Guidelines for sale of fireworks in Haryana


CHANDIGARH, OCT 19
With a view to preventing occurrence of any untoward incident on the occasion of Diwali festival, the Haryana Government has issued guidelines to be followed for sale of fireworks in the State.
          While giving this information here today, an official spokesman said that all the municipalities in the State have been asked to cancel leave of all fire officers and employees to ensure their presence. Also, they would ensure that all their fire tenders are in working order and have adequate quantity of fuel.   Senior Fire Station Officers of all the four Divisions in the State should inspect fire tenders. It should also be ensured that all the fire tenders   have insurance cover.
          He said that shops of fireworks should be set up in the open space and outside the city limits and the difference between the two shops should be at least three meters. Two buckets of sand and adequate quantity of water should be available in front of every shop. There should be strict compliance of fire safety measures.  Assistance of police, if required, should be sought   to prevent   any untoward incident, he added.
          The spokesman as per the provisions under Rule-84 of Explosive Rules 2008, the District Magistrate may issue temporary licenses for possession and sale of fireworks would be kept in a shed made of non-flammable material which is closed and secured so as to prevent access by unauthorized persons. The sheds to keep and sell fireworks should be at a distance of at least three meters from each other and 50 meters from any protected work. The sheds should not face each other. 
          He said that no oil burning lamps, gas lamps or naked lights should be used in the shed or within the safe distance of the sheds. Electrical lights, if used, should be fixed to the wall or ceiling and should not be suspended by flexible wire. Apart from this, switches for each shop should be fixed rigidly to the wall and a master switch should be provided for each row of sheds. He said that display of fireworks should not be allowed within 50 meters of any shed and in one cluster not more than 50 shops should be permitted.
          He said that a written communication to this effect has been sent to all the Commissioners of Municipal Corporations,   Deputy Commissioners, Executive Officers and Secretaries of Municipal Councils and Municipal Committees with instructions to ensure strict compliance of these instructions.
