While taking a dig at the Central Government, President, Haryana Pradesh Congress Committee, Dr Ashok Tanwar, said that the Central Government kept talking about taking taking decisions in the interest and welfare of the nation, but has instead given push to inflation by raising rail fares and hiking the prices of essential commodities.
Talking about the development undertaken in Bhiwani district, Dr. Tanwar said that the development in the area had been done either during the tenure of former Chief Minister Late Mr Bansi Lal, or during the tenure of Mr Hooda. The Congress Government has always taken steps for the empowerment and welfare of farmers and the tenures
of the last nine years of Central and state governments would be termed as the Golden Era, he added.
Speaking on the occasion, Mr. Sangwan said that the Chief Minister has blood relations with Dadri and would never let this relationship grow weak. Mr Hooda has restored the Dadri depot and slab system which had been discontinued by the Chautala Government, he added.

Capt Yadav directs Haryana Discoms to hold darbars to resolve complaints of consumers

CHANDIGARH, JUNE 29

Capt. Ajay Singh Yadav, Power Minister, Haryana has asked the officers of the Haryana Discoms (Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam) in field to organize Open Darbars in villages and towns to resolve complaints of the consumers. He has issued instructions that an executive engineer would organize at least ten Open Darbars a month during summers and a superintending engineer will hold at least one Darbar a week.

A spokesman of the DHBVN said here today that Capt Yadav has given instructions to display his (minister’s) mail ID powerm@hry.nic.in at prominent places and in offices of the Discoms so as to facilitate people to reach to him easily. All other mail IDs, telephone numbers, SMS facility meant for facilitating consumers to lodge their complaints easily should also be displayed and published in different means of information dissemination.

He has said that the electricity consumers should be made aware of using the modes based on modern technology like e-mail, SMS, computerized consumer grievance redressal system and call centre to lodge their all type of complaints. All these modes are connected to the CGRS, under which the employees are bound to redress complaints within fixed time as per standards laid by the Haryana Electricity Regulatory Commission.”

The spokesman said that the grievances received via SMS would also now reach to the CGRS as both the systems have been integrated. The consumers may register their complaints to the respective Discom, the DHBVN or the UHBVN via SMS at 51969 by typing hr space dhbvn space  or hr space uhbvn space . As and when the system will receive a complaint it will send it to the concerned official by identifying on the basis of account number given in the SMS. Simultaneously, the system will send SMS back to the complainant acknowledging receipt of complaint by the system and giving him the number of complaint and informing him about the tentative time of redressal, based on the already laid standards of performance.

He said that the call centre has also been integrated to the CGRS. The consumers can reach the call centre through one toll free telephone number18001801615 round the clock every day and lodge all type of complaints. A short number 155333 has also been provided to facilitate the consumers. All written complaints received in offices would also be put in the CGRS.

Haryana Finance Commission recommends financial devolution of Rs. 3,573.12 crore for local bodies

CHANDIGARH, JUNE 27
The Fourth State Finance Commission, Haryana has recommended a financial devolution of Rs. 3,573.12 crore for local bodies for five years that is from 2011 – 12 to 2015 – 16.
          This amount is including Rs 2,322.52 crore for Panchayati Raj Institutions and Rs 1,250.60 crore for Urban Local Bodies through the mechanism of global sharing of state own tax revenues. This devolution is over and above the funds already being transferred to these bodies through state budget and other transfers.
          This was disclosed by Chairman, Fourth State Finance Commission Haryana  Mr. L.S.M. Salins, while presenting the final Report of the Commission for the period from 2011 – 12 to 2015 – 16 to Haryana Governor Mr. Jagannath Pahadia, at Haryana Raj Bhawan here today.
          Mr. Salins apprised Mr. Pahadia that resource base of local bodies is inadequate as compared to the vast responsibilities cast on them. Therefore, these bodies need larger funds for discharging their constitutional duties of providing minimum acceptable levels of civic amenities. The 4th State Finance Commission was constituted by the State Government to recommend sharing of state revenues with the rural and urban local bodies and also to suggest measures of augmentation of their internal resources.
          The Chairman said that while framing its scheme of fiscal transfers, the Commission scrutinized the overall fiscal capacities and status of core civic services of local bodies as also financial position of the State. He hoped that this financial devolution would be sufficient to meet the expenditure needs of local bodies on establishment and Operation and Maintenance (O & M) cost of basic public services. But at the same time, he also cautioned that local bodies would need to fully utilize their enabling taxation powers and raising internal resources through their own efforts in order to be able to work as viable and effective units of local governance.
          He re-iterated that the approach of the Commission has been guided by the constitutional objectives of empowerment of local bodies through the process of democratic decentralization and the principles of equity and efficiency aiming at providing citizens of each unit of government a comparable standard of services. However, the distribution criteria of the Commission takes into account the issues like socio-economic backwardness, fiscal capacities and financial needs of local bodies, he added.
          Haryana Governor Mr. Jagannath Pahadia, while noting the basic contents of the report said that the basic objectives of constitutional amendments of strengthening functional and financial autonomy of local bodies have not been achieved in many States. He elaborated the main planks of the democratic decentralization and thanked the Chairman and Members of the Commission for preparing the report in a decent way and appreciated their efforts for making effective recommendations in the desired directions.
The other Members of the Commission, who were also present on this occasion included Mr. Subhash Sudha, Mr. Brahampal Rana and Mr. Shiv Lal Katyal all Members and Mr. R.B. Langayan, Member Secretary and other senior officers of the Commission namely Mr. Gian Singh Kamboj and Mr. Ajay Thakur.

