The Haryana Government has decided to implement an innovative scheme known as “Educated Youth Allowance and Honorarium Scheme – 2016 (EYAHS)”, which assures a monthly allowance and honorarium of Rs. 9000 to unemployed youth. With this, one of the main poll promises, which the present state government made with the people, has been fulfilled.
While stating this here today, a spokesman of Employment Department said that to avail the benefit of the scheme, a registered applicant with employment exchange would apply online in digital mode only on www.hreyahs.gov.in. If applicant is not already registered in the "Live Register of Employment Exchange" he or she can now register on www.hrex.org website of the Department.
He said that the new scheme would have two components that is unemployment allowance and honorarium. In order to maintain equality, all beneficiaries would be given unemployment allowance as per their educational qualifications. The amended rate of allowance per month for 10 plus two or equivalent, Graduates or equivalent and Post-graduates or equivalent has been fixed at the rate of Rs 900, Rs 1500 and Rs 3000 respectively. At present the honorarium component is admissible only to the eligible post-graduate applicants and would subsequently be made applicable to the other category of applicants availing unemployment allowance.
Referring to the eligibility of Unemployment Allowance Sub-Scheme, he said that applicant should be a domicile of Haryana. The applicants, who are only graduate or 10 plus two qualified, should be registered in the Live Register of any Employment Exchange in the State for a minimum period of three years as on November 1, of a year. The Post-graduate applicants should be registered in the Live Register of any Employment Exchange in the State on the date of application. If not already registered, a Post-graduate qualified applicant may now register onlwww.hrex.org website of the Department. The applicant should have passed 10 plus two examination from a Board recognized by Haryana Government or two years certificate or diploma course passed after Matric from any Board or University recognized by Haryana Government. The applicant should be holding a Graduate degree from a University recognized by Haryana Government or should have passed any recognized three year certificate or diploma course after 10 plus two. The applicant should hold a Post-graduate degree from a University recognized by the Haryana Government. The Applicant should not be an employee dismissed from Government Service and he should not be in any kind of employment for example public or private sector or quasi-government or self-employment.
Referring to the eligibility conditions for giving the honorary assignment to a Post-graduate applicant, he said that eligible post-graduate unemployed youth would be paid an additional amount as honorarium up to the limit of Rs.6,000 per month for up to 100 hours of honorary assignment in a month in various Departments or Boards or Corporations or Registered Societies under Haryana Government. Also, there would be a provision for assignments in private companies or enterprises, as per their requirement, with the assistance of Department of Industries and Commerce, Haryana.
Applicant should be registered in the Live Register of the concerned Employment Exchange. If not already registered, a Post-graduate qualified applicant may simultaneously register on www.hrex.org website of the Department. The Post Graduate degree should have been obtained from any recognized' University in UT Chandigarh, NCT Delhi and Haryana. Applicant's age should be between 21 and 35 years and registration for this component of the scheme shall be online in digital mode only on www.hrevahs.gov.in. Those who are aged between 21 and 35 years are eligible to apply under the scheme. The annual family income of the applicant should not exceed Rs three lakh from all sources.
He said that Honorarium for honorary assignments would only be paid for a period of three years. The honorarium to the eligible Post-Graduate applicants engaged for honorary assignments in the Private companies or enterprises would not be paid by the Department of Employment but by the concerned company or enterprise. The Unemployment allowance of Rs. 3,000 would be paid by the Department of Employment from its approved budget and head to such a beneficiary.
He said that those applicants, for whom the honorary assignments are yet to be arranged, would be provided skill training under the various skill development programmes being organized by the Government under the aegis of the Haryana Skill Development Mission. However, the eligible applicants have been given leverage to opt for preferences for assignments, district of his choice, and skill development programme.
The involvement of educated youth in the field work of various government schemes has been carefully selected and planned in order to make them part of the drive to uplift the people of the State. The scheme would encourage educated youth to be financially self-reliant, increase employability for induction in employment of their aptitude and interest.
