Gurgaon Police signs MoU with MDI to control crime

CHANDIGARH, AUG 12
Gurgaon police today signed a Memorandum of Understanding (MoU) with Management Development Institute (MDI), a leading management institute of India, to zero down the crime rate in Gurgaon and to control crime at stage one, that is, at the place of occurrence of crime. The MoU was inked by Commissioner of Police Gurgaon Alok Mittal and Director of MDI Prof Mukul Gupta at the Police Commissioner’s office today.
          Briefing the media persons about the MoU, Commissioner of Police Alok Mittal said that it consists of two projects. One project has been named ‘Shakti’ and the second project is an exercise to create ‘Crime Index’ for Gurgaon, which will be helpful in assessing the crime rate scientifically, as was being done in developed countries. The duration fixed for completing both these projects by doing data analysis is 16 to 18 months; Mr Mittal said and added that MDI will take the lead in these projects while Gurgaon Police would be assisting it by providing data available with it.
          ACP Crime Rajesh Kumar would be the Nodal Officer for both these projects and Commissioner of Police Alok Mittal and Joint Commissioner of Police Vivek Sharma would be interacting with MDI for creating ‘Crime Index’. In case of ‘Shakti’ project, Commissioner of Police Alok Mittal, DCP East Nazneen Bhasin and DCP West Sangeeta Rani would interact and provide the details needed to MDI.
          Mr Mittal said that the Crime Index would be helpful in calculating the crime rate scientifically like the sensex of Mumbai Stock Exchange. With creation of crime index, one would be able to analyze whether the crime rate has increased or decreased in Gurgaon. For this, the MDI faculty would conduct a basic survey of incidents of crime in Gurgaon like in which areas the incidents are more, the reasons behind it, timings of occurrence, age group of persons involved and age group of victims etc. It is basically an exercise to develop an ability to predict the occurrence of crime in advance so that preventive measures can be taken by the police. Once created, the crime index would be prepared for whole of the Gurgaon district and also Police Station wise. He said that this would help in evidence based policing as was done in foreign countries.
          Similarly, in case of ‘Shakti’ project, the MDI faculty would analyse the calls received on women helpline number 1091 like victim profile, who are persons frequently involved in crime against women, their age group, areas from where number of calls is more, the reasons behind it, the behavior of the call attendant at the helpline desk, whether her response helped the victim in normalising or otherwise, quality of police response etc. He said that after analysing the data, the MDI faculty would submit its report and Gurgaon Police would take action on their findings.
          He said that presently there is no scientific methodology to assess crime rate in Gurgaon. The perception of police and public regarding crime is totally different. Suppose there is no incident of crime in a particular area, people say the crime rate has gone down but if a incident of chain snatching happens, people take it as rise in crime rate in that area. This is public perception towards crime but in Police records, it is maintained in a different way. According to Police theory, chain snatching incidents are placed below murder and other heinous crimes which may not be concern for majority of the population.
          Director of MDI Prof Mukul Gupta said that MDI is in Gurgaon for last 40 years and for the first time they have been given an opportunity to do something for Gurgaon. He hoped that they would be able to contribute in making Gurgaon more safer by improving policing here.
          On this occasion, Joint Commissioner of Police (Crime) Vivek Sharma, DCP (East) Nazneen Bhasin, DCP (HQ) Badan Singh, DCP (West) Sangita Rani, Professor in Operations Management in MDI, S Chatterjee, Professor in IT D P Goyal and Registrar of MDI Harpal Singh were also present.