Haryana journalists urges CM to accept their demands

NEW DELHI, JUNE 25
A delegation of prominent Journalist Associations of Haryana called on the Haryana Chief Minister, Mr Bhupinder Singh Hooda, and demanded an early action on the demands of media persons. The Chief Minister, Mr Hooda directed the concerned departmental officers to take appropriate action on the Joint Memorandum of the Journalist Associations in this regard.
The members of all Journalist Associations of Haryana under the banner of Haryana Journalists Joint Action Committee told the Chief Minister, Mr Hooda that the 22-point demands of the media persons are pending for the last 15 months. There was consensus on almost demands of the media persons in a meeting between Joint Action Committee and the senior officers of Information and Public Relations Department Haryana held on December 3, 2013 at Chandigarh. The announcement in this regard is yet to be made by the Haryana Government.
The President of Haryana Journalist Association Mr K.B. Pandit,  President of Haryana Union of Journalists Mr Sanjay Rathee and the President of Haryana Patarkar Kalyan Manch, Mr Pawan Ashri were present on the occasion. The major demands in the 22 Point Memorandum includes, the increase in the amount of Journalist Welfare fund up to Rs. 5 crore, the implementation of free health insurance scheme for the families of all journalists, five per cent reservation in the residential sectors of Haryana Urban Development Authority (HUDA) and setting up of media centres at all districts and Sub Divisional Headquarters in the State. In addition to this, the simplification of press accreditation rules, liberal advertisement policy for small newspapers, pension scheme for the journalists, accreditation of electronic media persons at Sub Division level, exemption from the toll tax for the journalists, setting up of Journalism University and Media Commission in the State are also demanded in the Memorandum. The facilities for the field journalists and media persons working at the desk were also demanded.

Three Haryana IAS officers transferred

CHANDIGARH, JUNE 25The Haryana Government has issued posting orders of three IAS officers with immediate effect. Mr C R Rana, Registrar, Haryana Cooperative Societies and Managing Director, Sugarfed, Panchkula has also been given the charge of Director General and Secretary, Agriculture Department and Managing Director, Agro Industries during the training period of Mr Brijendra Singh.
Mr R S Kharb, Chief Administrator, Haryana Housing Board has been posted as Chief Executive, Haryana Khadi and Village Industries Board relieving Mr Ashok Sangwan of the said charge.
Mr Vinay Singh, Administrator, Haryana Urban Development Authority, Panchkula has been given additional charge of Chief Administrator, Haryana Housing Board, vice Mr R S Kharb.
HAU MOUNTAINEERING EXPEDITION: The Vice-Chancellor, Chaudhary Charan Singh Haryana Agricultural University, Hisar, Dr. K.S. Khokhar today flagged off a contingent of mountaineers of the university who will trek high altitudes in Changtang valley (Ladakh).
While stating this today, a spokesman of the University said that the contingent comprised of eight boys and four girl students who would reach Leh from Spiti valley after crossing the 18,500 ft high Prang La pass.
The Vice-Chancellor, Dr. K.S. Khokhar extended his best wishes to the mountaineers and urged them to study the vegetation of the area as well along with enjoying the expedition. Dr. R.K. Pannu, Director Students' Welfare said the contingent under the leadership of Dr. Mukesh Saini and Dr. Subhash Chander would also travel 200 km on foot in the expedition.
On this occasion, Registrar, Dr. S.S. Dahiya, Dean, PGS, Dr. Raj Bala Grewal, Dean, College of Agricultural Engineering, Dr. A.K. Goel and Director Human Resource Management, Dr. Ram Singh were also present.
REPAIR OF ROADS: Haryana Chief Minister Bhupinder Singh Hooda has approved a sum of about Rs. 241.89 lakh for repair of seven roads in district Yamunanagar.
While a sum of Rs. 159.49 lakh has been approved for repair of six roads of Radaur, Rs. 82.40 lakh has been approved for special repair of link road from Yamuna Nagar Jathlana road to Bagwali in district Yamunanagar.
The six roads of Radaur which would be repaired included link road from Radaur Jathlana road to Nachron at a cost of Rs. 5.43 lakh, link road from Sadhaura to Sura at a cost of Rs. 25.94 lakh, link road from Jathlana Gumthala road to Lal Chhapar at a cost of Rs. 7.94 lakh, improvement of Ladwa Mustafabad road to Shahabpur and Shahabpur to Ramgarh at a cost of Rs. 86.84 lakh and Rs. 5.94 lakh respectively, repair of link road from Radaur Jathlana road to Mandhar at a cost of Rs. 27.40 lakh.
HINDU DOGRA COMMUNITY CERTIFICATE: The Haryana Government has decided to issue "Hindu Dogra Community Certificate" to the youth of the oustees of Bhakra Dam who have been settled in Haryana as per rehabilitation plan for enrolment in the Army and para Military Forces.
While stating this here today, an official spokesman said that they will be issued certificate only in case they produce outstees certificate before the Sub divisional Magistrate or Deputy Commissioner of jurisdiction concerned.
This Certificate will be valid only for the purpose of recruitment in Indian Defence Forces and Central Armed Police Forces.
RECOVERY OF LOANS: The Haryana Government has decided that recovery of any outstanding amount of loan could be made from lump sum amount to be received by the employee on retirement from the corpus related to National Pension System (NPS).
While stating this here today, an official spokesman said that a letter to this effect has been issued by the Finance Department.
He said that since final documents of the employee were sent to National Securities Depository Limited (NSDL) through Drawing and Disbursing Officer (DDO), so DDO could issue necessary instructions to NSDL, if any recovery is to be made from the official or officers.
DEARNESS ALLOWANCE ENHANCED: The Haryana Government has enhanced Dearness Allowance to the pensioner or family pensioners of ex-Legislators of Haryana Legislative Assembly from the existing rate of 183 per cent to 200 per cent of the basic pension or family pension and dearness pension and dearness family pension with effect from January 1, 2014.

