The Haryana Government has decided to grant compassionate assistance by way of appointment in Class III and IV posts on compassionate grounds to one eligible living spouse or dependent child of a martyr of the armed forces personnel or para-military forces who is killed in action in border skirmishes, terrorist attacks or riots.
The families of martyrs who are domiciles of Haryana are eligible for this benefit. Besides, the bereaved family would also get other financial benefits, according to the instructions issued by the Chief Secretary, Mr S C Choudhary.
The martyr, according to instructions, means "a person serving in armed forces (Army, Navy and Air Force) or in para-military forces (BSF, CRPF, CISF, ITBP, Assam Rifles, Rapid Action Force etc) under the Home Ministry on permanent basis, and is killed in action in border skirmishes, terrorist attacks or riots and is declared martyr by the Ministry of Defence, Government of India, and the Ministry of Home Affairs, Government of India, respectively".
Member of the eligible family means dependent son or daughter or wife who is not earning, and is fully dependent upon the martyr. An eligible member of the family of the martyr shall make an application for appointment as in form ‘A’ within a period of three years to the office of concerned deputy commissioner who shall forward it to the office of Chief Secretary, and, the office of Chief Secretary shall forward the application to the department where vacancy exists, for issuance of appointment letter.
Appointment means appointment under these instructions shall be confined to feeder posts in Group C and D category. The appointment under these instructions shall be made only on regular basis and against regular sanctioned post. Exemption means appointments under these instructions shall be exempt from the observance of the recruitment through the recruiting agencies notified by the state.
The other guidelines are; relaxation means there shall be no relaxation of any provision of these instructions. However, as a special case, these instructions shall be relaxed only in the cases of children who have become orphan upon the demise of the martyr. The claim of appointment of such orphans shall remain alive till one child of the deceased has attained majority/minimum eligible age for entry into government service.
Undertaking (by way of an affidavit) means a person eligible to be considered for appointment under these instructions shall furnish an undertaking to the government in Form ‘C’ that he or she shall maintain all the other members who were completely dependent on the martyr. In case it is provided subsequently, members of the family are being neglected, or are not maintained by him or her, his or her appointment may be terminated forthwith. A condition to this effect shall also be inserted in his or her appointment letter. These instructions came into force with effect from January 1, 2014.
