Haryana Election Commission issues election programme of Gram Panchayat

CHANDIGARH, JUNE 1
The State Election Commission, Haryana has issued the  election programme for the conduct of the bye elections on 355 vacant seats  which included 317 Panches, 31 Sarpanches of Gram Panchayat and  seven members of Panchayat Samitis.  The polling for these elections will be held on July 7, 2019.
          While informing about the election programme, State Election Commissioner, Dr. Dalip Singh said that Date on which notice will be published by the District Election Officer (Panchayat) for inviting nominations under Haryana Panchayati Raj Election Rules, 1994 will be June 10, 2019. The dates on which Nomination papers will be presented will be June 15 to 21 between 10 am to 3 pm except June 16 and 17 being gazetted holiday. The nomination papers received will be pasted on June 15 to June 21. The affidavit/declaration will be furnished by the candidate to the concerned Returning Officer from June 15 to June 21.
          He said that the nomination papers will be scrutinized on June 22 from 10 am onwards. The last date for withdrawal of candidature by a candidate will be June 24, 2019 upto 3 pm. The symbols will be allotted to the contesting candidates on June 24, 2019 after 3 pm. The list of contesting candidates will be pasted on June 24, 2019 immediately after the allotment of symbols. The poll, if any, will be held July 7, 2019 between 8am to 4pm and the counting of votes will begin immediately after the close of poll. In case of re-poll, the Commission might change the date and time of counting of votes, he added.
          He further stated that according to the above mentioned programme, nomination papers for the election to Panches and Sarpanches of Gram Panchayats will be filed and received at the concerned Gram Panchayat Headquarter and that for the members of Panchayat Samitis at the concerned Block Headquarter by the Returning Officer/Assistant Returning Officer. The scrutiny of the nomination papers will be taken up by the Returning Officer concerned. The votes for these elections will be given by recording of votes by voting machines [Electronic Voting Machines (EVMs)].  The counting of votes for all these elections will be held at all polling stations on the same day.
          He further stated that a candidate filing the nomination paper for contesting the election of the seat of Panch, Sarpanch and Member Panchayat Samiti will have to deposit an amount in Government Treasury or Sub Treasury or with the respective Returning Officer in cash. The candidate contesting for Panch will have to deposit Rs 100 for general category and Rs 40 for candidate belonging to Scheduled caste or backward classes.  Similarly,  candidate contesting for Sarpanch will have to deposit  Rs 200 for general category and Rs 100  for candidate belonging to Scheduled caste or backward classes and  for Member Panchayat Samiti Rs.300 for general category and  Rs.150 for candidate belonging to Scheduled caste or backward classes.
          Dr. Singh further told that the directions are being issued to all the Deputy Commissioners–cum-District Election Officers to give wide publicity to the above programme by munadi in villages, issue of press notes and other handouts and also by inserting paid advertisements or through electronic media, so that more and more people may come to cast their vote and elect the members of Panchayati Raj for strengthening the democracy at grass root level.  NOTA (None of the above) option will be applicable in the elections of Sarpanch of the Gram Panchayats and members of Panchayat Samities.
          He further stated that any person whose name is not included in the voters list/electoral rolls of the concerned Gram Panchayats, may apply to the Deputy Commissioner concerned alongwith prescribed fee not later than four days from the date of publication of election programme.
              He appealed to all concerned voters to participate to elect the Members of Panchayati Raj Institutions for strengthening the democracy at grass root level.