Certificate of Recognition to Haryana Police

Haryana Police today added a new feather in its cap as the Union External Affairs Minister Mrs. Sushma Swaraj awarded a Certificate of Recognition to Haryana Police being one of the four best State or UT police for the outstanding work done by them in implementing District Police Headquarters (DPHQ) model for speedy police verification of personal particulars and antecedents of passport applicants.
          Director General of Police, CID Mr. A.K Dhull received the award on behalf of Haryana Police at New Delhi. 
          Mr. Dhull said that as the verification of personal particulars of passport applicants by the Police Department is a critical component of the passport service delivery, it is of utmost importance that the requisite verification is carried out at the earliest. Passport service directly touches the lives of a large number of citizens who wish to go abroad.
          He said that the scheme to implement the District Police Headquarters Model to speed up the requisite processes regarding police verification of personal particulars and antecedents of passport applicants was initiated by Haryana Government in July, 2013. It was also emphasized to invest in necessary infrastructure to shift from manual mode to the web based District Police Headquarters (DPHQ) model.
          Mr. Dhull said that Haryana Police accepted the challenge and implemented this web based model of police verification of passport applicants. He said that a system of close performance monitoring by senior officers was introduced and random checking was also initiated to verify the actual pendency, the behaviour of police personnel and actual visit to the applicants’ residences by the police inquiry officers. This checking is being done by the senior officers through SMSs and phone calls to the applicants. The initiative has paid its dividends in terms of greater public satisfaction and hassle free passport verification process, he added.
          Haryana Director General of Police Mr. Shriniwas Vashisht, has complimented all Commissioners of Police, district Superintendents of Police of the State as well as the CID for their sincere efforts and excellent contribution in implementing this people friendly scheme.
PMT & PET TESTS POSTPONED: The Haryana Police Recruitment Board has postponed the Physical Measurement Tests (PMT) and Physical Efficiency Tests (PET) for the recruitment of constables in Haryana Police due to technical snag in network connectivity. These tests were scheduled to be held up to July 30, 2014 at Haryana Police Academy, Madhuban.
            While giving this information, a spokesman of the Board said the revised schedule of the PMT and PET would be notified through newspapers and would also be uploaded on Haryana Police Recruitment Board websites www.hprbonline.com or www.hprbonline.in. This time a technical suitable venue would be selected for the conduct of tests so that no difficulty is faced in the conduct of the tests, he added.

Pay scales for Haryana Roadways drivers and conductors

CHANDIGARH, JUNE 24
The Haryana Government today decided to allow regular pay scale to the drivers and conductors of Haryana Roadways recruited after January 1,2003 under Haryana Transport Department (Group C) Haryana Roadways Service (Amendment) Rules, 2003.
          A decision to this effect was taken in a meeting of the State Cabinet which met under the chairmanship of Chief Minister Mr Bhupinder Singh Hooda here today.
          The benefit of regular pay scale will be allowed to drivers and conductors from January 1,2014. No arrears will be given to such employees up to December 31, 2013.
SALE-TRANSFER OF PLOTS:  Haryana Government today decided that the residents of the regularised colonies will now be able to get registries of their plots done. There would be no ban on sale-transfer of plots in regularised colonies.
          A decision to this effect was taken in a meeting of the State Cabinet which met under the chairmanship of Chief Minister Mr Bhupinder Singh Hooda here today.
CABINET SUB-COMMITTEE: The Haryana Chief Minister, Mr Bhupinder Singh Hooda, said that the Cabinet has today decided to constitute a Cabinet Sub Committee under the chairmanship of Mr Harmohinder Singh Chattha, Finance Minister and Capt. Ajay Singh Yadav, Power Minister, Mr Randeep Singh Surjewala, Industries Minister and Mrs Geeta Bhukkal, Education Minister as members to have a relook into the area norms currently being followed by Town and Country Planning Department for group housing and plotted development in small and medium towns and make suitable recommendations in this regard.

HAFED starts procurement of spring sunflower seed

CHANDIGARH, June 23
Haryana Chief Minister Bhupinder Singh Hooda said that  Haryana State Co-operative Supply and Marketing Federation Limited  (HAFED) has started procurement of Spring Sunflower Seed from today for the marketing season 2013-14 at Minimum Support Price (MSP) of Rs.3,700 per quintal   conforming to FAO specifications.
.The  procurement will continue upto  July 15, 2014 for the marketing season 2013-14..
          While referring to broad   terms and  conditions for purchase of Sunflower seed, a spokesman of Hafed said   that   the purchase  of Sunflower seed is only to be made from the shops of Cooperative Marketing Societies of the area concerned directly from the farmers.  The services of commission agents or kachcha arhtias are not allowed to be utilized. The stocks to be procured seed will strictly conform to the prescribed specifications. 
The National Agricultural Cooperative Marketing Fedration  (NAFED) will depute surveyor or inspector at the storage centres,CWC,SWC and Hafed godowns.  In case the stocks do not conform to the FAQ specifications, the stocks will not be accepted by NAFED.   It shall, therefore, be ensured that the stocks procured are strictly as per FAQ specifications.To ensure that purchases are made only from farmers, proper documents showing the genuineness of the farmer and his land holding alongwith the crop sown or grown in the form of land record, Girdawari, khata-khatauni or any document of the State or local Government issued by an authorized authority is to be obtained and concerned society will keep such records. It   will also ensure that there is no over-writing, cutting or erasing   to avoid any manipulation.  These land records and documents must indicate that the commodity, which is being offered under Price Support Scheme (PSS), has been harvested by the farmer from his own or leased land and the quantity delivered by the farmer should be in proportion to his land holding and average yield district-wise declared by the concerned authority.
          He said that the payment to the farmer shall be made through account payee cheques or through RTGS for the stocks procured under the Price Support Scheme after obtaining proper receipt.
          He said that    NAFED is the Central Nodal Agency for the procurement of oilseeds and pulses under Price Support Scheme. Nafed undertakes procurement of these commodities through  State Level Supporters, which in case of Haryana is HAFED. Under the scheme purchases are made directly from the farmers only on the shops of Cooperative Marketing Societies of respective area, without any involvement of Arhtias, as and when prices of the pulses and oilseeds conforming to FAQ specifications rule below/ at the Minimum Support Price (MSP) fixed by the Central Government.
          He said that the production and  arrival of Sunflower Seed in Haryana is mainly in the districts of Kurukshetra, Ambala and Yamuna Nagar.

