Need to educate youth about dangers of drug

CHANDIGARH, AUG 25
A three-day course on Mid career Interaction between the Armed Forces and Civil Services Officers on "Drug Trafficking" began at Haryana Institute of Public Administration ( HIPA) Gurgaon today. The course is sponsored by Department of Personnel and Training (DOPT) of Government of India.
About 30 officers from Indian Administrative Services, Indian Forest Services, Indian Revenue Services, Indian Police Services and Probationary Officers from Customs & Central Excise department are participating in this course. It is a zonal training programme in which officers are participating from the States of Gujarat, Punjab, Rajasthan, J&K, Himachal Pradesh, Delhi and Haryana.
While addressing the course participants, Director General of NACEN Dr G Sreekumar Menon, IRS, laid thrust on the need to educate the youth about the dangers of drug addiction because once trapped, it is difficult to come out of the menace of drug addiction. He said that a drug edict can not take right decisions and become lazy. It hampers the performance of the person who at times may become aggressive and keep on wandering here and there aimlessly. He said that addiction of narcotic drugs is very expensive which it affects health of the person who resorts to other crimes like theft, kidnapping of children etc to quench his urge to have the drug.
According to Dr Menon, the synthetic drugs ,which are available in the market, are comparatively cheaper but more powerful. He asked the officers to device special awareness programmes for spreading awareness among the youth not to fall prey to the narcotic drugs. He gave a detailed presentation showing the history of origin of narcotic drugs, their misuse, Drug Wars, Narco Terrorism, Drug Trafficking etc and highlighted how narcotics can become a potent weapon for destroying the future of a country. Giving data, he said that drug trafficking is estimated at about 200 billion dollars per year in the world. 34 countries including India have laid penalty for use and trafficking of narcotic drugs. He said that according to an estimate more than 70 percent of Punjab Youth have fallen into drug trap. It is our duty to protect the youth from menace of narcotic drug addiction, Dr Menon remarked.
Earlier, Director General of HIPA R S Dalal told about the activities of HIPA and said that training gives you work and pleasure, which is important part of life. Training is good time for learning and for a change in daily routine.
Professor at HIPA Smt Rekha Srivastava gave introduction about the course and said that during these three days many eminent speakers including Joint Director of Directorate of Revenue Intelligence ( DRI), Deputy Director General Northern Region of Narcotics Control Bureau (NCB) New Delhi R P Singh,Drug Law Enforcement Expert Prabhjeet Singh Gulati from United Nations office on Drugs and Crime (UNODC) New Delhi, Director of Narcotics Control Bureau (NCB) New Delhi R K Tiwari (IRS Retd), IG ( Personnel) from BSF Headquarters New Delhi Ajay Kumar Tomar would also deliberate in the course.
She said that drug consumption and the persistence of drug trafficking over the years has been showing an increasing trend. There is a need for strong commitment to face and overcome the challenges posed by the drug menace. Against this background, the present course is being conducted with an attempt to analyse it with the basic objective to increase exposure of these officers to meet unforeseen situations at short notice. It would also help them to combat future challenges to national security in better manner, Smt Srivastava added.
