Haryana Chief Minister, Mr. Bhupinder Singh Hooda today announced a bonanza for the state government’s employees which includes raising the retirement age from 58 to 60 years, 25 per cent hike in Dearness Allowance, full pension after 20 years service, and various other benefits.
After presiding over the meeting with representatives of the Haryana Karamchari Mahasangh and Sarv Karamchari Sangh here today, Mr. Hooda said that after 58 years of service, the employee will be asked to give his option whether he wanted to continue his service or seek retirement. Now onwards full pension will be allowed on completion of 20 years of service instead of 28 years of service. This will be effective with prospective effect from the date of notification.
Welcoming the decisions taken by the Chief Minister, the representatives thanked Mr Hooda.
Also, 25 per cent increase in the allowances on DA becoming 50 per cent and 50 per cent increase in allowances on DA becoming 100 per cent, will be implemented.
It was also decided at the meeting that if a person working on adhoc, daily wage or contract basis, including the persons working on contract basis through a service provider, dies in harness, the family of the employee will be granted an ex-gratia of Rs 2.5 lakh.
Mr. Hooda said that a Pay Commission will be constituted for addressing the anomalies and deviations which might have occurred in implementation of the recommendations of the 6th Pay Commission. It will grant an opportunity to the associations of employees or individual employees to represent before the commission which will make appropriate recommendations to the State Government for the removal of such anomalies and deviations.
Apart from this, the policies on regularization of the services of certain categories of employees, which have been recently formulated by the government, will be made applicable to similarly placed persons working in boards, corporations and autonomous bodies under the state government.
The policy dated June 18, 2014 regarding regularization of employees will also be made applicable to the ad hoc and daily wage employees who are similarly placed as contractual employees specified in the said notification.
At the meeting, it was also decided that an increase in the consolidated emoluments on a graded basis will be granted to the persons who are working for a long period of time in various departments but they could not be regularized in accordance with the policies recently formulated. Separate decision in respect of such employees working in department will be taken depending upon the facts of the individual cases.
The Chief Minister said that recently an Act had been enacted by the state legislature abolishing distinction between the technical and non-technical pay scales. Those drawing the Technical Pay Scale on the date of promulgation of the ordinance, prior to enactment of the Act, their pay (Technical Scale) will be protected. Those persons whose Technical Pay Scale has been protected will continue to get ACP Scales also on those Technical Pay Scales only.
It was also decided that the demand for revising Pay Scales of CDPO and Supervisor will be considered and decided by the committee headed by the Chief Secretary within three days. Likewise, the state government has liberalized the policy for grant of advance for medical treatment as well as for reimbursement of Medical Bills. This policy will be got circulated to all the departments within three days for prompt implementation.
The Chief Minister said that the posts which have Grade Pay of Rs 3200 and Rs 3300 in PB-2 would now get Grade Pay of Rs 3600 and those which have Grade Pay of Rs 3600 would now get Rs 4000.
It was also decided at the meeting that all criminal cases registered during the three-day strike in 2014 will be withdrawn expeditiously.
Mr. Hooda said that the state government had also decided in principle to end the contract system. Some employees are facing problems on account of non- availability of confirmed posts. In this direction, all temporary posts would be declared permanent posts.
On this occasion, Chief Secretary, Mrs. Shakuntla Jakhu, Principal Secretary to Chief Minister, Mr. S.S. Dhillon, Deputy Principal Secretary to Chief Minister, Mr. R.S. Doon, Additional Principal Secretary, Finance, Mr. Rajan Gupta, and Director General, Information, Public Relations and Cultural Affairs Department, Mr. Sudhir Rajpal, were also present.