700 jawans of IRB deployed ub Mewat

CHANDIGARH, JUNE 19
A complete Battalion of 700 Jawans of IRB has been deployed in Mewat district and the force has reached there, so that incidents such as of Tauru are not repeated again.  

          This was revealed by the Haryana Director General of Police (DGP) S N Vashishth here today. 

Mr Vashishth said that illegal mining and illegal transportation of construction material and overloading would be strictly curbed in Mewat district. For this, a full Batallion of IRB consisting of 700 Jawans has already been deployed and if the situation demands more Batallions would be sent but the peaceful atmosphere of Mewat region would not be allowed to be disturbed. The SP Mewat has been appointed as Commandant of this Batallion. He said that 300 Home Guard Jawans, who were receiving training at Bhondsi these days, would also be deployed soon in Mewat region who would keep watch on incidents of illegal mining alone.

He made it clear that strict measures will be taken to curb illegal mining in Mewat region and in any case, the stones extracted on account of illegal mining would not be allowed to come on roads. As part of measures, the trucks carrying legally crushed material will be issued stickers with hologram and barcode besides giving them properly stamped papers. Every day the color of the sticker will be different. The trucks or dumpers found without these stickers would be treated as carrying illegal material and they will be challaned heavily under various provisions of law. The motive is to make their business unviable. Not only this the Crusher owners will be issued guidelines not to accept illegally brought stones. Decoy sellers will be sent and if anyone is found accepting such illegal material, immediately FIR will be registered against the Crusher owner.

Similarly, dumper or truck transporting stones illegally from Rajasthan would be nabbed on entering into Haryana territory. Mr Vashishth also stated that overloading and overspeeding of trucks or dumpers carrying material legally would also be not tolerated and they will also be heavily challaned. They would be told to adhere to the speed of 50 kilometer per hour, the trucks and dumpers should have proper number plates affixed on them, the drivers should not be underage and should have proper valid driving license.

For implementing these measures nakas will be placed at various places and joint inspection will be conducted by Secretary RTA, Mining Officer and Police officials. If any official is found indulging in corruption, he would not be spared irrespective of rank or department and he would be sent behind bar. This campaign will be carried out continuously and not for a short span of time. He said that the staff of Sohna police station will be completely overhauled and shifted. Only honest officials with integrity will be deployed at Police Stations of Sohna, Ferozpur Jhirka, Sector 55 Gurgaon, Dhauj, Pali, Nimoth Post and other sensitive places, Mr Vashishth added.

HoDs to sanction advance and medical bills

CHANDIGARH, JUNE 19

In yet another employee friendly decision, Haryana Chief Minister Bhupinder Singh Hooda today approved a proposal to simplify the procedure to sanction advance related to reimbursement of medical claims of government employees, pensioners and their dependents.  Therefore, now the Head of Department would be authorized to sanction the advance and the medical bills up to Rs. five lakh related to the government or government approved private hospitals. Similarly,  the Head of office in the district would be authorized to sanction an advance and the medical bill up to Rs. one lakh. The Administrative Secretary of the concerned Department would be authorized to sanction such bills of more than Rs five lakh.

          In case of Government hospital, an advance of 90 per cent of the estimate would be allowed. Also, in case of Government approved private hospital which are allowed at the rates of the PGIMER, Chandigarh plus 75 per cent of the balance amount, an advance of 75 per cent of the estimate on non package rates and 90 per cent of the estimate on the identified package rate notified by the State Government from time to time would be allowed. In case of Government approved private hospitals, which are allowed at  rates of the PGIMER, an advance of 50 per cent would be allowed because the reimbursement in such cases is less. However, 90 per cent of the amount would be allowed as advance in case of indentified package rates notified by the State Government. Other terms and conditions as mentioned in the reimbursement policy related to the advance would remain the same.

DEARNESS ALLOWANCE ENHANCED:  The Haryana Government has enhanced the Dearness Allowance (DA) payable to its employees on unrevised scale of pay from the existing rate of 183 per cent to 200 per cent with effect from January 1, 2014.

          The additional installment of DA payable under these orders would be paid in cash to all Haryana Government employees for the month of June 2014 paid in July 2014.  The payment of arrears of enhanced Dearness Allowance for the months from January, 2014  to May, 2014 would be made in the month of July, 2014.

          A notification to this effect has been issued by Finance Department here today.

RANBIR SANGWAN PROMOTED: The Government has promoted District Information and Public Relations Officer, Mr Ranbir Singh Sangwan as Deputy Director with effect from January 31, 2013.

Control room to help families of stranded Haryanavis in Iraq

CHANDIGARH, JUNE 19
Haryana Government has set up a control room at the 8th floor of Haryana Civil Secretariat here with phone number 0172-5059197 to facilitate those people of the state who want to provide any information regarding members of their families or relatives stranded in Iraq. So far relatives of 20 persons of Haryana who are stranded in Iraq have contacted the control room.
While giving this information here today, Director General, Information, Public Relations and Cultural Affairs Haryana, Mr. Sudhir Rajpal said that the Chief Minister Mr Bhupinder Singh Hooda is very much concerned about the safety of the Indians stranded in Iraq and the decision to set up a control room has been taken in compliance of his directions.
Mr. Rajpal said that, if required, the State Government would bear the expenditure of bringing the people of Haryana back to India. He said that the officers of the Union Ministry of External Affairs as well as Indian Embassy in Iraq were being contacted from time to time to get information about those stranded in Iraq.
He said that the State Government has so far got no information from Union Ministry of External Affairs regarding any person of Haryana among the 40 Indians who were in custody of militants in Iraq. However, the State Government is in constant touch with the Union Ministry of External Affairs. He said that Union Ministry is also making all-out efforts for safe evacuation of people stranded in Iraq.
On being asked about 20 people of Haryana who are stranded in Iraq, he said that these included seven from district Yamunanagar, six from Kurukshetra, three from Kaithal, two from Karnal and one each from district Sirsa and Ambala.
Mr. Rajpal said that those from district Yamunanagar included Suresh Pal of Muzafat Kalan, Jasbir Singh of Nagla, Rakesh Kumar and Harjit Singh of Bal Chhappar, Sukhwinder Singh of Sarawan, Naresh Kumar of Musibal and Satnam Singh of Balachaur. Similarly, those from distirct Kurukshetra included Rajesh Kumar of Bhakli, Mohan Lal of Dadlana, Sandeep of Mirzapur, Sanjeev Kumar of Bargat Shahpur, Ashok of Amargarh and Sandeep of Kurukshetra. He said that those from district Kaithal included Deepak of Serda Kalayat, Baljinder Singh of Bhuna Plat and Mastan Singh of Katyor Majra. Similarly, those hailing from district Karnal included Rajbir Singh of Bastali and Avtar Singh of Sambi and those from district of Sirsa and Ambala included Hemant Kumar of Mandi Dabwali and Amit Kumar from Ambala.

