CHANDIGARH, JULY 29
The Haryana Government has decided to introduce ‘Radio Cab’ Scheme for Gurgaon, Faridabad and Panchkula and applications have been invited from prospective operators for grant of contract carriage permits. They can apply in the office of concerned Secretary of the Regional Transport Authority (RTA).
While giving this information today, an official spokesman said that the permits would be granted in three categories - Economy Cabs, Luxury Cabs and Super Luxury Cabs. The maximum fare for Economy Cab is Rs 12.50 per Kilometer, for Luxury Cab, it is Rs 20 per kilometer and for Super Luxury Cabs Rs 30 per kilometer.
He said that the contract carriage permits would be granted to ply Radio Cabs in Faridabad, Gurgaon and Panchkula and the area of operation of the cabs would be within 50km on all sides of the concerned district headquarters falling in the state of Haryana. He said that the applicant should either be a company under the Companies Act 1956 or a society under the Societies Registration Act 1860 or a firm. The applicant should have adequate parking space with him or can be arranged by the operator through local bodies or any other source. He should have necessary infrastructure to accommodate the control room and at least five telephone lines should be available with the applicant. He should have fully functional GPS or GPRS device for tracking the vehicles, conforming to nationally acceptable standard installed on the cabs. The system may be required to be linked to the concerned Secretary RTA office.
The spokesman said that a minimum fleet size per operator would be five motor cabs for Panchkula and 20 cabs for Gurgaon and an equal number for Faridabad. The cabs would be available round-the-clock seven days a week. Unique number would be provided by each operator for operating the call center which can be accessed by the customers. Motor cabs would not charge more than the maximum fare fixed by the State Government for contract carriage under the Radio Cab Scheme. In addition to the fare, 25 per cent extra fare would be charged between 11 p.m. and 5 a.m. and the fares are inclusive of all types of taxes and no other amount would be charged from the passengers. The radio cab operator would be responsible for quality of drivers, employer control and supervision of drivers and employee behavior. The operator would also ensure that the drivers are totally reliable and trustworthy. In case, any untoward incident or crime, the driver, staff and radio cab operator would be held responsible.
There would be color scheme for different categories of radio cabs. The cabs would be of white color and Economy Cabs would have ‘Sky Blue Color’ band of about six inches thickness in the middle on all sides except on the front. Similarly, Luxury Cabs would have ‘Dark Blue Color’ band while the Super Luxury Cabs would have ‘Golden Color’ band. In case of Gurgaon and Faridabad, NCR Radio Taxi logo would be used on the vehicle, he added.
He said that the Transport Authority which grants a permit may cancel the permit or suspend it for such period as it thinks fit if any complaint is made against the permit holder by any passenger and it is proved beyond reasonable doubt or if any one of his employees misbehaves with the customers or if he fails to comply with any of the terms and conditions of Motor Vehicles Act 1988. But in such case, the operator would be given opportunity to furnish his explanation, he added.
