Haryana Chief Minister Manohar Lal has given approval for granting No Objection Certificates to National Highway Authority of India (NHAI), for construction of bridges on Saraswati Drain at RD 116000, on Sirsa Branch at RD 196904 and on Saraswati Distributary at RD 39200.
While stating this here today, an official spokesman said that in case of construction of bridges over Saraswati Drain and Saraswati Distributary, there was a proposal for four laning of Ambala-Kaithal section of NH 65 from Km 50.860, Pehowa, to Km 95.360, Kaithal, National Highway. Similarly, in case of Sirsa Branch, there was a proposal for four laning of Ambala-Kaithal and Kaithal-Hisar National Highway.
He said that in case of each bridge, the processing fee of Rs 25,000 and bank guarantee of Rs 10 lakh would be deposited by NHAI before execution of work. He said that the ownership of lands of Saraswati Drain, Sirsa Branch and Saraswati Distributary would remain with Irrigation and Water Resources Department. The design sections of Saraswati Drain, Sirsa Branch and Saraswati Distributary would be maintained by NHAI and would not be disturbed during the execution of work. He said that the maintenance of road and protection measures would be taken by NHAI during construction of bridges.
The spokesman said that the required security would be got deposited from the NHAI for any unseen expenditure. The cost of construction of bridges would be borne by the NHAI and in case of widening of drains or channel in future, the NHAI would remove the bridges and would not make claim of any type. The affidavits in this regard would be obtained from NHAI before start of work. He said that the Department reserves the right to withdraw the permission if at a subsequent date it is found that permission is not as per rules or against the interest of irrigation. The design of dowel and toe of bank would not be disturbed during execution. The drawing would be got countersigned from concerned Superintending Engineer of Irrigation Department in lieu of checking hydraulic parameters.