Applications invited for three Information Commissioners

 The Haryana Government has invited applications for the post of three Information Commissioners in State Information Commission latest by July 4,2014.
            While stating this here today, an official spokesman said that the State Government had constituted a body under the Right to Information Act, 2005 having  one  Chief Information Commissioner and upto ten Information Commissioners.
            He said that the persons applying for the post of Information Commissioner should be persons of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass-media or administration and governance.
            He said that the Information Commissioner should not be a Member of Parliament or Member of the Legislature of any State or Union Territory, as the case may be, or hold any other office of profit or connected with any political party or carrying on any business or pursuing any profession. The cessation or termination of holding of office of profit, pursuing any profession or carrying any business is a condition precedent to the appointment of a person as Information Commissioner, he added.
            The spokesman said that the term of Information Commissioner would be of five years from the date on which he enters upon his office or till he attains the age of 65 years, whichever is earlier. The salary and allowances payable to him would be the same as that of Chief Secretary of the State Government, subject to adjustment of the pensionary or retirement benefits availed by him, if any, in accordance with the provisions of the Act.
            He said that persons fulfilling the criteria for appointment as Information Commissioner and interested for appointment to the post might send their particulars in the prescribed proforma by post to the office of Secretary to Haryana Government, Administrative Reforms Department, 5th floor, Room No. 525, New Civil Secretariat Building, Haryana, Sector 17, Chandigarh. Services of Group-B employees to be regularised

CHANDIGARH, JUNE 17
Haryana Chief Secretary today issued notification  to regularize the services of  Group-B employees  working  either  on contract  or ad hoc basis.
         Employees completing 3 years as on May 28, 2014 and still in service
 According to the notification, the employee  engaged on contract  basis should have worked for not less than three years as on May 28, 2014 and is still in service.  Similarly, the employee or worker should possess the prescribed qualifications for the post on the date of appointment or engagement and the post against which the regularization is to be done should be a duly sanctioned vacant post at the time of initial appointment or engagement and also at the time of regularization.
          The notification states that “reservation policy issued from time to time might also be kept in view at the time of regularization. In case the roster meant for reserved category is consumed by General or other category the next vacancy would be filled up from the said reserved category or vice versa. The work and conduct of such employee or worker should have been satisfactory adding that the contributory pension scheme would be applicable after regularization of the service, he added. A medical fitness certificate and documentary proof of date of birth as per the instructions would be obtained from the employee or worker concerned. Furthermore, his or her antecedents would be got verified by the Police Department as per the Government instructions, if it was not done earlier. No relaxation in the criteria as laid down above would be allowed”.
          “The regularization of Group-B employees working on contract basis would be with effect from the date of issuance of the notification by the department concerned after adopting the due procedure. Such posts, against which regularization is considered, were required to be taken out of the purview of Haryana Public Service Commission. As such, the concerned departments would be required to complete the process for regularization of services of such employees in consultation with the Haryana Public Service Commission”.
Fixation of Seniority
“The seniority of the employees so regularized would be fixed from the date of their regularization and they would be placed below in the seniority to the employees last appointed on the regular basis before the date of regularization of these employees. However, the inter-se-seniority of such employees would be determined in accordance with the date of their joining the post on contract basis. If the date of joining the post on contract basis of such employees is the same, then the older employee would rank senior to the employee younger in age. Since this policy is a 'one time measure' on humanitarian ground, no person would be entitled to claim it as a matter of right, if found unsuitable due to non fulfillment of the conditions mentioned in these instruction. In future, no illegal or irregular appointment or employment on adhoc or contract would be made against sanctioned posts” the notification added.
          Chief Secretary has made it clear that that the departments might have sent their requisitions to fill up the vacant posts by taking into account the anticipated vacancy and advertisements may have also been issued by the Haryana Public Service Commission and as a result of regularization of such employees, the number of available vacancies in the departments may change and affect the requisitions already sent to Haryana Public Service Commission. The departments have been directed to ascertain that by regularization the service of their employees, whether the number of vacancies requisitioned to HPSC have changed. If yes, the Department concerned would request the Commission within a period of one week to issued corrigendum in this regard.
            Policy regarding regularization of Adhoc Employees
The State Government has decided that only those Group B employees working on adhoc basis whose services could not be regularized vide State Government Policy dated March 7, 1996 due to withdrawal by the State Government vide letter dated December 8, 1997 would be regularized with effect from the date they were eligible as per policy dated March 7, 1996. Other terms and condition of regularization would remain the same. This decision regarding regularization would be applicable to the employees who are presently working with the Government.

