Haryana and Railways form a joint venture company

CHANDIGARH, JUNE 2
The Haryana Government today signed a Memorandum of Understanding (MoU) with Railways for formation of a joint venture Company for implementation of various rail projects.
          Stating this here today, a spokesman of Haryana Government said that while Additional Chief Secretary, Public Works (Building and Roads) Department, Mr Hardeep Kumar signed on behalf of Haryana Government, Mr V.P.Dudeja, Executive Director (Works), Railways signed on behalf of Ministry of Railways in the presence of Chief Minister, Mr Manohar Lal and Union Minister of Railways Mr Suresh Prabhu, in New Delhi.
          He said that under this MoU, there is a provision to form a Joint Venture Companies (JVCs) with participation of Haryana State and Railways. Joint Venture Company shall undertake the implementation of various Railway projects directly or through subsidiaries. With the formation of the JVCs, the railway projects would be implemented on fast track in Haryana State resulting into better railway connectivity.
          The JVC shall have 49 per cent share of the Ministry of Railways and 51 per cent of the Government of Haryana. The JVC shall have authorized share capital of Rs. 200 crore with initial paid up capital of Rs. 100 crore. The MoU shall expire upon the execution of Joint Venture/Share holder agreement. The JVC shall undertake project development works for an indentified basket of projects, which shall inter alia include surveys, preparation of Detailed Project Report (DPR) and its approval from Ministry of Railways and Government of Haryana, processing for sanctioning of identified projects both by the Haryana and the Ministry of Railways. JVC shall also undertake the implementation of the identified projects directly or through subsidiaries.
          He said that the JVC shall have corporate headquarter at Chandigarh. The JVC shall have one part time Chairman, one whole time Managing Director, two whole time Directors and six part time Directors. The JVC shall have two part time Directors each from the Government of Haryana and Ministry of Railways, two part time independent Directors shall be drawn from Private Sector or Public Sector Units or Educational Institutes, and shall be experts in the respective fields. Managing Director shall be selected by a Select Committee comprising of representatives from Ministry of Railways and Government of Haryana. The Board shall also be mandated to take decisions regarding additions and alterations in the scope of work with overall objective and mandate of the work being same as agreed upon in the sanction of the work. The equating holding of JVC in the project SPVs would be at least 26 per cent .A 30 year concession agreement will be signed between the Railways and Project SPVs. The land acquisition will be done by Haryana Government. The project SPVs shall arrange financial support and resources from various stack holders of the project, and if feasible, in form of debt from banks or multilateral agencies or financial institutions as debt funding. With the signing of MoU the implementation of various Railway project will become faster and also the SPVs would arrange the funding for these project from various stack holder.
          The ownership of the land acquired for the project shall vest with the Project SPVs which shall bear the cost of land. In case of non-viable projects, apart from equity, land may be provided by the State Government free of cost, however, ownership of which shall vest with the Project SPVs.
He said that the JVC would be permitted to take officials including Board level officers from the Government of Haryana and Ministry of Railways on deputation terms.
          He said that an apex committee would be formed for expediting the project being implemented under the JVC (including the Project SPVs). The committee shall comprise representatives of the Government of Haryana and the Ministry of Railways. The Apex committee shall meet once in two months, or such interval as may be required to resolve problems being faced in speedier execution of the projects.
          He said that each party shall nominate at least one representative and a Nodal Officer for implementation of this MoU.

रेल मंत्रालय और हरियाणा सरकार दोनो मिलकर हरियाणा मे रेलवे का नया प्रोजेक्ट लगा रहे है क्या ?
