Election programme announced for 18 municipal committees

CHANDIGARH, MAY 1
The Haryana State Election Commission has issued programme for conducting general elections of 18 municipal committees and made it clear that the Model Code of Conduct will remain effective only in the areas where elections are to be conducted and not in the outside areas.
          While stating this here today, a spokesman of the Commission said that with the announcement of elections programme on April 20, 2018 Model Code of Conduct has come into operation in the areas of municipalities where elections are to be conducted and would remain in force till the elections are completed.
          He said that the Commission has noticed that despite the fact that the Model Code of Conduct only remains effective in the areas where elections are to be conducted, several government departments, semi government departments, board, corporations and universities approach this Commission for relaxation on separate issues, which results in unnecessary correspondence and delay in the programmes, schemes falling out of the ambit of model code of conduct like issuance of NOC and permission. To avoid this unnecessary exercise, it has been clarified that the Model Code of Conduct would remain effective only in the areas where elections are to be conducted and not in the outside areas.
          The spokesman said that 18 Municipal Committees where general elections are to be held included Siwani, Bawani Khera and Loharu (Bhiwani), Haily Mandi, Pataudi and Farrukh Nagar (Gurugram), Narnaund (Hisar), Julana (Jind), Beri (Jhajjar), Indri and Nilokheri (Karnal), Kalayat (Kaithal), Ateli Mandi and Kanina (Mahendergarh), Taoru (Mewat), Hathin (Palwal), Kalanaur (Rohtak), Kharkhoda (Sonepat ) and  bye-elections of two  municipalities that is Ward No. 20 of Municipal Council, Thanesar, (Kurukshetra) and Ward No. 4 of Municipal  Committee Assandh (Karnal).
 KUSHMA RANI CHAIRPERSON: Haryana State Election Commission has notified the name of Mrs Kusum Rani as Chairperson, Panchayat Samiti, Indri, who has been elected unopposed in the meeting held on April 6,2018 to serve the remaining term of her predecessor.
GURUGRAM MDA CONSTITUTED: Haryana Government has constituted Gurugram Metropolitan Development Authority as Regional Transport Authority within its jurisdiction to exercise the powers and discharge the duties to specify the routes and areas for the grant of state carriage permits, issue or grant of state carriage permits, deciding and issuance of time table, working hours of the crew and parking places with respect to the city bus services operated by Gurugram Metropolitan City Bus Limited.
        While stating this here today, an official spokesman said that a notification has been issued in this regard by the Transport Department.
OFFICE OF HSJCA CLOSED: Haryana Government has closed the office of Haryana Swarna Jayanti Celebrations Authority from the evening of April 30, 2018. Now, the office of Chief Secretary (General Administration Branch) may be contacted for any work related to the Authority.
 EXGRATIA ANNOUNCED: Haryana Agriculture and Farmer’s Welfare Minister, Mr O. P. Dhankar met the victims of  school bus accident admitted at  PGI, Rohtak. Mr Dhankar had returned back from his tour abroad late last night and went to meet the victims in the morning.
          He condemned the accident in which five persons including three children were killed and ten injured on Charkhi Dadri Highway on Monday. He directed the PGI authorities for best medical help to those injured in this unfortunate incident.
          Meanwhile, Mr Dhankar announced an ex-gratia of Rs one lakh to the family of deceased and Rs fifty thousand to those injured in this accident.
TRAINING FOR SEWERMEN: With a view to train sewermen about their safety  and work, a three day training camp has been organized under the guidance of Delhi Jal Board.
          While inaugurating the said training program in Delhi's Water Supply premises at Haiderpur, Additional Chief Secretary Public Health Engineering Department, Haryana,  Mr Rajeev Arora said that the the training camp from May 1 to May 3 would impart training with further explore on their safety issues. 40 sewer men would be trained in this program. Already 180 sewer men have been trained so far through various traing programs at Jind, Hisar, Rewari and Ambala and  such programs would continue in future also for the benefit of sewer men, he said.
          Chief Engineer, Public Health Engineering, Haryana Mr. R K Singla and Other officers of the department were also present on the inauguration of the training program.
SIT TO INVESTIGATE RAPE CASE: The Haryana Police has constituted a Special Investigation Team (SIT) to investigate the incident of rape of a minor girl belonging to nomadic tribe at Narnaund. The police has also taken DNA samples of all the three alleged accused for testing and has started further investigation.
    While stating this here today, a spokesman of Police Department said that the SIT was constituted following the cognizance of the case taken by the Haryana Chief Minister, Mr. Manohar Lal. The SIT was constituted by Inspector General (IG) of Hisar Range, Mr. Sanjay Kumar  and is headed by Deputy Superintendent of Police (DSP) Barwala.
        He said that as per preliminary investigation, the minor was reportedly raped on  April 18. The police has arrested paternal uncle of the victim. The family members of the victim and members  of nomadic tribes had accused the police of  accusing the victim’s uncle and started protesting at the Civil Hospital, Narnaund. Thereafter a request was made for taking statement of the victim in front of the Magistrate. In her statement, the victim accused three persons of the village.
        Today, the Coordinator of Haryana Vimukt Ghumantu Kalyan Sangh, Mr. Rajesh Kumar, Chairman, Haryana Ghumantu-Ardh Ghumantu Janjati Kalyan Board, Dr. Balwan Singh and people representing Gadia Community, Mr. Hanuman Godara, Mr. Vijay Kumar and Dr. Ram Niwas called on the Chief Minister and urged him that justice  be done in the case. The Chief Minister directed the IG Hisar Range to constitute SIT under DSP and promptly take action.

        The SIT included DSP Barwala, Mr. Jaipal Singh, Sub Inspector, Mr Krishan Lal and Sub Inspector, Ms. Sheela Devi.