Cooperative Banks to provide credit cards to farmers

CHANDIGARH, JUNE 17
For the first time, now the Cooperative Banks in Haryana would also provide credit cards to farmers as the Chief Minister, Mr. Bhupinder Singh Hooda would launch  a new scheme known as  ‘Rupay KCC Card’ on July 12, on the occasion of foundation day of National Bank for Agriculture and Rural Development (NABARD). This State wide scheme will be launched from Cooperative Bank of Ambala in Ambala by issuing  such cards to five farmers.
          On the same day, Mr. Hooda would also introduce  a new  scheme ‘Dairy Area Development Scheme’ for dairy owners. It aims at developing dairy through ultramodern scientific methods so as to make dairy business more profitable.
The ‘Rupay KCC Card’ would be similar to ATM card which farmers can use at any ATM. The banks would also provide finance to dairy owners adopting ultramodern scientific methods.
          In a meeting held here today, the Chief Minister discussed both the schemes with Chief General Manager, NABARD, Dr. D.V. Deshpande. Mr. Hooda said that the State Government has taken a number of decisions for the welfare of farmers and dairy owners. These decisions have benefitted farmers and dairy owners and enhanced their economic status. He said that the State Government would continue to take such decisions.
          Highlighting ‘Rupay KCC Card’ scheme and ‘Dairy Area Development Scheme’, Dr. Deshpande said that dairies with upto 10 cattle would be provided funds under the ‘Dairy Area Development Scheme’. He said that the ‘Rupay KCC Card’ scheme is being introduced by Cooperative Banks in the State for the first time.
          Dr. Deshpande informed the Chief Minister that today the NABARD has released Rs 20 crore to Irrigation Department for strengthening the irrigation canals in the State and has sent a new project costing  Rs 200 crore for approval to headquarters. Mr. Hooda also asked Mr. Deshpande to get a project approved for four water bodies to be set up in the State to minimise threat of flood in various districts.
          Dr. Deshpande said that progressive farmers and bankers with commendable performance would also be honoured in the function to be held on July 12.

30 lakh seedlings of vegetables prepared at Gharaunda CoE

CHANDIGARH, JUNE 16
About 30 lakh seedlings of vegetables have been prepared in the Centre of Excellence for Vegetables at Gharaunda in district Karnal which is set up under an Indo-Israel project and these seedlings are provided to the farmers on subsidy. Also, subsidy has been given to the farmers to set up poly houses over an area of 100 acres in the district at a cost of Rs. 17 crore.
While giving this information here today, an official spokesman said that with a view to improve the economic status of farmers, they were being encouraged to undertake protected farming in the poly houses.
He said that by adopting poly houses for farming, the income of farmers is increasing by manifolds as compared to the conventional farming. He said that a subsidy of 65 per cent was also being provided to the farmers for setting up of poly house. He said that efforts were also being made by NABARD to help those farmers who intended to do farming through poly house but even after getting the subsidy of 65 per cent from the State Government were unable to share the remaining 35 per cent amount.
To facilitate such farmers, besides the Cooperative Banks and PACS Banks, a few nationalized banks have also been contacted so that they could provide loan to such farmers for setting up of poly house. This would not only benefit the farmers but
the business of banks would also flourish, he added.
He said that after the setting up of Centre of Excellence of Vegetables at Gharaunda, the farmers are taking interest towards protected farming. He said that farming through poly house is free from pesticides and as a result of this farmers get remunerable prices
of their produce in the market. He said that to encourage the farmers, they were also being imparted training regarding farming through poly house. After getting training from this Centre of Excellence, the farmers of not only Haryana but also of other States are taking up protected farming through poly houses.

Chandigarh and UK to strengthen cooperation in education, health etc

United Kingdom and Haryana today decided to strengthen their cooperation in the areas of education and skill development, health, waste management and explore opportunities in other areas as well.
A delegation led by British Deputy High Commissioner, Northwest India, Mr David Lelliott, which called on Haryana Chief Secretary Mr S. C. Chaudhary here today had detailed discussion on diverse issues for mutual cooperation.
The UK delegation expressed satisfaction on the growing ties between the two sides, which would be beneficial for both of them. Mr. David Lelliott informed that they had fruitful discussions and associations in the past on the diverse issues related to education
and skill development, health, waste management etc. and that they were keen to take forward these initiatives. He said the United Kingdom would also explore opportunities in other areas.
Haryana Chief Secretary briefed the delegation about the demographic and geographic features of the State. The State has a developed economy with growing services and industrial sectors. The State is also a leading State in agriculture sector. A lot of emphasis
has been laid by the State Government on healthcare, education and skill development, affordable low cost housing, renewable energy, water and waste management and agriculture sector. Mr Chaudhary said that the State would welcome initiatives from the UK which would benefit State in these and other sectors.
Managing Director, Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), Mr Tarun Bajaj, explained about the initiatives taken by the State Government in industrial and infrastructure development. Industrial Model Townships and Industrial Estates have been established throughout the State, wherein the companies can set-up their projects in fast-track mode. He invited the delegation to visit and witness these facilities.

