Hooda claims Govt is pro-farmer and pro-labourer

 Haryana Chief Minister, Mr Bhupinder Singh Hooda today refuted the allegation of being biased in the overall development of the State and said that his Government is undertaking all round development of the State, but the opposition parties are presenting incorrect statistics in the ongoing session of the Vidhan Sabha to mislead the people. The State Government is pro-farmer and pro-labourer, he added.

          The Chief Minister, who was interacting with mediapersons in the press lobby of the State Assembly here today, termed as incorrect the details given by opposition parties about an investment of 85 per cent shown in budget for interest on government liabilities and salary as well as pension to government employees. He said that it was 38.68 per cent during last financial year, whereas it is reduced to 37.94 per cent in the financial year 2013-14. He described Haryana as one of the best financially managed States.

          He said that in Haryana, the per capita plan budget is Rs 10,446, whereas in Gujarat it is Rs 8380. He said that despite more density of population as compared to Gujarat, the ratio of per capita urban industrial employment in Haryana is 329 for 1000 persons, whereas in Gujarat, it is 306.

          He said that petrol and diesel were cheaper in Haryana as compared to other States because the rate of VAT on petroleum products was less in the State. In Haryana, the rate of diesel is Rs 46.46 per litre and petrol Rs 71.06 per litre. On the other hand, diesel is being sold in Punjab, Gujarat and Chhattisgarh at a rate of Rs 47.07 per litre, Rs 53.83 per litre and Rs 53.26 per litre respectively. Also, the rate of petrol is Rs 78.37 per litre, Rs 74.26 per litre and Rs 72.70 per litre in these States respectively.

          Mr Hooda said that in Haryana, the wages of Rs 214 being given under MNREGA are the highest in the country. In Gujarat, these wages are Rs 147, Punjab Rs 184, Bihar Rs 138, Chhattisgarh and Madhya Pradesh Rs 146 and in West Bengal Rs 151.

          He said that in each district of the State, either a prestigious institute has already been opened or is to be set up. National Institute of Fashion Design is being set up at Pinjore in district Panchkula. The Government would give land and financial assistance of Rs 50 crore for this institute. Kurukshetra will have National Institute of Design, Kalpana Chawla Medical College is being set up at Karnal, Rajiv Gandhi Education City in Sonepat, first Women Medical College in Government sector after independence has been set up at Khanpur Kalan, a Medical College of ESI and YMCA University at Faridabad, a Medical College named after Shaheed Hassan Mewati in Mewat, a Defence University in Gurgaon, second Sainik School of the State is in Rewari, a Regional Study Centre of Maharshi Dayanand University at Mirpur, Central University is in Mahendragarh, Lala Lajpat Rai University of Veterinary and Animal Sciences is at Hisar, IIM in Rohtak, PGIMS, Rohtak has been upgraded as a University of Health Sciences and the Government has given grant to the Chaudhary Devi Lal University in Sirsa so as to get it the status of a University.

          He said that evaluation of rural development is done on the basis of expenditure made by three departments of Rural Development, Panchayats and Haryana Rural Development Fund and recommendations of the 13^th Finance Commission. He gave comparative statistics of development works in urban as well as rural areas for the period from 1999 to 2005 and from 2005 till date.
