Haryana Chief Secretary D.S. Dhesi, said that the State Government would focus on setting up Custom Hiring Centres in the State with an investment of about Rs 25 lakh, for which modalities would soon be rolled out.
The Chief Secretary, who was speaking at the 144th meeting of State Level Bankers’ Committee, Haryana, said that the Central Government had approved a package of Rs 1,100 crore for management of crop residue for Haryana, Punjab and Uttar Pradesh.
Mr. Dhesi expressed appreciation over the achievement of financial inclusion targets and satisfaction over saturation of 235 villages allocated by the Central Government under Gram Swaraj Abhiyan.
Referring to record wheat procurement of 87.9 lakh tonnes by the Haryana Government, he said that the Prime Minister, Mr. Narendra Modi’s initiative to double farmers’ income by 2022 was of great significance for the State and would also ensure that the farmers get minimum support price. He also urged the bankers to undertake schemes and programmes to enhance the income of farmers.
Mr. Dhesi sad that under the ‘Parivartan’ programme launched by Haryana Chief Minister, Mr. Manohar Lal, 46 senior officers have been allocated a block each for facilitating and monitoring of schemes such as financing to cobblers under the Differential Rate of Interest (DRI) scheme, and Stand Up India. Apart from this, Antyodya Seva Kendras were set up on April 14 to help the lowest income group people to obtain information about all the schemes for which they are eligible, under one roof.
While speaking about the achievement of target of digital transactions in 2017-18, in which major contribution was of banks, Mr. Dhesi appealed to the bankers and Lead District Managers (LDMs) to continue and accelerate their efforts in this field during the current financial year. He also urged the banks to make more efforts to improve the progress under Stand Up India and Pradhan Mantri Awas Yojana, which was not up to the mark in 2017-18. He also urged the bankers to open brick-and-mortar branches in their allocated villages on priority basis. He also highlighted the role of National Bank for Agriculture and Rural Development (NABARD) in the development of the State by providing funds through Rural Infrastructure Development Fund (RIDF) especially for minor irrigation schemes.
Regional Director, Reserve Bank of India, Chandigarh, Ms. Rachna Dikshit, congratulated the Chief Secretary on Haryana achieving the second rank among all States in terms of digital transactions, by achieving 110 per cent of the target of 72 crore digital transactions allocated to the State as on March 31, 2018. Under this, 43.13 crore digital transactions were made by banks, which is 60 per cent of the total digital transaction in the State through various digital modes.
Those present on this occasion included Principal Secretary, Finance and Planning, Mr. TVSN Prasad, Principal Secretary, Social Justice and Empowerment, Ms. Neerja Shekhar, Deputy Director General, UIDAI, Ms. Bhawna Garg and senior officials of various banks in the State.
EQUAL WORK, EQUAL PAY: Haryana Higher Education Department will also implement ‘Equal Work, Equal Pay' rule.
Stating this today, a spokesman of the department said that in this regard, the Director General of the Department has issued directions to the Principals of all government colleges in the State. He said that according to instructions mentioned in the letter from Chief Secretary, the rule would be applicable to those contractual employees who are covered under Outsourcing Policy Part-2 in particular fixed categories. They would be entitled to the minimum pay fixed for particular category by the college but they would not be entitled to other perks, he added.
CM TO BE CHIEF GUEST: Haryana Chief Minister Manohar Lal will be Chief Guest at the passing out parade of 84th batch of Recruit Basic Course (RBC) to be organized at Haryana Police Academy, Madhuban on May 20, 2018. In the current batch, 4225 constables are taking training.
While stating this here today, Director General of Police, Mr B.S. Sandhu said that Chief Minister would also honour those recruits who would secure first, second and third place in the training programme.
He said that training on the topics of Police administration, Radio Telecom, Traffic management, maintenance of law and order, security, Indian Penal Code, Code of Criminal Procedure, Human behavior, community policing and computer learning have been imparted to these recruits. After the passing out of this batch, the State police force would be further strengthened.
As a result of the Transparent Recruitment Process in Haryana Police, Mr Sandhu said that highly qualified youth have been recruited in police including 3827 from rural areas and 398 from urban background. Out of these, 2 are M.Phil, 15 M.Tech, 16 MCA, 36 MBA, 33 M.Sc., 38 M.Com, 103 MA, 273 B.Tech., 51 BCA, 3 LLB, 434 B.Sc., 215 B.Com, 844 BA, 23 Diploma holders, 65 having 10+2 JBT, two each ITI fitter and polytechnic and 2028 of 10+2.
