Govt to seek suggestions from Public on formation of policy

CHANDIGARH, JUNE 29
The Haryana Government has decided to seek suggestions of the public at various stages of formulation of any policy, regulation and legislation so as to ensure good governance in the State. These suggestions will be sought through online mechanism.
          While stating this here today, a spokesman of Administrative Reforms Department said that all Administrative Secretaries and Heads of Departments have been asked to ensure that before passing, the drafts of policy, regulation and legislation are put on the website of the concerned department for inviting suggestions and comments of the general public.
          He said that they have also been directed that suggestions and comments so received should be compiled and processed by the department and these should also be displayed on the website as to how the suggestions and comments of general public have been incorporated in the final notification.
SPIO DECISION NOT GOVT:  Haryana Chief Secretary, Mr D.S.Dhesi has  made it clear that the decision to refuse  to provide property details of Chief Minister and his colleagues under the RTI Act was not of the Government but of State Public Information Officer (SPIO) designated under the RTI Act. He said that the SPIO had exercised his quasi judicial powers with his wisdom.
          The Chief Secretary, who was replying to the questions of media persons here today, was asked to comment on a news item that appeared in a section of the press on the issue of seeking information about property details of the Chief Minister and his colleagues.
          Mr Dhesi said that if one is not satisfied with the decision of the SPIO, an appeal can be made to the higher authority as specified under the Act.
SATKAR BHOJANALAYA:  Haryana Government plans to open “Satkar Bhojanalaya” in every town so as to provide quality food to the people at subsidized rates in the state.
                     The Chief Minister, who was presiding over a meeting of Food and Supplies Department, here today, said that similar bhojanalaya have also been opened in Kurukshetra with the support of Kurukshetra Development Board and a Non-Government Organization. “We want to replicate the same model in every town in the state’, he added. He said that there are several charitable Trusts or NGOs which are ready to open and operate such affordable restaurants where quality food items would be served at economical rates. Food and Supplies Department would ensure to provide wheat to such Trusts or NGOs on subsidized rates. 
              The Chief Minister asked the officers to formulate a scheme in this direction in consultation with the department concerned so that such eating points could be made functional at least in half of the state before November 1, 2016, the day Haryana would enter into its golden jubilee year.
              Those present in the meeting included Principal Secretary to Chief Minister Mr Rajesh Khullar, Additional Chief Secretary Food and Supplies Mr S. S. Prasad, Additional Chief Secretary Agriculture Mr Varinder Singh Kundu, Director Food and Supplies Mr Sanjay Joon and other senior officers of the state government.
PAY COMMISSION: Haryana Finance Minister, Capt. Abhimanyu, has welcomed the decision of the Central Government to accept the recommendations of the Seventh Pay Commission, and assured that the State Government would implement these recommendations at the earliest.
        While stating this here today, the Finance Minister said that as the State Government followed the pattern of pay scales and allowances adopted by the Central Government of India, the salaries and allowances of the employees of the Haryana Government would be increased as per the Central Government’s decision. Suitable provision has been made in the budgetary estimates for 2016‐17 for this requirement, he added.