Haryana to set up Medical Services Corporation

The  Haryana Government has set up a Haryana Medical Services Corporation so as to further improve health services in the State.
          While stating this here today, a spokesman of Haryana Health Department said that there is also a proposal to  set up two new drug warehouses at Sonipat  and Faridabad during current financial year. Seven Warehouses were identified in the State at district Ambala, Karnal, Kaithal, Gurgaon, Bhiwani, Rohtak  and Hisar and out of these, five are in Government building at Kaithal, Gurgaon, Bhiwani, Rohtak  and Hisar. The Department has set up  remaining two in rented buildings at Ambala and Karnal.
          He said that National Health Mission aims at reduction of Infant Mortality Rate (IMR) and Maternal Mortality Rate(MMR) in the state.Health Department, Haryana has  taken steps to  provide  uninterrupted access to essential medicines of good quality and  free of cost in all Government institutions and under health programmes. These are supplied  through an efficient supply chain management practices in order to achieve the overall goal of health for all. Through this service, patients receive medicines appropriate to their clinical needs. Department would cover all aspects of Rational Drug Use, Standard Treatment Guidelines, Essential Medicines and Essential Consumables, Prescription Audit, Antibiotic Usage Policy and Policy for Treatment of Chronic Diseases, Monitoring  and Evaluation of drug use through medicine use policy.
 He said that free drug purchase policy was launched on January 1, 2009 to provide free and uninterrupted supply of good quality medicine to all OPD patients/Causality cases and delivery cases in all the Government  health facilities in the state.  The Haryana state has also implemented online web enabled drug software system for the procurement and drug demand generation system. This software can work for drug monitoring, reordering level, e-payment, e-monitoring, e-distribution, e-sampling, e-entitlement of each facility and also time saving of department. The drugs are also being purchased at state headquarters for Medical Colleges as per essential medicines available in drug warehouse.
State level quality control wing have  also been established. Seven labs  including two in Delhi, Bahadurgarh, Panchkula, Jaipur, Banglore and Hyderabad have been empanelled for  testing of samples of medicines and medical consumables received from all the drug warehouses.
The Essential Medicines List(EML) was prepared which contains 290 essential drugs having 444 components  and covered all type of medicines for district hospital/Sub district hospital/General Hospital/ TB Hospital. He said that the list also has 177 essential medicines having 298 components for Community Health Centre/Poly Clinic/FRU/TB clinic/urban health centres 145 essential medicines having 257 components for Primary Health Centre/Urban PHC/Dispensaries/RHC and 42 essential medicines having 67 components for Sub Centres.
Under New Drug Policy approved on February 26, 2013, the purchase has been centralized. All the purchase orders for procurement of free essentials medicines  for the patients coming to health facilities were placed by the State Headquarters for six months requirement in the beginning and later on purchase order are being placed as per demand generation, he added.

On-line College Admission System launched

Haryana and UP sign MoU to construct bridge over river Yamuna

 Haryana and Uttar Pradesh Governments have signed a Memorandum of Understanding (MoU) for construction of High Level Bridge on river Yamuna connecting Bilaspur - Khojkipur road in Panipat district of Haryana and Tanda Kurdi-Nangal Sai Mandir- Chhaproli Barot road in Uttar Pradesh
 The MoU was signed in the presence of Haryana Chief Minister,   Mr Bhupinder Singh Hooda and Uttar Pradesh Chief Minister, Mr Akhilesh Yadav in New Delhi today.
The Principal Secretary, Public Works Department (Building and Roads)  Haryana, Mr Sanjeev Kaushal singed the MoU on behalf of Haryana Government and Principal Secretary, PWD Uttar Pradesh, Mr Rajnish Dubey signed on behalf of UP Government.  The cost of main bridge which is Rs. 31.52 crore will be shared equally by  both the States. The project is likely to be completed within three years from the date of actual start.
While welcoming the UP Chief Minister Mr Akhilesh Yadav, Haryana Chief Minister, Mr Bhupinder Singh Hooda said that the two States are like brothers and this bridge will further strengthen this relationship. Mr Akhilesh Yadav said that the bridge would improve the connectivity between both the States. He said that the Governments of both the States would work unitedly for redressing the common grievances of the people of both the States. Concerted steps will be taken to complete the bridge even before the targeted period, he added.
The site of proposed bridge is located near village Hathwala in Panipat district in Haryana and village Chhaproli on the other side in U.P. The length of the proposed bridge will be about 667.53 mtrs. With the construction of the bridge, about 20 villages of Haryana including Samalkha, Khojkipur, Bilaspur, Hathwala, Sanjoli and about 40 villages of Uttar Pradesh including Baraut, Malakpur, Chhaproli, Chowli, Odhapur, Barbala, Sadikpur, Sinoli, Adarsh Nangla, Bachode, Hewa, Ramala, Loom, Tugana, Tanda will be benefited. About 10 lakh people of both Haryana and Uttar Pradesh will be benefited from the Bridge. 
It will become easier to transport agricultural produce from one State to other State. There will be overall development of this area and existing distance will be reduced by 45 kms by construction of this bridge. 
The estimated cost of the bridge along with its approaches is Rs. 108.68 Crore. The cost of construction of approach road and protection work on Uttar Pradesh side will be Rs. 4158 lakh whereas cost of  similar works on Haryana side will be Rs. 3558 lakh which will be borne by each State respectively.A direct link between National Highway No.1 (Delhi-Ambala-Amritsar Road) and Delhi-Saharanpur-Yamnotri Road (State Highway No.57) will be established.
The State Governments will construct approach roads and protection works in their respective States at their own cost and from their own resources including cost of land acquisition. The cost of approaches on Haryana side is Rs. 35.58 crore and accordingly the Haryana share will be Rs. 51.34 crore.
A Project Steering Committee (PSC) having officers of both the States will be constituted to monitor and supervise all the activities of the project. The committee will review the progress and sort out the problems to expedite the successful completion of the work.
The construction of main bridge will be started in October, 2014 and the construction of approaches is likely to be started in October, 2015 after acquisition of land. The entire bridge along with approaches is likely to be completed by October, 2017.

Jalaj Sharma obtains 43rd rank in IAS results

The result of Indian Administrative Service (IAS)-2013 has been declared today in which Mr. Jalaj Sharma of Chandigarh has got 43th rank on all India level. He has cleared this prestigious Examination second time. Earlier,he  had passed this examination in the year 2011  in first attempt and  got Indian Revenue Service  stream. He is posted as Assistant Commissioner at Mysore since June 2012. He  has  given the credit of his success to parents, hard work, dedication and blessings of elders.

More to strengthening teachers education system

The Haryana Government has constituted a committee headed by Vice-Chancellor, Kurukshetra University, Kurukshetra for strengthening the teachers education system in the state.

            This was decided in a meeting chaired by Education Minister Mrs. Geeta Bhukkal here today. Vice Chancellors of  Guru Jhambeshwar University of Science and Technology, Hisar, Choudhry Devi Lal University, Sirsa and Maharshi Dayanand University, Rohtak and officers of Higher Education Department would be other members of the committee.

