CM announces FAR in HSIIDC industrial areas

CHANDIGARH, MAY 3
 Haryana Chief Minister, Mr. Manohar Lal announced that the Floor Area Ratio (FAR) in industrial areas of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) would be increased from 150 to 200 per cent with appropriate charges. Apart from this, the State Government has identified 50 acres of land for the Pharma Park in Karnal which would be developed by the HSIIDC.
        The Chief Minister made these announcements during ‘Samadhan Divas’ organised by the Department for districts Karnal and Kurukshetra, at Karnal today.
        He said that during an open house session with various Industries Associations, the Chief Minister along with senior officers listened to the concerns raised by the industrial units in districts Karnal and Kurkshetra and made concerted efforts to resolve them.
The Chief Minister made various announcements to further boost the industrial growth in district Karnal.  He announced that the change of industrial activity would be permitted with conversion charges, that is, 10 per cent of the differential cost (present allotment rate – original allotment rate) in case of two categories of plots, that is, project implemented and non-implemented. The plots which are vacant would be allowed for conversion with increase in 10 per cent of current rate.       
Speaking on the occasion, the Industries and Commerce Minister, Mr. Vipul Goel said that for setting up of tool room under the Mini Cluster Scheme, the Karnal Agri Implements Manufacturing Association has been asked to provide the list of final equipment. The consultant would submit the DPR to State Level Steering Committee within 15 days of receipt for final equipment list for approval.
No Objection Certificate (NoC) for fire is implemented by Haryana Enterprise Promotion Board (HEPC) which is a single window clearance system. Currently, there is no pendency for fire approval greater than 45 days by the HEPC. He said that the services of 289 registered architects empanelled by HSIIDC can now be availed by the industrial units. As the number of cases in HEPC has increased manifold, the industry department has decided to engage SAKSHAM youth as relationship officers who would assist industries in availing necessary services from HEPC.
The Industries Minister said that the online system for filing of incentives would be made more robust. As per the Right to Service Act, the time limit of 45 days for sanction of incentives has been notified. The process for scrutiny and approvals of applications has been simplified.
Banks create road block in Credit Guarantee Fund Trust for Micro and Small Enterprises Scheme (CGTMSE). During the period 2000-2018 in the Karnal district, 7977 cases amounting to Rs. 461 crore were approved. Moreover, a mechanism for follow up on cases by local DIC has been devised. State Level Banker's Committee would provide cases applied for CGTMSE to the respective DICs for follow up and facilitation.
He said that the hurdles of Mini Cluster Scheme have been resolved by replacing Senior Account Officer with the Estate Manager, HSIIDC in the purchase committee.
He said that for the upcoming industry in Mogul Majra, the access roads are being developed. The estimates for Kunjpura to Mugal Majra road are of Rs 161 lakh for widening of 3.5 km road and street lighting is under preparation. New road from Kunjpura to Jaroli road to Mugal Majra amounting to Rs 109.21 lakh has been approved by the Government. It will be completed within nine months from allotment of work.
To solve the water logging in the sector 3 industrial area, it has been proposed to provide and lay additional storm water drain (RCC pipe) of about 550 metre length to drain out the rain water of the affected plot area into the Phase-II. The disposal with an estimated cost of Rs 11 lakh is prepared. This additional line would be connected to higher size SWD pipes of Phase-II, Sector-3A for quick disposal in place of existing Phase-I, Sector-3 disposal. This work would be got executed and completed up to August 31, 2018.
The timeline for approval of Freight Assistance Scheme has been set at 45 days. The approval of refund of GST would be granted within 22 days and 52 days in case of any observation. The facilitation centre of Farm Machinery centre at Regional research station, Uchani (Karnal) has been approved. The state would provide the funds for purchase of equipment.
For setting up of Common Effluent Treatment Plant (CETP) at Mughal Majra industrial area, the association would provide the land. The HSIIDC would setup the CETP.
The State Government has decided to lease out agro malls to the industry associations at subsidized price for usage as exhibitions centres. For start-ups as per Government of India, the introduction of self-certification under labour laws would be notified.
        Others present on the occasion included Minister of State Food, Civil Supplies and Consumer Affairs, Mr. Karan Dev Kamboj and Minister of State for Social Justice and Empowerment, Mr. Krishan Kumar and other dignitaries.