Mrs. Bhukkal asked them that stress should be given on quality education so as to make the students employable and they could ensure their placement in their respective fields. She said that National Vocational Education Qualification Framework has also been implemented in the state for skill development. Haryana is the first state in the country which introduced vocational courses for students at school level, she added.

The Minister would take review meeting of Vice-Chancellor to this effect after a week.

Haryana and UP to sign MoU to construct bridge

The Haryana Government will sign a Memorandum of Understanding (MoU) with Uttar Pradesh Government regarding construction of bridge on River Yamuna to connect Bilaspur-Khojkipur Road located in Panipat with Tanda-Kurdi-Nangal-Sai Mandir Chaprauli-Barot road located in Uttar Pradesh on June, 13.

                While stating this today, an official spokesman said that Principal Secretary, Haryana Public Works Department Sanjiv Kaushal  would sign the MoU on behalf of Haryana Government whereas Secretary Uttar Pradesh Public Works Department would sign the MoU on behalf of UP Government in the presence of Haryana Chief Minister, Mr Bhupinder Singh Hooda. This proposed bridge would be constructed near village Hathwala of District Panipat, Haryana and village Chaprauli of Uttar Pradesh. This bridge would be about 1121 meters long and would connect the villages of district Baghpat of Uttar Pradesh with the villages of district Panipat of Haryana. An amount of about Rs. 120.44 crore would be spent on the construction of this bridge.

                He said that for this project, Haryana Government would take loan from National Capital Regional Planning Board. He said that a project staring committee consisting of official of both the States would be constituted to look into any problem being faced for the successful completion of this project. The member of the committee would keep a check on the progress and other activities related to the construction of the bridge which would be completed within 3 years.  

Fatehabad City to have multi specialty 100-bedded hospital

Fatehabad City will soon have a Multi Specialty Hospital as the process of constructing this 100 bedded hospital over 14 acres of land at Sector 9 of HUDA has already commenced. The people of district Fatehabad would not have to go other places for treatment after the setting up of this hospital.

          While giving this information today, an official spokesman said that HSCC India Private Limited has been appointed as consultant for preparing the design and estimate for construction of the hospital. He said that HUDA has completed all formalities and has sent the case to headquarters which would soon approved it.

He said that HUDA has not only given new face to the development of the city, but has also undertaken various important projects in the field of health. He said that HUDA has constructed a Poly Clinic costing Rs 3.25 crore in HUDA Sector. This Poly Clinic has separate wards for women and men, a general ward and an x-ray lab.

          The spokesman said that HUDA has spent over Rs 55 crore on various developmental works during the tenure of present State Government. So far 20 per cent of the work of a sewerage line costing over Rs 2.35 crore being laid down in Sector 11 has been completed. Similarly, roads were being constructed at a cost of Rs 3.39 crore in Mandi Township Residential Area, M.T.S. Bhattu and sewerage facility was being provided at a cost of over Rs one crore. He said that 25 per cent work of sewerage has already been completed in Mandi Township Residential Area, M.T.S. Bhattu.

          Apart from this, a 4.5 kilometer bypass on Delhi-Hisar-Sirsa-Bhuna Road has been constructed at a cost of Rs 13.90 crore in Fatehabad. Similarly, outer roads of sector 9, 10, 11 and 11A have been constructed at a cost of Rs 8.65 crore. Also, the work of internal roads in sector 11 has been completed at a cost of Rs 8.70 crore. He said that footpath has been constructed at a cost of Rs 83 lakh in Mandi Township Fatehabad. Similarly, a sum of Rs two crore has been spent on development of auto market in Mandi Township Bhattu.

Committees constituted in muncipalities in Haryana

The Haryana Government has   constituted committees in its municipalities  which would be empowered to  give sanction or refusal to the building plans for the plots situated  within the municipal limit not forming parts of controlled areas so as to dispose off building plans applications within 60 days of receipt of applications.

            Stating this here today, a spokesman of Urban Local Bodies Department said that these committees have been constituted in all the municipalities under Section 201 and 250 of the Haryana Municipal Act, 1973 with a view to grant  sanction or refusal of  the building plans pending with the municipality for more than one month due to not holding of the meeting of the elected House. These Committees or the Executive Officers concerned have been empowered for granting sanction or refusal to such building plans.

He said that the situation when the building plans received in the Municipal Committee could not be disposed off within the stipulated time leads to consider deemed sanction of building plans which results in illegal constructions as well as litigations. He said that the Secretaries of the Municipal Committees have been directed to ensure that the meeting of the elected house is held once in every month.

            He said that for Municipal Councils, the Committees for this purpose have been constituted under the chairmanship of the Executive Officer and the other members of the committee would be Municipal Engineer and Building Inspector.   For Municipal Committees, the Committees for this purpose have been constituted under the chairmanship of the Secretary and Municipal Engineer and Building Inspector would be other members.

Rs 180 core financial assistance to Cooperative Sugar Mills

In a major relief to sugarcane growers, Haryana Chief Minister Bhupinder Singh Hooda today announced to release Rs.180 crore as financial assistance to Cooperative Sugar Mills in the State for payment of sugarcane purchased from the farmers during the crushing season 2013-14. Haryana is the only State of the country which has released timely payment to its farmers every year.

            The Chief Minister, who was addressing Congress Party workers meeting at Kurukshetra today, said that all the concerned officers have been directed to release the payment to farmers within a week. Any laxity on the part of officers or officials in this regard will be viewed seriously and disciplinary action would be taken against officers responsible for the delay in the release of payment.

            He said that Haryana is giving highest price of sugarcane to the farmers across the country. Farmers of the state are paid Rs 301 per quintal for the early variety of sugarcane, Rs 295 per quintal for mid variety and Rs 290 per quintal for late variety of sugarcane.  He said that farmers have been paid on time for the sugarcane purchased from them and no arrears are pending for the earlier crushing seasons. In sharp contrast, the neighboring states have heavy arrears of sugarcane pending payment to its farmers.
